POLICE AND FIRE COMMISSION MINUTES
MEETING OF SEPTEMBER 3, 2026, at 1:00 PM

2. President’s Report
Welcome to new Commissioner Todd Penske.
Meeting change for October to Thursday, October 8, at 1:00 p.m.

3. Approval of Minutes
Commissioner Kirschling moved, seconded by Commissioner Pingel.
Ayes, all; nays, none. Motion carried.
4. Confirmation of Bills
Commissioner Kirschling moved, seconded by Commissioner Pingel.
Ayes, all; nays, none. Motion carried.
5. Discussion, with possible action, to approve Police Chief Edward Orgon, Jr., from probation
status to permanent status with completion of the 6-month probationary period, effective
August 23, 2026.
Commissioner Pingel moved, seconded by Commissioner Behrendt.
Ayes, all; nays, none. Motion carried.
6. Discussion, with possible action, to approve the hiring of Andrew Hale as a Probationary
Police Officer/Recruit with Training, with the Stevens Point Police Department on
September 21, 2026, pending successful completion of both the psychological and

medical screening.
Commissioner Kirschling moved, seconded by Commissioner Behrendt.
Ayes, all; nays, none. Motion carried.
7. Discussion, with possible action, to approve the hiring of Alex Jagla as a Police
Officer/Recruit without Training, with the Stevens Point Police Department, pending
successful completion of both the psychological and medical screening. Expected
employment start date of January 8, 2027, with the expected start date of the 720-hour
Law Enforcement Academy on January 11, 2027, at Mid-State Technical College.
Commissioner Kirschling moved, seconded by Commissioner Behrendt.
Ayes, all; nays, none. Motion carried.
8. Discussion, with possible action, to approve the Police Department's request to the city to
increase the starting wage for Seasonal Crossing Guards from $16.88 to $18.88 per hour,
effective January 1, 2027
Commissioner Kirschling moved, seconded by Commissioner Behrendt.
Ayes, all; nays, none. Motion carried.
9. Police Chief Report
Commissioner Pingel moved, seconded by Commissioner Kirschling.
Ayes, all; nays, none. Motion carried.
10. Discussion, with possible action, to approve Probationary Firefighter/Paramedic Channing
Parkman to the position of Firefighter/Paramedic with the completion of her probation,
effective September 30, 2026.
Commissioner Pingel moved, seconded by Commissioner Behrendt.
Ayes, all; nays, none. Motion carried.
11. Discussion, with possible action, to approve an MOU with the Fox Valley Group on food
truck inspections.
Commissioner Pingel moved, seconded by Commissioner Behrendt.
Ayes, all; nays, none. Motion carried.
