a. Discussion on Training, Public Relations, and Incident Summary Report -Chief Breitenbach
From the Chief’s Desk:
Gillett Police Department / 167 incidents / May 2026
This month I attended the Open Records: Overview and Advanced training event at Fox Valley Technical
College. We are seeing a sharp increase in requests for information and the laws pertaining to these
requests can be extensive and confusing. The information learned in this training provided a foundation
for understanding Public Records Law regarding disclosure of different types of records, the authority to
charge fees, the obligation to effectively respond to requests for records, drafting effective
communications to record requestors designed to protect the interests of the custodian and the
governmental authority, applying the balancing test analysis and other details of the Public Records Law.
I was able to secure a free three-month use of a police training simulator through the League of Wisconsin
Municipalities. The DART trainer is a training simulator used by law enforcement, the military, and
commercial entities to teach marksmanship, tactical skills, and communication skills such as de-escalation
and managing high-stress interactions. DART is divided into two main programs: Range and Studio.
Studio is used to create virtually any type of course, drill, or scenario, while Range is the program in
which those courses are run in the training environment. I plan on hosting a countywide law enforcement
training event utilizing this simulator later this summer.
I attended the Gillett School District Emergency Operation Planning Committee meeting held at the
Gillett Secondary School. Tracy Ondik from Gillett Area Ambulance, Chief Hicks with the Gillett City
Fire Department, Oconto County Emergency Management Director Jon Spice, and several school
administration staff members were in attendance. The committee was established to assist the school
district with updating their emergency response plan. The meeting went well and many of the plan’s
deficiencies were addressed.
Our department continues to address the traffic concerns throughout the city. With the daily construction
activities, road closures, and ever-changing traffic patterns, we are experiencing an increase in speed, stop
sign, and truck traffic violations. If there are certain times and or days that these issues are occurring,
please contact the police department. This information will help us with our directed patrol efforts.
10. Fire Department Report: Fire Chief Hicks- 4 calls; May 8 Lift Assist with Gillett EMS, May 18 Fire
Alarm, May 20 Fire Alarm, and June 1 Lift Assist with Gillett EMS. Training: Have completed hose
testing on one truck, two to go. Trained on the ariel truck with Suring and practiced shuttling water
and draft to feed the ariel truck. Chief attended the N-300 National Incident Management (NIMS)
Class along with Alderpersons Keri Hicks and Jerry Luther. It is essential the city officials have this
training in case of an emergency. Currently the department and Gillett Area Firefighters Association
are planning the Golf Outing event. Planning for Summer Classes on Fire, EMT, and adding Police
this year. Reminding the Council of the truck replacement needed in three years and to keep planning
ahead. On that note, we did find a $70,000 pumper truck 2012 Pierce nearby. That is an unheard-of
price, we are looking for permission to go look at the unit. It would update our 1992 pumper. Council
granted permission to look and inspect the fire truck.

Utility Operator Matt Wickman reported he had taken his last water test to be certified. He gained
access to complete the CMAR maintenance report and will need to have a special meeting to approve
and to the DNR by July 1. We need to update our GIS system and pay the cost to have Robert E Lee

Since the Roy Hubbard Memorial Truck Show and 4th of July parade will be down East Main Street, we
have weed wacked and weed sprayed the light poles and cleaned up the sides of the road. We have
mulched under the benches at Zippel Park and taken down many dead trees. I have purchased an edger,
which is a tool used to create a clean, distinct border between a lawn and our sidewalks. The telephone
company put in the new lines out of the road right of way and on private property in the HWY 22 project
on N McKenzie Avneue. The City feel we need to help the homeowners and give them details on the
steps they can take to fix the issue.
