TOWN OF STAR PRAIRIE BOARD MEETING - MINUTES TUESDAY, OCTOBER 7, 2025 – 6:00 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE, SOMERSET, WISCONSIN The Town Board Meeting was called to order by Vice-Chair Darryl Wendt at 6:03 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present were Darryl Wendt, Brian Duggan and Bob Crotty. Tom Heintz joined late. Supervisor Michele Hermansen was absent. Town Clerk/Treasurer Andrea Neumann, Clerk/Treasurer was also in attendance. The Pledge of Allegiance was recited. Agenda : Motion M/S by Bob Crotty/Brian Duggan to approve the agenda, as submitted. Motion carried. Approval of Minutes : Motion M/S by Brian Duggan/Bob Crotty to approve the minutes from September 9th Town Board Meeting and September 24th Work Session, as submitted. Motion carried. Treasurer’s Report : - Reviewed; no action taken. Building Permits : The September 2025 building permits were read, as reported, by the Building Inspector. Motion M/S by Bob Crotty/Brian Duggan to accept the report, as submitted. Motion carried. Public Comments : Steve Kaufman from Rivers Edge addressed the Board regarding the end of the season, and asked whether the Board had any particular concerns. Plan Commission Recommendations - Certified Survey Map - NR 2086 LLC : Board reviewed CSM application for a 3.01 acre parcel. Surveyor Mark McClenathan addressed the Board regarding the project for NR 2086 LLC which required resurveying to change it from an (unbuildable) outlot to a buildable lot. Motion M/S by Bob Crotty/Brian Duggan to approve the CSM Job Number 8560-001. Motion carried. St. Croix County Community Development Department - Land Use Permits : Board reviewed land use permits issued by St. Croix County to Kirk Hexum obo Hexum Xtra Storage at 2265 County Rd C for a self-storage facility expansion in commercial zoning. Board also reviewed a land use permit for ATC Sequoia LLC at 1818 110th Street for a mobile tower in shoreland overlay district, a land use permit issued to Patrick Flynn & Marguerite Harvieux at 2355 W. Cedar Lane for a teardown and rebuild of a cabin within shoreland overlay district and a land use permit forAnyrine Claassen at 1248 S. Cedar Drive for an accessory structure within a shoreland overlay district. Brad Both of Cedar Lake Speedway addressed the Board regarding his land use permits for accessory structures within a shoreland overlay district at 2252 County Road CC and 2275 County Road CC. Motion M/S by Bob Crotty/Brian to direct the Clerk to confirm with the Town building inspector that the Town does not object to the construction using commercial plans instead of UDC. Motion carried. St. Croix County Recycling Events : The last free application collection event is scheduled for Wednesday, October 8 from Noon - 6:00 p.m. at the St. Croix County Highway Facility in Baldwin. No action taken. Wisconsin Towns Association - St. Croix County Unit Meeting : Meeting is scheduled for October 23, 2025 at 6:30 p.m. Clerk confirmed a quorum notice would be posted. 2026 Assessment - Revaluation : Motion M/S by Brian Duggan/Bob Crotty to move forward with an interim market update revaluation to bring the Town of Star Prairie back into compliance with the Department of Revenue’s guidelines and state law. Motion carried. Town of Star Prairie - Town Board Meeting - Tuesday, October 7, 2025 1 of 2 Tax Bill Mailing Service : Motion M/S by Brian Duggan/Bob Crotty to use L&M mailing service to pick up, apply postage and mail the Town’s tax bills. Motion carried. Town Maintenance Building : There’s an ongoing issue with the alignment of the service door on the west side of the building. It’s scheduled for replacement next week. No action taken. Schedule Monthly Work Session : October Work Session scheduled for Thursday, October 16 at 4:30 p.m. Town Road Maintenance: Road Patching, Repairs, Mowing and Other Issues County is out filling potholes and will help clear the right-of-ways of trees. There were reports of a bean truck that went off the road on Huntington Drive. Approve Payment of Town Bills and Adjourn : Motion M/S by Bob Crotty/Brian Duggan to approve the payment of Town bills and adjourn.
