TOWN OF STAR PRAIRIE BOARD MEETING - MINUTES WEDNESDAY, AUGUST 5, 2026 – 6:00 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE, SOMERSET, WISCONSIN The Town Board Meeting was called to order by Tom Heintz at 6:07 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present: Tom Heintz, Michele Hermansen, Darryl Wendt, Brian Duggan, Bob Crotty and Town Clerk/Treasurer Andrea Neumann. The Pledge of Allegiance was recited. Agenda : Motion M/S by Michele Hermansen/Brian Duggan to approve the agenda, as submitted. Motion carried. Approval of Minutes : Motion M/S by Bob Crotty/Brian Duggan to approve the minutes from the Town Board Meeting July 7 and Joint Work Session July 27, as submitted. Motion carried. Treasurer’s Report : Reviewed; no action taken. Building Permits : The July 2026 building permits were read, as reported, by the Building Inspector. Motion M/S by Michele Hermansen/Bob Crotty to accept the report, as submitted. Motion carried. Public Comments : No Public Comments. Plan Commission Recommendation : Town reviewed application for a major subdivision preliminary plat submitted by Riverdale Properties, LLC for Apple River Prairie Estates. Plan Commission recommended approval of the application conditional upon a conversation with the Town Engineer regarding the location, condition and potential replacement of the existing culvert. Motion M/S by Brian Duggan/Michele Hermansen to approve the preliminary plat submitted by Riverdale Properties LLC for Apple River Prairie Estates, Job Number 26-17. Motion carried. St. Croix County Community Development - Rezoning Public Hearing - Cyclone Holdings LLC : The County scheduled a public hearing for Thursday, August 13 at 5:00 p.m. at the St. Croix County Government Center. No action taken. St. Croix County Community Development - Land Use Permit - Conditional Approval : Reviewed land use permits for accessory structures within Shoreland Overlay District for Thell at 1156 County Road C and Aldous at 1906 Raleigh Road. No action taken. St. Croix County Community Development - Updates to Zoning Chapter 15 : Town Board reviewed a red-lined document of proposed changes to Chapter 15 ordinances. Clerk tasked with drafting a letter of support for proposed changes, restating our understanding of the proposed changes and expressing support for the language regarding data centers. The Public Hearing is Thursday, August 13 at 5:00 p.m. at the St. Croix County Government Center. Apple River Boat Landing : St. Croix County Highway Department is allowed to provide engineering services for the project, but not the work. They’re also working on getting the appropriate approvals from DNR and Xcel. Town to find a general contractor who can provide services. No action taken. Town Park Planning : Clerk contacted a landscape architect to draft a proposal for a patio, pavilion and armed services memorial. Star Prairie Fish and Game has also expressed interest in helping with a pavilion. No action taken. Fire Advisory Board : Next meeting is scheduled on Wednesday, August 12, 2026 at 5:00 p.m. Partisan Primary Election : There’s an election next Tuesday, August 11, 2026 and polls are open from 7:00 a.m. - 8:00 p.m. Open Book and Board of Review Scheduling : It’s a revaluation year for the annual assessment. Assessor Adam Kremer will host two open book sessions, scheduled for Tuesday, October 13 from 3:00 p.m. - 6:00 p.m. and Wednesday, October 14 from 9:00 a.m. - Noon. Board of Review is tentatively planned for Thursday, October 22 from 2:00 p.m. - 4:00 p.m. Clerk to confirm adjournment update/notices. Schedule Monthly Work Session : No August Work Session is scheduled at this time. Town Road Maintenance: Road Patching, Repairs, Mowing and Other Issues : Expect Tree Trimming on 110th and Cook Drive (ahead of today’s chip-sealing). The County started chip-sealing; the Town has approximately 12.5 miles of chip-sealing scheduled for this year. WISDOT Traffic Alert regarding paving on Highway 64; work will continue into the fall.
