TOWN OF STAR PRAIRIE PUBLIC HEARING: RACING LICENSES - MINUTES FRIDAY, APRIL 11, 2025 - 3:30 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE SOMERSET, WIS. The Public Hearing was called to order by Brian Duggan at 3:47 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present were Brian Duggan, Darryl Wendt and Bob Crotty. Town Attorney Nick Vivian and Clerk/Treasurer Andrea Neumann were also present. Tom Heintz and Michele Hermansen were absent. Public Hearing - Cedar Lake Speedway Racing Licenses : Board opened the public hearing regarding Cedar Lake Speedway, LLC’s racing license applications. Jim Munson addressed the Board regarding the timeline of the application process. He inquired regarding security ratios and requirements at the Speedway. He addressed the Board regarding parking problems along public roadways. He inquired regarding dust control measures. Brad Both addressed the Board regarding the missing application items. The Work Session was called to order by Brian Duggan at 3:56 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present were Brian Duggan, Darryl Wendt and Bob Crotty. Approval of Agenda : Motion M/S by Darryl Wendt/Bob Crotty to approve the agenda, as presented. Motion carried. Public Comments : Jim Munson addressed the Board regarding the total number of campsites at Cedar Lake Speedway and the price per site. Campground License - Cedar Lake Speedway, LLC : Motion M/S by Darryl Wendt/Bob Crotty to approve the campground license for Cedar Lake Speedway, LLC contingent on receiving all required items by May 1st. Motion carried. Campground License - Riverdale Campground, Inc. : Motion M/S by Darryl Wendt/Bob Crotty to approve the campground license for Riverdale Campground, Inc. Motion carried. Campground License - St. Croix Valley Sports Club, Inc. : Motion M/S by Bob Crotty/Darryl Wendt to approve the campground license for St. Croix Valley Sports Club, Inc. Motion carried. Indoor/Outdoor Racing Licenses: Cedar Lake Speedway, LLC : Motion M/S by Darryl Wendt/Bob Crotty to approve the racing licenses for Cedar Lake Speedway, LLC contingent upon receiving all required items by May 1st. Motion carried. Fireworks Permit - Cedar Lake Speedway, LLC : Motion M/S by Darryl Wendt/Bob Crotty to table the fireworks permit until the May 6th Town Board Meeting. Motion carried. Major/Minor Subdivision & Variance Application Revision : Town Attorney addressed changes in the county’s rezoning process, noting the change makes Towns a functional player in the rezoning process. Board agreed to revisit the application and ordinance updates required as a result of the County’s change. No action taken. Roads & Maintenance : No discussion.
