TOWN OF STAR PRAIRIE WORK SESSION - MINUTES WEDNESDAY, JANUARY 15, 2025 – 3:00 P.M. STAR PRAIRIE TOWN HALL 2118 COOK DRIVE, SOMERSET, WISCONSIN The Town Board Meeting was called to order by Tom Heintz at 3:03 p.m. in the Star Prairie Town Hall: 2118 Cook Drive, Somerset, WI 54025. Present were Tom Heintz, Michele Hermansen, Darryl Wendt, Brian Duggan, Bob Crotty and Andrea Neumann, Clerk/Treasurer. Nancy Karastes and Melissa Cook were also in attendance. Michele Hermansen was absent. Building Inspection and Permit Ordinance : Melissa Cook from All Croix worked through the proposed building inspection and permit ordinance. Town discussed updates to minimum square footage for outbuildings (200 square feet) and road damage deposit ($2500). Due to redundancy, it was recommended to strike Sec. 15-1-8 - Regulation and Permit for Razing Buildings from Town ordinances. Content covered in Sec. 15-1-10 - Regulations for Moving Buildings isn’t included in state statute, and it was recommended the Board review the content in that section, paring it down for clarity. Melissa agreed to review and provide suggestions for editing. Clerk to ask Town Attorney whether Impact Fees need to be referenced in Section 15, Chapter 1. In summary: the proposed ordinance from All Croix will replace the current Town of Star Prairie Ordinance Sec. 15, Chapter 1. Clerk to ensure website and voicemail are updated with All Croix information. No action taken. Appoint Members to Urban Reserve Commission : Motion M/S by Darryl Wendt/Brian Duggan to appoint Nancy Karastes, Dan Clement and Michele Hermansen to the Urban Reserve Commission. Motion carried. WTA Town Advocacy Council Membership : Motion M/S by Michele Hermansen/Darryl Wendt to approve the payment of WTA Town Advocacy Council 2025 six-month membership. Motion carried. WTA District Meeting & BOR Training : Brian to attend Board of Review virtual training on Tuesday, March 18. Operator’s License Applications : Motion M/S by Bob Crotty/Brian Duggan to approve the operator’s license applications for Barb Kunz and Allison Grimsby. Motion carried. February Primary Election : There is a Spring Primary scheduled for Tuesday, February 18 for State Superintendent of Public Instruction, Circuit Court Judge and Somerset School Board. No action taken. Roads & Maintenance : County Highway didn’t process cul de sacs the first trip out plowing this year. The new tractor still needs its radio replaced, as well as a broken grease fitter; Clerk to email Archie Serwe. Motion to Adjourn : Motion M/S by Darryl Wendt/Brian Duggan to adjourn.
