TOWN OF STAR PRAIRIE BOARD MEETING - MINUTES TUESDAY, DECEMBER 2, 2025 – 6:00 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE, SOMERSET, WISCONSIN The Town Board Meeting was called to order by Tom Heintz at 6:04 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present: Tom Heintz, Michele Hermansen, Darryl Wendt, Brian Duggan, Bob Crotty and Town Clerk/Treasurer Andrea Neumann. The Pledge of Allegiance was recited. Agenda : Motion M/S by Bob Crotty/Darryl Wendt to approve the agenda, as submitted. Motion carried. Approval of Minutes : Motion M/S by Michele Hermansen/Brian Duggan to approve the minutes from the November 4th Town Budget Hearing and November 4th Town Board Meeting, as submitted. Motion carried. Treasurer’s Report : Reviewed; no action taken. Building Permits : The November 2025 building permits were read, as reported, by the Building Inspector. Motion M/S by Bob Crotty/Brian Duggan to accept the report, as submitted. Motion carried. Public Comments : David Meyer lives in the Town of Erin Prairie at 1385 200th Street in Baldwin, Wis. He addressed the Board regarding the Ten Mile Creek solar project and encouraged the Board to consider adopting a “no” resolution for large-scale industrial solar projects within the town. Ayres Agreement for Engineering Services : Motion M/S by Michele Hermansen/Brian Duggan to accept the agreement for engineering services as proposed by Ayres. In a roll call vote: Duggan - Yes; Hermansen - Yes; Wendt - Yes; Crotty - Yes; Heintz - Yes; Motion carried. Urban Reserve Commission : City of New Richmond Administrator expressed interest in scheduling a quarterly meeting of the Urban Reserve Commission. Clerk to share proposed dates upon receipt. No action taken. 2026 Elections : Clerk confirmed four elections are scheduled for 2026. Nomination papers are in circulation for the April election; Brian Duggan and Michele Hermansen are the incumbents. St. Croix County Community Development - Land Division Town Checklist : Board reviewed checklist proposal and memo from Town Engineer. Clerk to contact the Community Development Director regarding our own application packet. Appointment of Election Workers : Motion M/S by Michele Hermansen/Darryl Wendt to appoint the following individuals as election workers for the 2026-2027 Election Term: Erica Johnson, Patty Schachtner, Margaret Heilmann, Sarah Jurisch, Marilyn Jean Brown, Alara Firman, Sandy Flom, Penny Hansen, Ruth Harleen, Peter Heilmann, Kristen Laramy, Terrence Neumann, Annette Noak, Richard Robbins, Karen Roberts, Jennifer Stubbe, Diane Thielke, Richard Wanket, Jason Zevenbergen and Liz Ziegler. Motion carried. St. Croix County Community Development Department - Land Use Permit : Board reviewed permit issued to Joseph & Sandra Smaker at 2208 100th Street for an accessory structure within the Shoreland Overlay District. No action taken. Plan Commission Next Meeting : The next meeting of the Plan Commission is scheduled for Wednesday, January 21, 2026 at 6:30 p.m. Town Maintenance Building & Town Hall Updates : Clerk shared updates completed at the maintenance building and Town Hall. Schedule Monthly Work Session : Work Session proposed for Monday, December 15 after 1:00 p.m. Clerk to contact attorney and building inspector to confirm availability. Town Road Maintenance: Road Patching, Repairs, Plowing and Other Issues Road Right-of-Ways : County received the Town’s approval to clear right-of-way of trees, as able. Approve Payment of Town Bills and Adjourn: Motion M/S by Darryl Wendt/Brian Duggan to adjourn the meeting at 7:16 p.m. Motion carried.
