TOWN OF STAR PRAIRIE BOARD MEETING - MINUTES TUESDAY, MAY 5, 2026 – 6:00 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE, SOMERSET, WISCONSIN The Town Board Meeting was called to order by Tom Heintz at 6:00 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present: Tom Heintz, Michele Hermansen, Darryl Wendt, Brian Duggan, Bob Crotty and Town Clerk/Treasurer Andrea Neumann. The Pledge of Allegiance was recited. Agenda : Motion M/S by Michele Hermansen/Bob Crotty to approve the agenda, as submitted. Motion carried. Approval of Minutes : Motion M/S by Darryl Wendt/Bob Crotty to approve the minutes from the April 9th Town Board Meeting and April 21st Work Session, as submitted. Motion carried. Treasurer’s Report : Reviewed; no action taken. Building Permits : The April 2026 building permits were read, as reported, by the Building Inspector. Motion M/S by Brian Duggan/Bob Crotty to accept the report, as submitted. Motion carried. Public Comments : Jacci Zarek on Nighthawk Drive addressed the Board with concerns regarding the use of fireworks. Ryan Lindus of 1077 County Road H addressed the Town Board regarding the non-standard right-of-way for his parcel and County Board of Supervisors’ interpretation of the county ordinance language. Board of Review : The Board of Review convened earlier this evening. Because the assessment roll won’t be completed until a later date, the Board of Review adjourned to Wednesday, September 30, 2026 at 2:00 p.m. Plan Commission Recommendation : Motion M/S by Michele Hermansen/Brian Duggan to approve the application submitted by Riverdale Properties, LLC to rezone from R-1 to R-2 parcel numbers 038-1119-40-000, 038-1119-50-200, 038-1119-50-300 and 038-1119-50-400. Motion carried. Nuisance Property Clean-Up Collaboration with St. Croix County Community Development Department : Town Board is exploring the possibility of collaborating with the County to enforce zoning through special charges and assessments. Motion M/S by Darryl Wendt/Bob Crotty to move forward with the Town’s collaboration with the County. Motion carried. Fire Board Summary and Annual Report : The truck identified for replacement was pulled out of service due to a cracked frame. The Town has its portion of the purchase price ready. The New Richmond Fire Department is actively recruiting. No action taken. Town Park Planning : Town Board discussed planning a future work session around landscape design for proposed layouts of patio and/or pavilion. City of New Richmond - Flushing Hydrants : The City is flushing water hydrants this week. Residents located in Zone 1 are encouraged to enroll in the NR Alerts service for updates regarding timing. Schedule Monthly Work Session : Clerk to contact landscape designers before coordinating work session dates. Town Road Maintenance - Road Patching, Repairs, Mowing and Other Issues: Town Board discussed new asphalt fracturing off Brave Drive. Clerk to find contractor for parking lot repairs. Approve Payment of Town Bills and Adjourn : Motion M/S by Darryl Wendt/Michele Hermasen to approve the town bills and adjourn.
