1. Mr. Ballard called the meeting to order at 4:30pm.
2. Mr. Helmrick made a motion, seconded by Mr. Schweitz, to approve the minutes of
the Parks Development Committee meeting of April 15, 2026, as printed. Motion
carried.
3. There were no persons wishing to address the Committee.

4. Setting regular meeting date for Parks Development Committee
Discussion ensued regarding setting a regular meeting date for the Committee. All
agreed that Monday was an acceptable day to meet, with flexibility on the time. Mr.
Ballard would like to meet at least once per quarter. Mr. Helmrick questioned if the
meetings could be scheduled ahead of time; the Community Development
Department will look into it.
5. Pacawa Christmas Walk Updates
Ms. Grabski is heading the Pacawa Christmas Walk and asked for additional
volunteers. The committee discussed the cost to sponsor the light poles, with the
general idea that the amount should be between $50-$100 per pole. They discussed
how to assign poles, numbering the poles, and the idea of “first come, first served” for
those who wish to sponsor a pole. Ms. Grabski will continue to work on the sponsor
guidelines and coordinate with the Public Works Department on the size of the space
assigned to sponsors, as well as other activities that might occur during the
Christmas Walk.
6. Dan R. Mahoney Conservancy – driveway and parking lot update
Mr. Klemm advised that the Public Works Department has installed a driveway and
small parking area at the Dan R. Mahoney Conservancy site, as well as planted 62
trees, the cost of which was covered by tree removal at the Olive Garden site as well
as the WPS easement. The driveway and parking area will be paved later this summer,
and they still hope to install a small shelter in the future.
7. New Parks Signage
Mr. Hainzlsperger presented the potential new signs for Village parks, including
pricing. The signs, including sizing, composition, and color, were discussed. Public
Works expects to purchase between 18 to 22 new signs, which they will install
themselves. They recommend not having lighted signs, as none of the park signs
currently in the Village are lighted. There was discussion regarding the potential signs,
with most agreeing that the less costly signs were favorable, and that dark brown and
green colors were preferred. Public Works will have the designs redone in the
preferred colors and bring them back to the committee in the future for selection.
8. Reports
a. Public Works Manager
Mr. Klemm went over his report and highlighted several Public Works projects,
including the future installation of new exercise equipment near the play system and
new tee boxes on the disc golf course at the Little Plover River Park, as well as working
on IT and wireless upgrades for cameras at Lake Pacawa Park.
9. Ms. Grabski moved to adjourn at 5:21 pm, with a second by Mr. Helmrick. Motion
carried.

January 19, 2026, as printed. Motion carried.

4. ROAD PLANS – GREEN TREE FARM SUBDIVISION – GREEN TREE CONSTRUCTION
INC – PLEASANT DRIVE / CTH R (PIN: 173230826-16.04)
Mr. Klemm reviewed the request along with the conditions of approval as noted in
his memo included with the meeting packet. The Public Works Department
recommends approval with the recommended conditions.
***RECOMMENDATION TO VILLAGE BOARD*** Mr. Tessmann motioned and Mr.
Fritz seconded to approve Road Plans – Green Tree Farm Subdivision – Green
Tree Construction Inc – Pleasant Drive / CTH R (PIN: 173230826-16.04) with the
noted conditions. Motion carried.
5. PRESENTATION – NEW DE-ICING MATERIAL
Mr. Klemm updated the committee on the status of the trial/testing of the new de-
icer. He noted the benefits of the product such as more environmentally friendly,
less corrosive, and works at lower temperatures than salt. Mr. Klemm is very
familiar with the product from his time working in Colorado, where it is used
regularly. Other municipalities have expressed interest as well which may help
reduce costs. The material also has quicker and longer melting times. They are still
in the evaluation stage to deciding if they want to convert over. This item is for
information only. No action needed by the committee.

Mr. Klemm reviewed his reports. Copy attached. He noted the ice rink closed Friday
afternoon. With the cooler weather expected this week they may be able to re-open
them again. March 3 is opening bids for street projects. He and Ms. Anderson are
working on the Arbor Day and Earth Day events. They are getting donations from
Don Jochman, Green Thumb, and Dennis Zblewski to help with those events.
He credited Ms. Anderson with getting funding to help with the conservancy
roadway and parking lot. They are finalizing the Public Works remodels. A time lock
will be added to the Worzella shelter this year to avoid issues with keys. They are
working on the final stages of the installation of the adult changing table at Lake
Pacawa. Funding for that came from the Lake Pacawa 5K Run and a grant from Mid-
State Independent Living.
Mr. Fritz moved and Mr. Durigan seconded to accept the reports. Motion
carried.
7. Mr. Durigan motioned and Mr. Tessmann seconded to adjourn at 5:12 p.m.

Background: Due to increased bike, e-bike, scooter, and e-scooter usage in the parks and pets in the
park at major events the Village of Plover Public Works Department is looking to amend Chapter 401:
Parks and Recreation to include changes to the current ordinance to increase the safety and enjoyment
of the attendees at Village approved special events or assemblies. Public Works supports the
amendments and recommends approval.

PARKS AND RECREATION
[HISTORY: Adopted by the Village Board of the Village of Plover 6-4-1985 as Ch. 19, Subchapter
I of the 1985 Code. Amendments where noted where applicable.] [Amended by Ord. No. 1-21]
Ord. No. 12-12-25 – Amend §401-2(F) to allow for food truck vendors in Lake Pacawa Park.
(Adopted by Village Board 12/17/25)
Ord. No. X-X-XX - Amend §401-5 to prohibit pets during special events/public assemblies and
amend §401-10 to prohibit electric bicycles and scooters in public parks and during special
events/public assemblies.

§ 401-1. Park management.
The Public Works Manager shall be responsible for the day -to-day operation of Village parks in
accordance with policies established by the Public Works Committee and the Village Board.
§ 401-2. Unlawful conduct. [Amended by Ord. No. 6-10]
It shall be unlawful for any person to commit any of the following acts in or upon any public park or
recreational park in a mobile home park within the Village:
A. Vandalism. To soil, deface, injure, remove, damage, upset or destroy any building, fence,
fountain, bench, table, receptacle, fireplace, tree, bush, flower or other object situated, used
or kept upon park grounds.
B. Fires. To build any fire, except in grills or fireplaces provided for that purpose. No person shall
leave any fire unattended, and all fires shall be extinguished before leaving the area.
C. Litter. To leave, throw or break any bottle, box, refuse or other object, except in clearly
marked refuse receptacles provided for that purpose, or throw, discharge or otherwise place
or cause to be placed in the waters of any fountain, pond, lake, stream, river or other body of
water or on the ice thereof in or adjacent to any park any substance, matter or thing, liquid or
solid, which will or may result in the pollution of said waters. Where receptacles for rubbish
are not provided, all waste shall be carried away from the park by the person responsible for
it.
D. Fireworks. To set off fireworks of any kind, except when a public display permit has been

issued by the Village President pursuant to § 406-7 of this Code.
E. Games. To engage in any athletic contest, game or activity, except in areas specifically
designated for such activity, whereby large areas of public grounds are usurped by t he
participants to the exclusion and at the peril of injury to others. Where the Public Works
Committee designates a ball field by a sign that such field is intended to be used by youths 12
years of age and younger, the Village Police is authorized to, among other things, remove the
individuals and/or groups from the field when a ball goes onto or over any adjacent public
street.
F. Sales. To vend, sell or offer for sale any food, beverage or other commodity or article to the
public within any park without written authorization from the Public Works Committee.

1) Exceptions.
a. Lake Pacawa Park. Food truck vendors are permitted to sell in the designated area
shown in Attachment A and with the following conditions:
i. Operators shall apply for and obtain an annual permit from the Village and
acquire a day use permit for each individual day of sale in the park.
ii. No additional signage or promotional material is permitted anywhere on
park grounds. Signage is limited to the direct vicinity of the truck within the
rental space.
G. Rules. To fail, refuse or neglect to obey the regularly posted rules and regulations of the
Village Board or the Public Works Committee for the use or enjoyment of any facilities.
H. Molesting animals. To molest, disturb, chase or throw objects at any animal or bird within any
park.
I. Signs. To paste, glue, tack or otherwise post any sign, placard or advertisement or solicit
business of any nature in any park without written authorization from the Parks and
Recreation Director.
J. Disorderly conduct. To engage in violent, abusive, indecent, profane, boisterous,
unreasonably loud or other disorderly conduct under circumstances in which such conduct
tends to cause or provoke a disturbance, endangers other persons or property, or interferes
with the use of the park by others.
K. Tent stakes. To pound or drive into the ground any metal, plastic or wooden stake, except for
Village and registered nonprofit organizations. The Public Works Department shall be notified
five working days prior to staking. [Added by Ord. No. 8-95]
§ 401-3. Use of facilities and hours of operation. [Amended by Ord. No. 12-92]
A. Shelter houses, baseball diamonds and the Korean War Memorial Island/Causeway located
at Lake Pacawa shall be available for use by the general public commencing the last Friday in
April and terminating the third Sunday in October. Shelter houses and the Korean War
Memorial Island/Causeway shall be open at 10:00 a.m. and closed at 11:00 p.m., with the

exception of Veterans Memorial Park and Woyak Community Sports Complex, which shall
remain open until 12:00 midnight. [Amended by Ord. No. 30-92; Ord. No. 22-94]
B. All parks shall be closed to the general public from 12:00 midnight to sunrise, and it shall be
unlawful for any person or group to occupy or be present in any park during hours in which
the park is not open to the public, except where permission in writing has been granted by the
Public Works Committee for a group to conduct an activity or use spec ific facilities or
buildings for an activity which extends beyond the regular closing hours.
C. Any park or part thereof may be declared closed to the public by the Public Works Committee
at any time and for any interval of time, either temporarily or at regular or stated intervals. It
shall be unlawful for any person to enter or be present in any park or portion thereof which
has been closed to the public.
Worzella Pines Shelter. [Added by Ord. No. 1-99; Deleted by Ord. No. 1-21]
§ 401-4. Korean War Veterans' Memorial Causeway and Island [Added by Ord. No. 20-97]
A. Activities prohibited. It shall be unlawful for any person to participate in any action in or upon
the Korean War Veterans' Memorial Causeway or Island other than pedestrian traffic.
Prohibited activities/uses include, but are not limited to, the following:
(1) Fishing.
(2) Swimming.
(3) Bicycling.
(4) Rollerblading and skateboarding.
(5) Animals.
(6) Sports activities.
(7) Use or viewing of fireworks.
B. Penalty. Any person who shall violate any provisions of this section shall be subject to a
forfeiture of not less than $25 nor more than $200.
§ 401-5. Pets [Amended by Ord. No. 18-93; X-X-XX]
A. Prohibition against animals in public grounds and facilities. An owner or person having
control of any dog or any other animal shall not permit said dog or other animal to enter into
or be upon any playing field, spectator area, picnic area, park building , or Village approved
special events or public assemblies.
B. Memorial Park and Sports Complex. No dog or other animal shall be permitted in Veterans
Memorial Park or Woyak Community Sports Complex at any time.
C. Exemptions.
(1) Guide or signal dogs or any other animal trained to guide a person with disabilities is
exempt from this section.

(2) Domestic pets may be permitted on roads, trails, or other areas roads and trails where
expressly permitted, or in other areas where they will not interfere with the use of parks
by other persons, but must be kept on a leash not more than eight feet long.
§ 401-6. Horses.
No person shall bring a horse into or ride a horse in any park, except that horseback riding shall be
permitted in areas specifically designated for horses.
§ 401-7. Motor vehicles.
A. No person shall drive or park a motor vehicle in any park, except on such roads or parking lots
specifically designated for the use of motor vehicles.
B. No person shall operate a motor vehicle at a speed in excess of 25 miles per hour or in excess
of any other posted speed limit, whichever is less.
C. No person shall operate a motor vehicle in a reckless or imprudent manner or in any manner
which may tend to create a disturbance or endanger the safety of persons using the parks.
§ 401-8. Alcohol beverages.
No person shall bring into the park or consume intoxicating liquors. Fermented malt beverages may
be consumed in park areas unless prohibited by the Village Board.
§ 401-9. Snowmobiles.
Snowmobiles shall not be operated in any parks.
§ 401-10. Off-the-road vehicles. [Amended by Ord. No. X-X-XX]
This section applies to bicycles, electric bicycles (e-bike), minibikes, trail bikes, all-terrain vehicles,
electric scooters, and similar devices, as defined in Wis Stat. Chapter 340.
A. No person shall ride, operate, or permit a child to ride or operate , a bicycle or other off-the-
road vehicle except in areas specifically designated for their use.
B. No person shall ride, operate, or permit a child to ride or operate, a bicycle or other off -the-
road vehicle anywhere on park grounds during Village approved special events or
assemblies.
§ 401-11. Camping.
No camping shall be permitted in any park, except upon written permission of the Public Works
Committee and in designated campground areas designated by the Committee.
§ 401-12. Public assemblies.
Any assembly of persons over 300 in number shall obtain a license from the Village Clerk.

§ 401-13. Violations and penalties.
Except where another penalty is prescribed, any person who shall violate any provision of t his
chapter may be subject to a forfeiture of not less than $10 nor more than $100, together with the
costs of prosecution.
ORDINANCE NO. 8-10-26
APPROVING AMENDMENTS TO VILLAGE OF PLOVER MUNICIPAL CODE
CHAPTER 401 – PARKS AND RECREATION ORDINANCE
(Amending §401-5 (Pets) and §401-10 (Off-the-Road Vehicles))
WHEREAS, Village of Plover Municipal Code - Chapter 401 – Parks and Recreation, outlines
prohibited and acceptable activities and practices in the Village public parks system; and
WHEREAS, under current code, pets and off-road vehicles are prohibited in the parks with
limited exemptions; and
WHEREAS, the public works department desires to apply these existing prohibitions to public
assemblies and events that take place in the parks as well as expand the list of prohibited off-
road vehicles to include electric bicycles and scooters; and
WHEREAS, staff has proposed the following amendments to Chapter 401 to increase general
safety in the parks and for the public during large events; and
WHEREAS, the amendments have been reviewed by the Parks Committee and Public Works
Committee with favorable recommendation to the Village Board; and
NOW, THEREFORE, the Village Board of the Village of Plover does ordain as follows:
Section 1. Village of Plover Municipal Code – Chapter 401 – Parks and Recreation Ordinance
is hereby amended as follows:
§ 401-5. Pets. [Amended by Ord. No. 10-26]
A. Prohibition against animals in public grounds and facilities. An owner or person having
control of any dog or any other animal shall not permit said dog or other animal to enter into
or be upon any playing field, spectator area, picnic area, park building, or Village approved
special events or public assemblies.
C. Exemptions.

Section 2. This ordinance shall take effect upon its passage and posting or publication as
required by law.

- These signs come double sided and structurally ready to install. Public works
will be doing the installation
- We will be looking to install between 18 and 22 signs. This number depends
on a few parks if we determine they need multiple signs or not
- Bushman updated the 3 signs that were most liked. I have included them
on next page. These show both sides in green and brown colors. All three
are the same price.
