Regular Board Meeting Minutes
Tuesday, January 7, 2025 immediately following the Town Caucus at 6pm
Central WI Electric Coop
Call to Order: Chairman Oksuita called the meeting to order at 6:03p.m.
Roll Call: Raymond Oksuita, Todd Wierzba, Mike Zakrzewski, Tracy Glodowski Also present: Pete
Rekowski, Joe Kaminski, Larry Kosmalski, Chris Stanislawski

Public/Board Requests for Consideration: None.
Approval of the December Meeting Minutes: Motion by Wierzba, seconded by Zakrzewski to approve the
minutes from December 3, 2024. Ayes: All. Nays: None. Motion carried.
Approval of Payment of Bills: Financial report was presented. Motion by Oksuita, seconded by Wierzba to
approve payment of the bills as presented with three additional invoices/checks presented. Ayes: All. Nays:
None. Motion carried.
RFD Truck Repairs: New rescue truck had repairs that were paid for out of RFD’s operating budget. There
are other expenses that will need to be paid also. Motion by Oksuita seconded by Wierzba to reimburse
Alban’s share toward truck expenses. Ayes: Ayes. Nays: None. Motion carried.
Woodland Road Project with Town of Sharon: Jeff Check is working with Gremmer & Associates on this
project that received a grant. Town of Sharon will invoice Alban for its share of the project. Project is to be
let in February and bids opened in March. Construction is expected to begin this spring.
Temporary Operator's License: Motion by Wierzba, seconded by Zakrzewski to approve Temporary
Operators License for Daniel Retzki for the Tree Lake Fisheree. Ayes: All. Nay: None. Motion carried.
New Town Truck Warranty: Discussion was had about warranty options. Motion by Oksuita, seconded by
Wierzba to purchase extended warranty for $4,183 for 84 months/100,000 miles, pending verification that it
covers electronics, mechanical, drivetrain and labor at 100%. Ayes: All. Nays: None. Motion carried.
Town Roads Comments & Concerns: Minimal or no snow fence will be put up this year. Joe will windrow if
necessary. Joe would like to do chipping and brushing but will need to find help.
Next Meeting: Tuesday, February 4, 2025 at 6pm at CWEC.
Motion by Oksuita, seconded by Wierzba to enter into closed session at 6:36 pm Town Board entered into
Closed Session as allowed by Wis. Stats. 19.85(1)(c) to consider employment, promotion, compensation or
performance evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility.
Motion by Oksuita, seconded by Wierzba to enter back into open session at 6:45 p.m.
Motion by Oksuita, seconded by Wierzba to approve wage increase based on experience and performance
for road crew help. Wage increase of $2.00/hr. for Jeff Johnson plowing. Ayes: All. Nays: None. Motion
carried.
Adjournment: Motion by Weirzba, seconded by Zakrzewski to adjourn the meeting at 6:50 p.m. Ayes: All.

Temporary Class “B” Licenses for the St. Adalbert Lenten Fish Frys. Ayes: All. Nay: None. Motion carried.
Sale of One-Ton Truck: Discussion was had about selling the Ford F-450 work truck. Motion by Oksuita,
seconded by Wierzba to list it on Wisconsin Surplus with a minimum $500 bid. Ayes: All. Nays: None.
Motion carried.
Town Roads Comments & Concerns: Monroe Equipment has finished transferring the dump body on the
new work truck.

Woodland Road Project with Town of Sharon: The Town of Sharon will be awarding bids for the Woodland
Road project at their March 10, 2025 meeting. Alban’s stretch is half of the road from Hemlock to County
Line Dr. Motion by Oksuita, seconded by Wierzba to approve Oksuita attending Town of Sharon meeting to
give Alban’s approval for lowest bidder. Ayes: All. Nay: None. Motion carried.
Town Roads Comments & Concerns: Old work truck was sold for $2,140 on WI Surplus. Portage County
will be posting roads on Friday, March 7; Joe will post Town of Alban roads as well.

Approval of Payment of Bills: Financial report was presented. Motion by Zakrzewski, seconded by Oksuita
to approve payment of the bills as presented. Ayes: All. Nays: None. Motion carried.
Open Book & Board of Review Dates: Open Book will be held at the Town of Alban Storage Facility on
Tuesday, May 13, 2025 from 10am-Noon. Assessor will be available by phone for any questions. Board of
Review will be Tuesday, May 20, 2025 from 3:30pm-5:30pm at CWEC.
St. Adalbert Road Street Light: Ron Yenter and Jean Cunningham spoke with Oksuita about putting a street
light up by St. Adalbert Church.Dennis Fredock contacted C/T about putting up a street light by the parish
rectory. He said Alliant Energy needs permission from the Town of Alban for the light to shine on St.
Adalbert Road. Motion by Oksuita, seconded by Zakrzewski to allow street light to shine on St. Adalbert
Road. Ayes: All. Nays: None. Motion carried.
Fire Ordinance Update: Discussion was had about fire ordinance. Motion by Oksuita, seconded by
Zakrzewski to contact lawyer to look into updating ordinance. Ayes: All. Nays: None. Motion carried.
Tractor/Mower: This was discussed last year. Oksuita has been looking for a 60hp tractor and flail mower.
Mower is around $18,000. Motion by Oksuita, seconded by Zakrzewski to spend up to $45,000 on a tractor
noting that anything more expensive would have to come back to the Board for approval. Ayes: All. Nays:
None. Motion carried.
Badger Books: C/T explained the electronic polling books that are approved by the Wisconsin Elections
Commission and have been in use since 2018. Several other Portage County municipalities use them; they
help improve accuracy and accountability. The Badger Books cost $5,227.Motion by Oksuita, seconded by
Zakrzewski, to purchase Badger Books. Ayes: All. Nays: None. Motion carried.
Town Roads Comments & Concerns: Al Zander discussed excessive speeding on Town Road NN. He’s
called the sheriff's department several times. Oksuita will follow up with the sheriff's department. The
Woodland Road project has been awarded to Stuczynski Trucking & Excavating and construction started
this week. A lot of clean up was needed with the recent ice storm.

5:30pm at CWEC.

into Closed Session as allowed by Wis. Stats. 19.85(1)(c) to consider employment, promotion,
compensation or performance evaluation data of any public employee over which the governmental body
has jurisdiction or exercises responsibility.
Motion by Oksuita, seconded by Supervisor Zakrzewski to enter back into open session at 6:43pm
Motion by Oksuita, seconded by Zakrzewski to provide Joe with a $40 cell phone per diem per month.

Harter’s Spring Clean-Up: Discussion was had about offering a town-wide clean up event. Motion by

Town Roads Comments & Concerns: Joe and Ray will be cleaning up around the garage and hauling scrap
metal into Weller’s. The Sheriff's department has been out patrolling on Town Road NN; Oksuita will follow
up to see reports. Road patching is being done. Joe has been looking at a mower and mower tractor.

Recommendation on License List: Applications were received for Class B Combination Beer & Liquor
Licenses for Country Canteen, Wigwam Inn; and Class A Combination Beer & Liquor License for the Alban
General Store, LLC. Motion by Oksuita, seconded by Zakrzewski to approve Class B licenses for Country
Canteen, Wigwam Inn, and Class A license for Alban General Store. Ayes: All. Nays: None. Motion carried.
Cigarette License: Application was received from Alban General Store LLC. Motion by Oksuita, seconded
by Wierzba to approve cigarette license application. Ayes: All. Nays: None. Motion carried.
Operator’s License Applications: Motion by Zakrzewski, seconded by Wierzba to approve operator’s
license applications for Mike Kaminski, Jessica Bembenek, David Bembenek and Dennis Fredock. Ayes:
All. Nays: None. Motion carried.
Items for WI Surplus: After Spring clean-up around the garage, there are some items left to put on WI
Surplus. Motion by Oksuita, seconded by Wierzba to put the following items on WI Surplus: pull behind
grader, V-plow, loader tires from old Huff loader, and old mower tractor and mower. Ayes: All. Nays: None.
Motion carried.
Tractor/Mower: Oksuita and Joe have been looking for used tractors. The $45,000 budget set at the
previous meeting doesn’t get much. Board inspected a 74 HP New Holland tractor and Samzu mower that
Swiderski brought out. Motion by Oksuita, seconded by Wierzba to approve the purchase of New Holland
tractor from Swiderski for $57,225; 7’ Samasz Kangu mower for $12,750; installation of the third function
hydraulic kit for $2,255.05; and to take out loan from Peshtigo National Bank to make the purchase. Ayes:
All. Nays: None. Motion carried.
Clean-Up Event: Discussion was had about offering a town-wide clean up event. Motion by Oksuita,
seconded by Wierzba to offer a town-wide recycling event with Weller’s in Spring of 2026. Ayes: All. Nays:
None. Motion carried.
Town Roads Comments & Concerns: Joe is working on cold patching and brushing. Camera system at the
garage may need an upgrade in the future.

Approval of the July Meeting Minutes: Motion by Zakrzewski, seconded by Wierzba to approve the minutes

Approval of Payment of Bills: Financial report was presented. Motion by Oksuita, seconded by Zakrzewski
to approve payment of the bills as presented. Ayes: All. Nays: None. Motion carried.
Health & Safety Plan: DSPS recommends a hearing conservation program and several training courses.
Aspirus Business Health offers yearly hearing tests for $22 per employee. Rose Kearns is willing to do CPR
and blood borne pathogen training. Motion by Oksuita, seconded by Wierzba to implement annual hearing
exams and blood borne pathogen training for employees. Ayes: All. Nays: None. Motion carried.
Rural Mutual Insurance Policy: Oksuita met with Stacey Zimmerman from Rural Mutual Insurance. Current
replacement cost coverage is inadequate. Motion by Oksuita, seconded by Wierzba to increase building
limit to $894,000 and deductible to $2,500 on building and $500 on vehicles. Ayes: All. Nays: None. Motion
carried.
Woodland Road Project Loan: Woodland Road project is scheduled to be completed next week. Cost
estimates from Gremmer & Associates have been received for the Town of Alban’s share of the project.
Motion by Wierzba, seconded by Zakrzewski to take a 5 year loan from Peshtigo National Bank at 4.1%
interest in the amount of $82,745.97. Ayes: All. Nays: None. Motion carried.
Preliminary Budget for 2026: Oksuita noted possible future expenses with Rosholt Fire District.
Town Roads Comments & Concerns: Larry Kosmalski mentioned that it’s difficult to see at the St. Adalberts
Road and Hwy 66 intersection. Oksuita will reach out to Nathan Check about mowing along Hwy 66
between Alban and the Village of Rosholt. Oksuita also noted the new fire truck is fully in service for RFD
and that firefighters are purchasing an enclosed trailer.

Lake Helen Alum Treatment Study: Glenn Bersie and Jeff Rasmussen from the Lake Helen Protection &
Rehabilitation District were present to discuss the issues with eurasian watermilfoil and blue-green algae in
the lake. They requested a $5,000 donation that will help offset the cost of the study that will indicate
whether or not the lake would be able to take an aluminum sulfate treatment to help with the blue-green
algae blooms. Motion by Oksuita, seconded by Zakrzewski to place the donation of $5,000 to the Lake
Helen Protection & Rehabilitation District out of the 2025 budget on the agenda for the November Special
Town Meeting of the Electors. Ayes: All. Nays: None. Motion carried.
Well Project for St. Adalbert Parish: St. Adalbert Church will have to abandon their well because of high
nitrates. The St. Adalbert School well tested low for nitrates. They are looking to bore under St. Adalbert
Road to connect the school well to the church well instead of drilling a costly new well for the church.
Motion by Oksuita, seconded by Zakrzewski to approve boring under St. Adalbert Road from the school to
the church. Ayes: All. Nays: None. Motion carried.
Preliminary Budget for 2026: We should be receiving the RFD and Rosholt Area First Responders budgets
soon.
Town Roads Comments & Concerns: Joe cleaned up vegetation near St. Adalbert and Hwy 66 intersection;
Kosmalski requested he cut it back a little more. The Woodland Road project is wrapping up.

RFD 2026 Budget: Budget was reviewed and Alban’s increase is $4,151.23 for 2026. Motion by Oksuita,
seconded by Wierzba to approve of RFD budget for 2026 pending Village of Rosholt and Town of Sharon
agreeing with it also. Ayes: All. Nays: None. Motion carried.
First Responders 2026 Budget: There’s an overall increase of $200 for 2026. Motion by Oksuita, seconded
by Wierzba to approve 2026 budget presented by Rosholt Area First Responders. Ayes: All. Nays: None.
Motion carried.
Budget Workshop: Saturday, October 25, 2025 at 5am at the town garage.
Audit Quote: A new three-year annual audit quote was presented from KerberRose. Motion by Oksuita,
