TOWN OF STAR PRAIRIE TOWN BOARD MEETING - MINUTES TUESDAY MAY 6, 2025 – 6:00 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE, SOMERSET, WISCONSIN The Town Board Meeting was called to order by Tom Heintz at 6:03 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present were Tom Heintz, Michele Hermansen, Darryl Wendt, Brian Duggan, Bob Crotty and Andrea Neumann, Clerk/Treasurer. Town Attorney Nick Vivian was also in attendance. The Pledge of Allegiance was recited. Agenda : Motion M/S by Darryl Wendt/Bob Crotty to approve the agenda, as submitted. Motion carried. Approval of Minutes : Motion M/S by Michele Hermansen/Darryl Wendt to approve minutes from the April 8th Town Board and April 11th Public Hearing and Work Session, as submitted. Motion carried. Public Comments : Nancy Karastes addressed the board regarding the annual Oakland Cemetery clean up day. Olson Sanitation donated a dumpster to dispose of materials. Michele Hermansen asked to include the clean up day on the Town Website/calendar next year. Treasurer’s Report : Reviewed. No action taken. Building Permits : The April 2025 building permits were read, as reported, by the Building Inspector. Motion M/S by Brian Duggan/Michele Hermansen to accept the report, as submitted. Motion carried. Open Book : Scheduled for Thursday, May 8 from 2:00 p.m. to 4:00 p.m. at the Town Hall. This is an opportunity for residents to ask the Town Assessor questions regarding their property value and/or assessment. Board of Review: Scheduled for Thursday, May 15 from 2:00 p.m. to 4:00 p.m. at the Town Hall. DSPS - Conditional Approval for Commercial Building : Board reviewed conditional approval for a commercial building at White Pine, Inc. at 1393 200th Ave in New Richmond, Wis. No action taken. Riverdale Estates - Development Agreement : Board reviewed the development agreement for Riverdale Estates and comments by Town Attorney. Motion M/S by Darryl Wendt/Brian Duggan to approve the development agreement, subject to final review of all the exhibits in the agreement. Motion carried. Comprehensive Plan Update & Next Meeting : Next meeting for the Comprehensive Plan update is Wednesday, May 21 at 5:30 p.m. Plan Commission Next Meeting : Next meeting of the Plan Commission is Wednesday, May 28 at 6:30 p.m. Plan Commission - Appointment Renewals : Motion M/S by Michele Hermansen to approve the two-year appointment renewal of Brian Duggan and Annette Noak to the Plan Commission. Motion carried. Town Maintenance Building : Working through final punch list for building. Concrete is likely two weeks out, before electrical. Name suggested as potential patio contractor: Dan Ehret of D’Terra Landscape and Design. Town of Star Prairie - Town Board Meeting - Tuesday, May 6, 2025 1 of 2 Urban Reserve Commission : Meeting of Urban Reserve Commission (boundary agreement with City of New Richmond) is scheduled for Wednesday, May 14 at 5:30 p.m. at the Town Hall. Schedule Monthly Work Session : May Work Session scheduled for Thursday, May 15 at 2:00 p.m. to immediately follow the Board of Review (or adjournment). Town Road Maintenance - Road Patching, Repairs, Mowing and Other Issues : ● ATV Route/Speed Limit Changes - Town to direct the Sheriff's Department to provide additional patrols, especially this weekend. Clerk to follow up with resident. ● Trees Near Shore Drive Boat Landing Parking - Town Chair to secure one more contractor bid to address removal of potentially-concerning trees on town’s lot bordering the boat landing parking area. ● Asplund Road - Trees are cleared from center of cul de sac. ● Shore Drive - County is adding culverts and reshaping ditches. ● 115th Street - Hot mix plants are open. Patching scheduled for Thursday. ● Boat Landing - Waiting on engineering drawings from the County. Hoping to get started this year. ● Compost Site - Clerk has issued 96 passes to date. Approve Payment of Town Bills and Adjourn : Motion M/S by Brian Duggan/Darryl Wendt to approve town bills and adjourn.
