TOWN OF STAR PRAIRIE BOARD MEETING - MINUTES TUESDAY, JULY 7, 2026 – 6:00 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE, SOMERSET, WISCONSIN The Town Board Meeting was called to order by Tom Heintz at 6:05 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present: Tom Heintz, Michele Hermansen, Darryl Wendt, Brian Duggan, Bob Crotty and Town Clerk/Treasurer Andrea Neumann. Animal Control Officer Darel Hall was also in attendance. The Pledge of Allegiance was recited. Agenda : Motion M/S by Brian Duggan/Bob Crotty to approve the agenda, as submitted. Motion carried. Approval of Minutes : Motion M/S by Darryl Wendt/Michele Hermansen to approve the minutes from the Town Board Meeting June 1, Work Session June 11 and Special Meeting June 17, as submitted. Motion carried. Treasurer’s Report : Reviewed; no action taken. Building Permits : The June 2026 building permits were read, as reported, by the Building Inspector. Motion M/S by Brian Duggan/Bob Crotty to accept the report, as submitted. Motion carried. Public Comments : No Public Comments. Request for Review - Animal Control Invoice Dispute : Alyssa Diestelmeier addressed the Board regarding the application of Town ordinance, requesting clarity on the “dog at large” ordinance language “under direct control”. Animal Control Officer Darel Hall addressed the Board, providing additional background information. Ordinance and state law requires direct control of the dog, which is immediate, continuous physical restraint, meaning a dog is physically prevented from running at large. Motion M/S by Michele Hermansen/Darryl Wendt to reduce the fine to 25% of the original fine amount. Motion carried. Old Town Hall Roofing Project : Board reviewed images of the new roof. Clerk to offer leftover shingles stored in the maintenance building. Operator’s License Application : Motion M/S by Brian Duggan/Bob Crotty to approve the Operator’s License applications submitted by Alice, Inc. and St. Croix Valley Sports Club, Inc. dba River’s Edge and Riverbend Venue on behalf of Alaina Coombs. Motion carried. Apple River Boat Landing : Board reviewed design plans drafted by St. Croix County Highway Department for an improved Apple River Boat Landing on County Road C, including parking. Brian Duggan spoke with Star Prairie Fish & Game who requested a consideration of the boulders in the river. Motion M/S by Brian Duggan/Michele Hermansen to move forward with the revamping of the boat landing–not to exceed $72,000–with the input of Town Attorney Nick Vivian to ensure we’re meeting posting requirements. In a roll call vote, Tom Heintz - Yes, Michele Hermansen - Yes, Darryl Wendt - Yes, Brian Duggan - Yes, Bob Crotty - Yes. Motion carried. Town Park Planning : No updates. Town Website Design Theme : Clerk to take lead. No action required. St. Croix County Community Development - Zoning Violations : Board reviewed notice of violation letters issued by the County. Notices included a site visit follow-up notice for Thell/Lehto at 1895 County Rd C, a site visit follow-up regarding Borst at 2086 90th Street, and a final notice of violation for Hanson at 1881 County Rd C. No action taken. Town of Star Prairie - Town Board Meeting - Tuesday, July 7, 2026 1 of 2 Plan Commission Next Meeting : The next Plan Commission meeting is scheduled for next week Wednesday, July 15, 2026 at 6:30 p.m. to review a preliminary plat for a major subdivision (10 lots) submitted by Riverdale Properties LLC for Apple River Prairie Estates. Wisconsin Towns Association - St. Croix Unit Meeting : Meeting scheduled for Thursday, July 23 at 6:30 p.m. Clerk to post a quorum notice. Wisconsin Towns Association - Town Advocacy Council Listening Sessions : WTA offers both in-person and virtual options for their upcoming listening sessions. Clerk to resend information to the Board. Schedule Monthly Work Session : Scheduled for Monday, July 27 at 4:30 p.m. Clerk to add a discussion item regarding County Zoning and self-storage facilities, which are now allowed in R-1 and R-2 zoning. Town Road Maintenance: Road Patching, Repairs, Mowing and Other Issues Brave Drive - Crack Fill/Spray Patch : County will be addressing Brave drive once they’re in the area. Guardrail - Pond on Hwy 64/100th Street : Board still waiting on pricing from County. Tree Trimming : TK will be clearing ROWs. Town Hall Parking Lot : Patching tentatively scheduled for August 12-14. Approve Payment of Town Bills and Adjourn : Motion M/S by Darryl Wendt/Brian Duggan to approve payment of Town bills and adjourn.
