AGENDA TOWN OF STAR PRAIRIE - BOARD MEETING THURSDAY, APRIL 9, 2026 – 6:00 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE, SOMERSET, WISCONSIN The Town Board Meeting was called to order by Tom Heintz at 6:05 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present: Tom Heintz, Michele Hermansen, Darryl Wendt, Brian Duggan, Bob Crotty and Town Clerk/Treasurer Andrea Neumann. The Pledge of Allegiance was recited. Agenda : Motion M/S by Darryl Wendt/Brian Duggan to approve the agenda, as submitted. Motion carried. Approval of Minutes : Motion M/S by Brian Duggan/Bob Crotty to approve the minutes from the March 3rd Town Board Meeting, as submitted. Motion carried. Treasurer’s Report : Reviewed; no action taken. Building Permits : The March 2026 building permits were read, as reported, by the Building Inspector. Motion M/S by Bob Crotty/Darryl Wendt to accept the report, as submitted. Motion carried. Public Comments : No public comments. Driveway Consideration - Donna Crocker : Motion M/S by Michele Hermansen/Darryl Wendt to approve the release of the shared driveway and permitting of a new driveway for Donna Crocker at 1069 192nd Ave. Motion carried. Consideration of Building Inspector Contract & Erosion Control Notice : Todd Dolan addressed the Board regarding the proposed updated contract with the Town. Motion M/S by Michele Hermansen/Darryl Wendt to approve the contract. Motion carried St. Croix County Community Development Department - Land Use Permit : Reviewed the permit issued to Alice, Inc. at 1992 93rd Street for the reconstruction of a primary dwelling within shoreland overlay district, R-2 residential. No action taken. Department of Safety and Professional Services : Reviewed a Commercial Permission to Start permit issued to Cedar Lake Speedway, LLC - Concessions for officials box, exterior bleachers at 2275 County Rd CC in New Richmond, Wis. No action taken. Consideration of Private Campground License Applications : Motion M/S by Brian Duggan/Darryl Wendt to approve the private campground license applications for Cedar Lake Speedway, LLC, Riverdale Campground, Inc. and St. Croix Valley Sports Club, Inc. Motion carried. Consideration of Special Event Camping Permits : Motion M/S by Brian Duggan/Bob Crotty to approve the special event camping permit for St. Croix Valley Sports Club, Inc. for July 17-19, approximately 500 attendees. Motion carried. Motion M/S by Darryl Wendt/Bob Crotty to table the special event camping permit for Cedar Lake Speedway until they’re able to meet with the Town and St. Croix County to resolve land and conditional use permits. Motion carried. Consideration of Indoor/Outdoor Racing License Applications : Motion M/S by Michele Hermansen/Darryl Wendt to approve the indoor and outdoor racing license applications for Cedar Lake Speedway, LLC. Motion carried. Consideration of Fireworks Permit Application : Motion M/S by Michele Hermansen/Brian Duggan to approve the fireworks permit application for Cedar Lake Speedway, LLC. Motion carried. Spring Election Results : Brian Duggan and Michele Hermansen were reelected for two-year terms as Town Board Supervisors. No action taken. City of New Richmond Compost Site : Opens April 14; check hours on City of New Richmond’s website. Annual Town Meeting : Scheduled for Tuesday, April 21, 2026 at 7:00 p.m. at the Town Hall. Board of Review Timeline : The Board of Review will need to adjourn to a later date, due to the revaluation process. Notice posted and meeting to adjourn to a later date is scheduled for Tuesday, May 5 at 5:55 p.m. Town of Star Prairie - Town Board Meeting - Thursday, April 9, 2026 1 of 2 Plan Commission Next Meeting : The next Plan Commission meeting is scheduled for Wednesday, April 15, 2026 at 6:30 p.m. to consider a rezoning application, submitted by Riverdale Properties LLC for R-1 to R-2. Ambulance Board - March 18, 2026 Summary : No discussion. WTA Dues: Town Advocacy Council : Motion M/S by Darryl Wendt/Brian Duggan to pay the higher fee in support of the Town Advocacy Council. Motion carried. Schedule Monthly Work Session : Will potentially schedule a work session for Tuesday, April 21 before the Annual Meeting. Chair and Clerk to review agenda before confirming start time. Town Road Maintenance - Road Patching, Repairs, Mowing and Other Issues : Discussed potential road projects, brush cleanup and Apple River boat landing. Approve Payment of Town Bills and Adjourn : Motion M/S by Brian Duggan/Darryl Wendt to approve payment of Town bills and adjourn.
