TOWN OF STAR PRAIRIE BOARD MEETING - MINUTES TUESDAY, MARCH 3, 2026 – 6:00 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE, SOMERSET, WISCONSIN The Town Board Meeting was called to order by Tom Heintz at 6:02 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present: Tom Heintz, Darryl Wendt, Brian Duggan, Bob Crotty and Town Clerk/Treasurer Andrea Neumann. Michele Hermansen joined by phone. The Pledge of Allegiance was recited. Agenda : Motion M/S by Darryl Wendt/Bob Crotty to approve the agenda, as submitted. Motion carried. Approval of Minutes : Motion M/S by Darryl Wendt/Brian Duggan to approve the minutes from the February 4th Town Board Meeting, February 18 Work Session and February 27 Special Meeting, as submitted. Motion carried. Treasurer’s Report : Reviewed; no action taken. Building Permits : The February 2026 building permits were read, as reported, by the Building Inspector. Motion M/S by Brian Duggan/Bob Crotty to accept the report, as submitted. Motion carried. Public Comments : Ryan Lindus of 1077 County Rd H addressed the Board regarding a building plan/permit concern regarding his parcel. Nancy Karastes of 1992 115th Street addressed the Board regarding the City of NR burning the brush piles at the compost site. Consideration of Ordinance 2026-001: An Amendment to the Town Public Works Ordinance : Motion M/S by Michele Hermansen/Brian Duggan to approve Ordinance 2026-001 to amend the Town Public Works Ordinance. Motion carried. St. Croix County Community Development Department - Land Use Permit : Town Board reviewed land use permits conditionally approved by St. Croix County for Renova Homes at 945 Riverdale Court for a principal structure (single family) within Shoreland Overlay District, R-2 Residential and Renova Homes at 933 Riverdale Court for a principal structure (single family) within Shoreland Overlay District, R-2 Residential. No action taken. Public Hearing - Campground Conditional Use Amendment and Special Meeting of the Town Board : A Public Hearing is scheduled for Wednesday, March 18 at 6:00 p.m. regarding a conditional use amendment application submitted by Alice, Inc. for a campground operated by St. Croix Valley Sports Club, Inc. dba River’s Edge. The public hearing will be immediately followed by a Special Meeting of the Town Board. Annual Board of Review Training : Michele Hermansen and Brian Duggan are both registered for the virtual Board of Review Training, scheduled for Monday, March 30 at 9:00 a.m. Spring Election : The Spring Election is scheduled for Tuesday, April 7, 2026. Michele Hermansen and Brian Duggan are the incumbents on the ballot. In-Person Absentee Voting is available for the two weeks prior to the election. Polls are open on election day from 7:00 a.m. - 8:00 p.m. Reschedule April Meeting Date Due to Spring Election : Motion M/S by Brian Duggan/Bob Crotty to reschedule the April meeting to Thursday, April 9 at 6:00 p.m. Annual Town Meeting : The Annual Town Meeting is scheduled for Tuesday, April 21, 2026 at 7:00 p.m. Schedule Monthly Work Session : No work session scheduled for March. Town Road Maintenance: Road Patching, Repairs, Mowing and Other Issues Road Restrictions : Road restrictions go on this Thursday, March 5. Clerk directed to issue a road authorization letter to Save-a-Tree via Brody Larson at City of New Richmond. Road Patching : Town is first on the list for road-patching by the County. Board to contact Chair Heintz with any road-patching concerns. Approve Payment of Town Bills and Adjourn : Motion M/S by Darryl Wendt/Brian Duggan to pay town bills and adjourn.
