TOWN OF STAR PRAIRIE TOWN BOARD MEETING - MINUTES TUESDAY, JUNE 3, 2025 – 6:00 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE, SOMERSET, WISCONSIN The Town Board Meeting was called to order by Tom Heintz at 6:05 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present were Tom Heintz, Michele Hermansen, Darryl Wendt, Brian Duggan, Bob Crotty and Andrea Neumann, Clerk/Treasurer. The Pledge of Allegiance was recited. Agenda : Motion M/S by Darryl Wendt/Bob Crotty to approve the agenda, as submitted. Motion carried. Approval of Minutes : Motion M/S by Michele Hermansen/Darryl Wendt to approve minutes from the May 6th Town Board meeting, May 14th Urban Reserve Commission, May 15th Board of Review, and the May 15th Work Session, as submitted. Motion carried. Public Comments : Tim Larson addressed the Board regarding a fence knocked down on Old Mill Road. Treasurer’s Report : Reviewed. No action taken. Building Permits : The May 2025 building permits were read, as reported, by the Building Inspector. Motion M/S by Bob Crotty/Michele Hermansen to accept the report, as submitted. Motion carried. Plan Commission Recommendation - Certified Survey Map - Van Someren : Board reviewed CSM. Motion M/S by Brian Duggan/Darryl Wendt to approve the Van Someren CSM dated May 23, 2025. Motion carried. Comprehensive Plan Update & Next Meeting : Next meeting for the Comprehensive Plan update is Wednesday, June 18 at 5:30 p.m. Mobile Home Park License Applications : Motion M/S by Bob Crotty/Michele Hermansen to approve the Mobile Home Park licenses for Pleasant Valley Properties of Wisconsin, LLC and Huntington MHP, LLC. Motion carried. Cigarette, Tobacco and Electronic Vaping Device Retail License Applications : Motion M/S by Michele Hermansen/Darryl Wendt to approve the Cigarette, Tobacco and Electronic Vaping Device Retail License for Cedar Creek Inn, Inc. Motion carried. Operator’s License Applications : Motion M/S by Michele Hermansen/Brian Duggan to approve the operator’s license applications submitted by Alice, Inc. and St. Croix Valley Sports Club, Inc. dba River’s Edge for McKenzie Brown, Rachel Fuller, Alisa Kaufman, Steve Kaufman, Chad LaForte, Catherine Rivard, and Ronalee Fenske. Motion carried. Motion M/S by Bob Crotty/Brian Duggan to approve the operator’s license applications submitted by Cedar Creek Inn, Inc. for Marilyn Jean Brown, Allison Grimsby, LeeAnn Heeren, Jessica Krongard, Barb Kunz, Rebecca Larson, Megan Springer and John Trautmiller. Motion carried. Motion M/S by Brian Duggan/Darryl Wendt to approve the operator’s license applications submitted by Cedar Lake Speedway, LLC for Chris Heinbuch, Katie Heinbuch, Ashley Morrissey, and Abby Spott. Motion carried. Motion M/S by Brian Duggan/Michele Hermansen to approve the operator’s license applications submitted by James A Mesiter, Inc. dba Meister’s Cedar Lake Tavern for James A. Meister and James Emmett Meister. Motion carried. Town of Star Prairie - Town Board Meeting - Tuesday, June 3, 2025 1 of 2 St. Croix County Community Development - Land Use Permit : Board reviewed letter of conditional approval issued by the St. Croix County Community Development Department for a deck addition for Ralph & Shelly Moy at 972 Brave Drive. Board also reviewed a letter of conditional approval for an accessory structure for Curtis Skoog at 2210 Cabin Lane. No action taken. St. Croix County Community Development - Zoning Violation: Board reviewed zoning violation letter issued by St. Croix County Community Development Department regarding an accessory structure at 1895 County Rd C. No action taken. Riverdale Estates - Development Update : Board reviewed Town Engineer’s memo regarding initial development inspections. No action taken. Fire Advisory Board Update : Reviewed the meeting minutes; NRFD is running under budget. No action taken. Urban Reserve Commission Meeting : Next meeting of the Urban Reserve Commission is scheduled for Wednesday, June 11 at 5:30 p.m. at the Town Hall. Town Board discussed updating Urban Reserve Commission; Clerk directed to cancel meeting. Schedule Monthly Work Session : June Work Session scheduled for Monday, June 16 at 4:30 p.m. Meeting to include review of beer/liquor licenses. Town Road Maintenance: Road Patching, Repairs, Mowing and Other Issues Rustic Road Designation : Board interested in securing road traffic counts for Old Mill, Huntington Drive and 110th Street. Average Daily Traffic is required for rustic road applications. Trees Near Shore Drive Boat Landing Parking : Still waiting on second bid. Resident reported a large pothole on 90th, north of 210th. 90th Street : For the County to get a hard price, they need to measure grades and elevations, which will cost a few thousand dollars. The grades/elevations will enable them to provide a more accurate price. Approve Payment of Town Bills and Adjourn : Motion M/S by Darryl Wendt/Bob Crotty to approve town bills and adjourn.
