TOWN OF STAR PRAIRIE JOINT WORK SESSION OF THE TOWN BOARD AND PLAN COMMISSION - MINUTES MONDAY, JULY 27, 2026 – 4:30 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE SOMERSET, WISCONSIN The Joint Work Session of the Town Board and Plan Commission was called to order by Tom Heintz at 4:34 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present: Town Board Members Tom Heintz, Darryl Wendt, Michele Hermansen, Brian Duggan and Bob Crotty, and Plan Commission Members Naomi Littig, Annette Noak, Ross Noak, Karen Prohaska and Craig Warren. Town Attorney Nick Vivian, Town Engineer Josue Gonzalez and Clerk/Treasurer Andrea Neumann were also in attendance. Major Subdivision - Preliminary Plat submitted by Riverdale Properties, LLC for Apple River Prairie Estates : Plan Commission reviewed concerns regarding preliminary plat application. The Town Attorney and Town Engineer advised the Board and Plan Commission regarding timelines for discussions and decisions within the development process. Town Chair Tom Heintz asked all members to visit the area to consider drainage. Town Board to discuss potential culvert and drainage needs of the road. Robin Haffner expressed the intent to implement deed restrictions to prevent future lot subdivisions of the proposed parcels. Motion M/S by Annette Noak/Naomi Littig to recommend for approval the preliminary plat submitted by Riverdale Properties, LLC for Apple River Prairie Estates, including parcels 038-1119-40-000, 038-1119-50-200, 038-1119-50-300 and 038-1119-50-400 conditional upon a conversation with the Town Engineer regarding the location, condition and potential replacement of the existing culvert. Motion carried. County Zoning & Self-Storage Facilities : Discussed options to impose requirements during the development process to prevent self-storage facilities in residential areas through covenants. No action taken. County Zoning Updates to Chapters 15 and 17 : Reviewed; no action taken. Manufactured and Mobile Home Ordinances : No discussion. Clerk to add item to the next Work Session agenda. Apple River Boat Landing : The County is working with DNR and Xcel. No action taken. Town Roads & Maintenance : Tree-trimming continues. Clerk received a call regarding dead Ash trees along Canary Drive. Adjourn : Motion to adjourn M/S by Michele Hermansen/Naomi Littig.
