Town Board Minutes 12-17-25

Town of Mukwonago Town Board Minutes Wednesday, December 17, 2025 Chairman Topczewski called the meeting to order at 6:30 p.m. and the Pledge of Allegiance was recited. Chairman stated the meeting was properly noticed. ROLL CALL PRESENT: Chairman Topczewski, Supervisors Boucher, Clabault, Wrasman and Yerke. Also present: Kathy Karalewitz; Administrator/Clerk-Treasurer; John Macy, Attorney. PUBLIC COMMENTS No one wished to speak. MINUTES Motion by Supervisor Boucher second by Supervisor Yerke to approve the town board meeting minutes of November 20, 2025. All ayes. PROPOSAL FROM ROBERTSON RYAN INSURANCE/AGENT FOR 2026 WITH COVERAGE FROM EMC Motion by Supervisor Clabault, second by Supervisor Wrasman to approve proposal from Robertson Ryan Insurance/Agent for 2026 coverage with EMC in the amount of $116,330. All ayes. ELECTION INSPECTORS FOR THE 2026-2027 ELECTION CYCLE Motion by Supervisor Boucher, second by Supervisor Clabault to approve the Election Inspectors per the attached list for the 2026-2027 election cycle. All ayes. APPROVAL OF 2026 -2028 LABOR AGREEMENT BETWEEN THE MUKWONAGO FIRE DEPARTMENT AND IAFF LOCAL 4585 Motion by Supervisor Boucher, second by Supervisor Wrasman to approve the 2026-2028 Labor Agreement Between the Mukwonago Fire Department and IAFF Local 4585. All ayes JOINT POWERS AGREEMENT WITH WAUKESHA COUNTY Motion by Supervisor Boucher, second by Supervisor Clabault to approve the Joint Powers Agreement with Waukesha County. All ayes. FINANCE/PERSONNEL MONTHLY BILLS Motion by Supervisor Boucher, second by Supervisor Yerke to approve the monthly bills. All ayes. PROTECTIVE SERVICES – FIRE DEPT RESOLUTION TO MODIFY AMBULANCE FEES Motion by Supervisor Boucher, second by Supervisor Wrasman to approve the Resolution to Modify Ambulance Fees. All ayes. ON-SITE AND IN-TRANSIT ADMINISTRATION OF WHOLE BLOOD – VERSITI AGREEMENT This matter held over to January Meeting. POLICY REVISIONS FOR POLICY #1, #11 AND #31 Motion by Supervisor Boucher, second by Chairman Topczewski to approve policies #1, #11 and #31. All ayes. PROTECTIVE SERVICES – POLICE DEPT FLOCK CAMERAS Chief Schmidt was present and gave the board an overview of what the flock cameras would be used for and the involvement with the Village of Mukwonago Police Department. Discussion was held. Motion by Chairman Topczewski, second by Supervisor Clabault to authorize the police chief to solicit funding for the cameras and work with the attorney regarding moving forward with placement. Supervisors Boucher and Yerke voted “no”; the rest three voted “aye”. The motion carried. ADJOURNMENT Motion by Supervisor Boucher, second by Supervisor Clabault to adjourn. All ayes.
