The assigned RCCR inspector arrived at the operation at 1:12 PM on 06-29-2026 for an unannounced monitoring inspection. The only person present was a child in care on the front porch who indicated they were alone and there were no caregivers present to supervise them. The inspector telephoned the operation director at 1:15 PM and advised of the situation. The staff and residents were off campus at the time for medical appointment reasons and the lone child in care on the porch had just returned from runaway status while everyone was out. The director began the process of telephoning staff to come to the operation and look after the child in care and emailed RCCR screen shots of these calls. Despite this effort and taking into consideration the occurrence of a Word Cup Soccer Game in Houston at about the same time, no staff arrived until 4:30 PM.
