VILLAGE OF PLOVER
JOINT PUBLIC WORKS AND PARKS DEVELOPMENT COMMITTEE
August 3, 2026
5:00 p.m.
Public Works Members Present: Adam Raabe, Tim Durigan, Al Tessmann
Parks Development Members Present: Janet Barber, Mike Helmrick, Adam Raabe, Kevin
Reimer, Larry Schweitz
Members Excused: Ross Ballard, Darcy Grabski

Scott Klemm, Jake Hainzlsperger, Jasmine Barclift, Steve Fritz
1. Mr. Raabe and Mr. Helmrick called the meeting to order at 5:00 pm.
2. Mr. Raabe made a motion, seconded by Mr. Tessmann, to approve the minutes of the
Parks Development Committee meeting of June 29, 2026, as printed. Motion carried.
3. Mr. Tessmann made a motion, seconded by Mr. Durigan, to approve the minutes of the
Public Works Development Committee meeting of February 16, 2026, as printed.
Motion carried.
4. There were no persons wishing to address the Committee.
Discussion with possible action on the following:
5. Ordinance 8-10-26 – Chapter 401: Parks and Recreation – updating off-road
vehicles and pet restrictions
Mr. Klemm advised that there have been numerous requests to update the regulations
regarding pets and off-road vehicles during Village-sponsored events. Mr. Raabe
questioned whether the proposed wording of the ordinance should be clarified to
show that such vehicles are allowed in the parking lots of the parks during Village-
sponsored events. Mr. Kunst answered that modifications could be made to the
language of the update prior to the Village Board meeting on August 5th, 2026. Mr.
Helmrick advised that several other local municipalities are also developing e-bike
ordinances. Because the Green Circle Trail passes through multiple municipalities, he
recommended coordinating with them to ensure that there are no conflicting
regulations for people using e-bikes along the length of the trail.
***RECOMMENDATION TO VILLAGE BOARD*** Mr. Tessmann moved to approve
Ordinance 8-10-26 – Chapter 401: Parks and Recreation – updating off-road
vehicles and pet restrictions, with some language modification for more
specificity. Mr. Reimer seconded, and the motion carried.
6. Mr. Durigan moved to adjourn the Public Works Committee at 5:07 pm, with a second
by Mr. Tessmann. Motion carried.
7. Final Parks Signage Design
Mr. Hainzlsperger presented the Final Parks Signage Designs. Mr. Helmrick
recommended the sign shown on the right side of the presentation, featuring a
rounded, symmetrical top, with dimensions of 48” x 72. ” Several attendees expressed
their agreement with the recommendation.
Mr. Raabe moved to approve the sign shown on the right side of the presentation, with
a second by Mr. Tessmann, and the motion carried.
8. Pacawa Park Fitness Playground
Mr. Hainzlsperger went over his presentation of the potential park fitness playground.
The Lake Pacawa 5K group has offered to cover the entire cost of the improvements.
Ms. Barber questioned who would be responsible for repairs, with Mr. Kunst
answering that the Village would likely be responsible for long term maintenance,
similar to PWYA and the Sentry Curling Center. He also mentioned the Celebrate
Plover Foundation has indicated they would provide funds for maintenance of the
park. There was some discussion regarding the material the exercise machines seats
were made from, possible pinch points, additional signage, and the proposed site
location.
9. Mr. Raabe moved to adjourn the Parks Development Committee meeting at 5:21 pm,
with a second by Mr. Tessmann. Motion carried.
