VILLAGE OF PARK RIDGE 1 BOARD MEETING MINUTES 2 March 23, 2026 3 4 CALL TO ORDER: President Dan Holloway called the Park Ridge Village Board meeting to order at 5 5:30 p.m. The Village Board meeting was held in person at the Village Hall. After recitation of the 6 Pledge of Allegiance by those present, roll call was taken. Trustees Gordon Renfert, Joe Thompson, 7 Kristin Paulson, and President Dan Holloway were present. Clerk Anne Arndt and Treasurer Melissa 8 Clark were also present. 9 Others attending: Jim LaMar, Tori Jennings, and Trish Baker. 10 AGENDA ITEM # 1 - APPROVAL OF THE MARCH AGENDA: Motion Renfert, second by Thompson 11 to approve the agenda as printed. Motion carried 4/0. 12 AGENDA ITEM # 2 – PUBLIC COMMENT PERIOD – AGENDA ITEMS: There were no public 13 comments on specific agenda items. 14 AGENDA ITEM # 3 - PUBLIC COMMENT PERIOD – NON-AGENDA ITEMS: There were no public 15 comments on non-agenda items. 16 AGENDA ITEM # 4 – REVIEW AND APPROVE MINUTES FROM FEBRUARY 16, 2026: Line 47 17 sentence “The project financial responsibility is one hundred percent the Village’s” should be deleted 18 in its entirety. Motion Renfert, second Thompson to approve the minutes with this edit. Motion carried 19 4/0. 20 AGENDA ITEM # 5 – REVIEW AND APPROVE MARCH TREASURER’S REPORT: Motion Renfert, 21 second Thompson to approve the March treasurer’s report. Roll Call vote taken: Renfert – yes; 22 Paulson – yes; Holloway - yes; Thompson – yes. Motion carried 4/0. 23 AGENDA ITEM # 6 – REVIEW AND APPROVE MARCH BILLS/PAYMENTS: Motion 24 Renfert, second Thompson to approve March bills/payments. Roll Call vote taken: Paulson – 25 yes; Holloway – yes; Renfert – yes; Thompson – yes. Motion carried 4/0. 26 AGENDA ITEM # 7 – COUNTYWIDE BIKE/PEDESTRIAN PATH PLAN: Adam Kuhn, City of Stevens 27 Point Planning and Zoning Administrator, presented and reviewed the draft short-term plan, 28 highlighting areas that will run through the Village of Park Ridge. Sidewalks are recommended in a few 29 areas. A speed study may be considered. The final plan will be implemented in 2031. Motion Renfert, 30 second Thompson to approve the draft plan as presented. Roll Call vote taken: Holloway – yes; 31 Thompson – yes; Paulson – yes; Renfert – yes. Motion carried 4/0. 32 AGENDA ITEM # 8 – CONSIDER CROSSING GUARD POSITION AND LONG-RANGE PLAN: 33 There has been a school crossing guard in the village since approximately 1970. There has never 34 been a substitute list and if the crossing guard is unable to work, there is no crossing guard at the 35 location. Paulson stated she spoke with a resident who would add her name to a sub list. The Board 36 will move forward and post a notice on the Friends of Park Ridge Facebook page and Village website. 37 AGENDA ITEM # 9 – HILLCREST AVE / GREENBRIAR AVENUE NORTH ROAD PROJECT 38 UPDATE: There are six streetlights out. Holloway has spoken with MSA who said repairs are 39 planned to start next week. The general plan is to connect the six lights to the rest of the new village 40 streetlights. A Focus on Energy reimbursement grant was applied for and we have received no 41 response yet. Landscaping repairs also need to be done. There is no schedule yet with the contractor. 42 Liquidated damages are still in negotiations. 43 AGENDA ITEM # 10 – SPEED STUDY UPDATE: President Holloway has been in contact with Lucas 44 Meddaugh at the Highway Department. There is no date scheduled at this time. 45 AGENDA ITEM # 11 – DISCUSS 2026 TREE PLANTING: A recommended tree list was reviewed. 46 Bare root trees and possibly a couple spaded trees are recommended. Holloway would like a group of 47 people who will reach out to residents along the project to ask what type of tree they may be interested 48 in. A letter will be developed listing the trees available, expected care and maintenance. 49 AGENDA ITEM # 12 – RIDGEWOOD / GREENBRIAR PROJECT: MSA will design the roadway and 50 streetlights and their contract is finalized. Public involvement meetings will be held at the thirty percent 51 and sixty percent completion stages of the project. Holloway spoke with MSA regarding water main 52 installation and they would like a design contract signed by early September. The City of Stevens 53 Point still has not adopted a new ordinance that is needed prior to water main installation. Motion 54 Renfert, second Thompson to approve the draft engineering contract dated 3/12/2026. Roll Call vote 55 taken: Holloway – yes; Thompson – yes; Paulson – yes; Renfert – yes. Motion carried 4/0. 56 AGENDA ITEM # 13 – Open Book Property Assessment Roll will be May 5 from 10 a.m. to Noon. This 57 is a telephone meeting only. Board of Review will be May 12 from 1:30 to 3:30 p.m. at the Village Hall 58 and will be in-person. 59 AGENDA ITEM # 14 - SET DATE AND TIME FOR NEXT BOARD MEETING: April 20 at 5:30 p.m. 60 AGENDA ITEM #15 - ADJOURN: The meeting adjourned at 6:58 p.m. 61 62 63 _______________________________ _____________________________ 64 ANNE ARNDT DAN HOLLOWAY 65 VILLAGE CLERK VILLAGE PRESIDENT 66 VILLAGE OF PARK RIDGE 1 SPECIAL BOARD MEETING MINUTES 2 April 4, 2026 3 4 CALL TO ORDER: President Dan Holloway called the Park Ridge Special Village Board meeting to 5 order at 11:00 a.m. The Village Board meeting was held in person at the Village Hall. After recitation of 6 the Pledge of Allegiance by those present, roll call was taken. Trustees Gordon Renfert, Kristin 7 Paulson, and President Dan Holloway were present. Trustee Joe Thompson is excused. Clerk Anne 8 Arndt was also present. 9 Others attending: R. Woodward. Kenny Chesney and Sam Novak attended via Zoom. 10 AGENDA ITEM # 1 - APPROVAL OF THE APRIL 4TH AGENDA: Motion Paulson, second by Renfert 11 to approve the agenda as printed. Motion carried 3/0. 12 AGENDA ITEM # 2 – DISCUSION AND POSSIBLE ACTION ON STORM DAMAGE: President 13 Holloway stated there are lots of branches down throughout the Village. The streets have been 14 cleared and are passable. Thank you to volunteers who helped out with cleanup. 15 Holloway spoke with John Zblewski regarding a special branch/brush pickup. There is a brush pickup 16 scheduled for May 4 and 5 but it’s too far out to leave the storm brush out. Zblewski’s can do a special 17 brush pickup as late as next week for approximately $4,000.00. There is money budgeted in the street 18 maintenance and street maintenance-trees-pickup line items. Approximately $6,000.00 of that money 19 is to pay for tree replacement due to the road construction project. There are volunteers to help plant 20 forty trees and shrubs. Green Circle Tree company does plant larger trees and there are five that need 21 to be spade planted, at a cost of $500.00 per tree. 22 It was suggested to have a special branch/brush pickup scheduled and to cancel the Spring brush 23 cleanup. Motion Renfert, second Paulson to authorize up to $4,000.00 for a special brush cleanup 24 within the next two weeks and to cancel the May 4 and 5 brush pickup already scheduled. Roll Call 25 vote taken: Renfert – yes; Paulson – yes; Holloway – yes. Motion carried 3/0. 26 AGENDA ITEM #3 - ADJOURN: The meeting adjourned at 11:20 a.m. 27 28 29 _______________________________ _____________________________ 30 ANNE ARNDT DAN HOLLOWAY 31 VILLAGE CLERK VILLAGE PRESIDENT 32 Ordinance 2.01 THE VILLAGE BOARD OF THE VILLAGE OF PARK RIDGE ORDAINS AS FOLLOWS: Section I. NUMBER OF TRUSTEES There shall be four Trustees in the Village of Park Ridge. Section II. ELECTION OF TRUSTEES In addition to the two existing Trustees, there shall be elected two Trustees, one of whom shall be elected each year for a term of two years, except that in the Spring Election of 1953 one of said Trustees shall be elected for a term of one year. The term of office of trustees shall be for two years, and two shall be elected each year. Section III. EXISTING TERMS TERM COMMENCEMENT The term of office shall be for two years, commencing on the second Tuesday of April in the year of their election. Nothing herein contained shall affect the term of office of existing Trustees. Section IV. EFFECTIVE DATE This ordinance shall take effect upon passage and publication as provided by law. Passed and adopted by the Village Board of the Village of Park Ridge on this first day of January, 1996 20th day of April 2026. Ordinance 1.30 Board Of Review THE VILLAGE BOARD OF THE VILLAGE OF PARK RIDGE DOES ORDAIN AS FOLLOWS: That the Board of Review of the Village of Park Ridge shall consist of four (4) Trustees and the Village President .the Village President, the Village Clerk, and one (1) Trustee. Powers and Duties: The Board of Review shall have the powers and duties prescribed in §70.47, Wis. Stats. That there shall be appointed two (2) alternate members who shall serve in the event a Village of Park Ridge Board of Review member is removed or unable to serve for any reason. This ordinance shall take effect upon passage and publication, as provided by law. Passed and adopted by the Village Board of the Village of Park Ridge on this seventeenth day of April, 2000. 20th day of April 2026.
