CITY OF GILLETT JOINT REVIEW BOARD MEETING Council Chambers – Municipal Building 150 N McKenzie Ave – Gillett, WI 54124 THURSDAY, SEPTEMBER 26, 2024 – 3:30 PM MINUTES Alderperson Mohr called the meeting to order at 3:30 PM. Roll Call Present: Alderperson Nanette Mohr, Alderperson Jerry Luther, Clerk Treasurer Chelsea Anderson, Art Bahr with MSA, Nancy VanElzen Gillett School Board, Adam Pofst Northeast Wisconsin Technical College, and Oconto County Representative Tracy Ondik. Open Meeting Law has been complied with. Public Input: None AGENDA ITEMS: 1. Appoint Chairperson and Citizen Member to City of Gillett Joint Review Board (Standing Joint Review Board) – Nanette Mohr remaining chairperson from 2023. 2. Annual Review of TIDs 2, 3, and 4- TID 2 is closed, It covered 1.475 million dollars of projects. $591,000 debt. TID #2 terminated in September 2023. City did pick up debt when it closed but many successful projects were done. Audit complete. TID 3 and 4. Some of 4 overlays TID 3. September of 2000, terminate 2034, TID 3. Extended by 7 years. TID 3 paid for large portion of Washington Street reconstruction. TID 3 new construction gained $613,000 last year. TID 4 brand new TID. Captured Dollar General Construction. 1.1 million dollar improvement. Created in September 2022, terminate in 2042 or when debt is fully paid. New construction was Dollar General. Extra $22,000 every year to the city while the TID is functioning. Created for HWY 22 Project in 2026. Total reconstruct of HWY 22. Send project plan to members. Call R&R Assessing and ask about Seneca values. They were lowered drastically. Tax Increments come in to the City in approximately July. 3. Set Next Meeting Date: To Be Determined 4.
