Meeting called to order by Chairperson Stuczynski at 2:15 p.m.
PRESENT: Rich Stuczynski, Pat Strelitzer, Jodi Patoka, Dave Crubaugh, Dale Peterson, Nic Lea, & Travis Stuczynski.
EXCUSED: Stephanie Wojtowicz
ESTABLISH SEPTAGE RECEIVING RULES/RATES: Since the brewery put in a new filter, the amount of BOD’s that the brewery sends to the sewer plant has dropped significantly. The amount of phosphorus from the brewery has not changed, which is causing some issues at the WWTP. As the BOD’s breakdown, they then break down the phosphorus. By accepting septage, this will help feed the plant and reduce Phosphorus and also help regain some of the revenue lost from the brewery because septage haulers have to pay to get rid of septage. Thoughts are to start by taking only one load per day from each of the haulers and adjust if needed.
M/S Strelitzer/Stuczynski begin accepting septage at $45/1,000 gallons and $15/1,000 for holding water with no filing fee. The committee will revisit this next year to determine if the village will charge a filing fee. Ayes all. M/C. Staff will have a DRAFT of the “Rules for Discharge of Septage” for the next utility committee meeting.
REVIEW BIDS FOR REPAIR OF WELL #1 PUMP: Well #1 has been giving an alarm recently “Well #1 fail-overheated.” Had Municipal Well & Pump assess the issue, they suggested a new motor. Also had CTW look at the issue. They determined the VFD is overheating, and the fan is not working. The fan will be replaced hoping this will fix the issue. The board will review the bid from Municipal Well & Pump, if a new fan does not solve the problem, then a new motor can be ordered.
DISCUSS OUTSIDE VENDOR COMPLETING DNR REPORTS FOR WASTEWATER TREATMENT PLANT: Dale Peterson has to write a “Final Compliance Alternatives Plan” each year until 2029. The report has more stringent requirements each year. Received a quote from CBS 2 who can write the report for $2,500. The cost to write the report after year one should go down because the company will have a lot of the information needed already. Dale also has to submit E.coli and Phosphorus reports but feels comfortable writing those reports himself. M/S Strelitzer/Stuczynski to contract with CBS 2 to write the 2025 Final Compliance Alternatives Plan for $2,500. Ayes all M/C.
APPROVAL OF UV TREATMENT SYSTEM AT WWTP: This is a budgeted item for 2025. This will replace an existing system so no need to publicly bid this project. M/S Strelitzer/Stuczynski recommend moving forward with the proposal for the UV Treatment System from Mulcahay Shaw for $49,300.00. Ayes all. M/C.
T. Stuczynski mentioned the following proposals, which were budgeted items for 2025 have been signed or will be signed and forwarded to the appropriate vendors so that the village can get on the companies schedules. These items will be added to the 1/28/25 agenda to be formally approved by the village board.
Signed the agreement with Lane Tank to paint the water tower.
Need to sign and return the proposal for the water department communications with B&MTech. (this will allow the village to get off of the phone companies copper lines which is a requirement from the phone company)
Need to sign the proposal with Visu-Sewer for jetting and televising of the collection system.
