3. Consideration of single-day parking lot rental agreement for Zenoff Park with the UWSP Career
Advising Center for September 24, 2026.
Jacqui Guthrie from the UWSP Academic and Career Advising Center has requested use of the
Zenoff Park parking lot for event parking on September 24. The requested date and time are
available.
Because the city and department do not have an established fee for parking lot rentals, staff
reviewed comparable facility rental rates. The agreement in the packet applies a $200 rental fee,
which is equivalent to the fee for a single ball diamond rental. This was determined to be a
reasonable rate since parking is included with ball diamond rentals, and the requested use is
limited to parking only. UWSP will use up to 100 stalls of 206 available, which allows sufficient
parking for the general public.
Staff recommends approval of the attached rental agreement
4. Request to expand the Yulga Park Disc golf course from 18 to 24 holes by Stevens Point Area
Flying Disc Association.
The Stevens Point Area Flying Disc Association, a long-term partner of the Parks Recreation and
Forestry Department, has proposed expanding the Yulga Park Disc Golf Course by six additional
holes. The proposed expansion is located along the southern edge of the park adjacent to the
Whitetail Subdivision and utilizes an existing wooded area that is currently unmanaged by the
Department.
Staff and representatives from the Association have reviewed the site with the Wisconsin DNR and
confirmed there are no wetlands within the project area. The DNR has indicated no permits are
required, and the city's building and zoning department confirmed no local permits are required for
this type of activity. The Association has a strong history of environmental stewardship, including
tree planting, pollinator habitat improvements, fruit tree installations, and low-impact course
construction which makes this a suitable activity on the property.
If approved, the expansion project will be completed by volunteers over the next two to three years.
Construction will not impact public access to any area of the park, and all existing trails will remain
open throughout the project. The Yulga Disc Golf Course has become a highly positive recreational
amenity and the Stevens Point Area Flying Disc Association has been an awesome partner in
developing and maintaining the city's disc golf facilities.
Staff recommend approval of the proposed course expansion.
5. Approval of the pedestrian trail concept and preliminary cost estimate for Mead Park.
On May 6, 2026, the park commission reviewed the Mead Park trail concept and directed staff to
revise the plan to accommodate future trail lighting and expanded pollinator habitat along the full
length of the trail. The revised concept was submitted to Consolidated Water Power Company and

has since received permit approval. The final trail rendering, project cost estimate, and permit
approval letter are included in the packet for review.
Staff recommend approval of the trail concept as presented. If approved, the project will be placed
on hold until grant funding or fundraising is secured to complete final design and construction in
the future.
6. Adoption of the Mead Park pedestrian trail project into the Stevens Point Parks, Recreation and
Forestry Departments Comprehensive Outdoor Recreation Plan to allow for future grant eligibility.
This item is included contingent upon Park Commission approval of Item #5. If approved, staff
recommends amending the 2023–2028 Comprehensive Outdoor Recreation Plan to include the
Mead Park Trail concept. Including the project in the plan will ensure it is eligible for future grant
opportunities because several grants require proposed projects to be identified in a municipality's
Comprehensive Outdoor Recreation Plan.
Staff recommends amending and adopting the 2023–2028 Comprehensive Outdoor Recreation
Plan to include the Mead Park Trail concept
7. Presentation and consideration of approval of Peters Family Park concept and fundraising plan.
The Plover River Crossing project included the creation of Peters Family Park; however, only the
trail was designed and is currently under construction. As that project nears completion, staff
began working with the project team, the Friends of the Plover River Crossing, a representative
from the Town of Hull, and project advocates to identify amenities that would best serve the park
and trail users.
Based on those discussions, the concept within the packet includes parking adjacent to the park, a
pocket prairie, a hardscape plaza with donor recognition, and a small gazebo that extends off the
hillside to provide a beautiful view of the surrounding landscape and Plover River Crossing trail. The
park will function as a neighborhood park and a start and stop point for many people who wish to
use the Green Cricle Trail. Due to the site's size, amenities such as a playground or restroom were
not recommended. The proposed design will provide a welcoming gathering space for trail users
while avoiding facilities that would encourage large events or parties.
The concept was shared with a small group of project stakeholders and supporters, and the
proposed design resulted in a lead donor pledging $100,000 toward the project if it moves forward.
Following that commitment, staff worked with the Friends of the Plover River Crossing to develop a
fundraising plan modeled after the successful campaign used to fund the Plover River Crossing
project to be able to raise the dollars needed for the full project.
Staff recommend approval of the park concept and fundraising plan. If approved, construction and
future maintenance costs will be funded through private donations and partnerships.
8. Review of ice rental rate at KB Willett Arena and consideration of increasing the hourly fee for
2027.

Each year, the Parks, Recreation and Forestry Department reviews its fees and charges with the
Park Commission. The ice rental fee is being presented earlier than the annual fee schedule
because the ice season begins in September, and advance notice allows user groups time to
incorporate any rate changes into their registration fees and budgets.
A spreadsheet summarizing the analysis is included in the packet and will be reviewed by Director
Kremer at the meeting. The hourly ice rental rate has remained at $160 since 2018, while operating
expenses have increased significantly. The analysis compares the facility's total annual operating
expenses to the total rentable ice hours to estimate the hourly operating margin. Although this is
not a perfect cost-recovery model, it provides a reasonable benchmark for evaluating the current
rental rate. Using this methodology, the estimated operating margin has declined from
approximately 40% in 2021 to less than 5% today.
Several hourly rate increase options are included in the analysis. Staff recommend increasing the
hourly ice rental rate effective January 1, 2027, and requests Park Commission direction on the
amount of the increase.

Parking Lot Usage Agreement
This Agreement (“Agreement”) is made by and between the City of Stevens Point, a Wisconsin
Municipal Corporation with its offices at 1515 Strongs Avenue, Stevens Point, WI 54481 (the
“City”) and the Board of Regents of the University of Wisconsin System, doing business as
University of Wisconsin-Stevens Point, a Wisconsin collegiate education institution with its
offices located at 2100 Main Street, Stevens Point, WI 54481 (the “UWSP”). Collectively these
entities shall be referred to as the “Parties.”
1. Purpose
The purpose of this Agreement is to allow UWSP Academic and Career Advising Center
to utilize a portion of the Zenoff Park parking lot located at 1001 Second Street North,
Stevens Point, Wisconsin 54481, for a university-sponsored event requiring temporary
parking accommodations.
2. Premises
The City grants UWSP a temporary, non-exclusive license to use a portion of the parking
lot located at Zenoff Park, 1001 Second Street North, Stevens Point, Wisconsin 54481
('Premises'). The parking lot contains approximately 206 parking stalls.
3. Date and Use
UWSP shall be permitted to use the Premises on September 24, 2026, from 8:30 a.m. to
4:30 p.m.
UWSP anticipates utilizing approximately eighty (80) to ninety (90) parking spaces
during the event. The City shall make available approximately one hundred (100) parking
stalls within the Zenoff Park parking lot for priority use by UWSP event participants
during the term of this Agreement.
The remaining parking stalls shall remain available for use by the general public and other
authorized users of Zenoff Park.
During the term of this Agreement, UWSP shall have the authority to advertise parking
in advance, install temporary signage on the day of the event, regulate parking operations
within the designated area, and utilize attendants or volunteers to assist with parking
management.
The City reserves the right to access the Premises for emergency purposes or matters
involving public health, safety, or welfare.
4. Fee
UWSP shall pay the City Two Hundred Dollars ($200.00) for priority use of

approximately one hundred (100) parking stalls during the event period. The Parties
acknowledge that this fee is equivalent to the City's standard rental fee for a ball diamond
at the Zenoff Park complex, which includes use of associated parking facilities.
5. Condition of Premises
UWSP accepts the Premises in its existing condition and shall remove all signage, refuse,
and materials following the event. UWSP shall leave the Premises in substantially the
same condition as existed prior to the event.
6. Indemnification
To the extent consistent with Wisconsin law, and specifically Wis. Stats. §§895.46 and
893.82, UWSP and the City of Stevens Point shall each indemnify and hold each other
harmless together with their respective directors, officers, agents or employees from and
against all claims, suits, actions, damages, or causes of action arising during the terms of
the Agreement for any personal injury, loss of life or damage to the property sustained by
reason or as a result of the use of the Premises for the Events for which the Agreement is
entered into and from and against any orders, judgments, or decrees which may be entered
thereto, and from and against all costs, attorney’s fees, expenses, and liabilities incurred
in or by reason of the defense for any such claim, suit or action and the investigation
thereof (collectively, the “Liabilities”), provided, that the foregoing shall not cover or
be applicable to any Liabilities directly and solely caused by any act or omission by each
party. Again, consistent with the aforementioned state laws, UWSP further indemnifies
and holds the City harmless from and against any and all claims, losses or expenses that
may arise in connection with the cancellation of the Events due to weather conditions.
Nothing in this Agreement shall be deemed to affect the rights, privileges,
l i m i t a t i o n s o f l i a b i l i t y , and immunities of the City and UWSP as are
provided for by law. This provision shall survive the termination of this Agreement.
7. Insurance
The University of Wisconsin-Stevens Point, an agency of the State of Wisconsin, provides
liability coverage for its officers, agents, officials and employees consistent with Section
895.46(1) and 893.82 of the Wisconsin Statutes. UWSP’s employees who participate in
the activities resulting from this Agreement are employees of the State of Wisconsin.
Although the liability coverage provided by the State of Wisconsin under Wis. Stats. Sec.
895.46(1) is self- funded, unlimited, and continuous, it is subject to the damage cap in Wis.
Stats. Sec. 893.82(6). Such liability coverage includes, but is not limited to claims, demands,
losses, costs, damages and expenses of every kind and description (including death), or
damage to persons or property arising out of this Agreement and founded upon or growing
out of the acts or omissions of any of the employees of UWSP while acting within the
scope of their employment where protection is afforded by Sections 893.82 and 895.46(1)
of the Wisconsin Statutes. UWSP shall provide a copy of its standard coverage letter to the
City upon request

8. Cancellation
Either party may cancel this agreement by providing the other thirty (30) days prior written
notice of cancellation.
9. No assignment
UWSP shall not assign or transfer any rights under this agreement without prior written
consent of the City.
10. Notices
Any notices or communications sent pursuant to this Agreement shall be addressed as
follows:

Dear Dan,
Attached is the final version of Barr Engineering’s review of Rettler Corporation’s April 10, 2026 Mead
Park trail design. Based on Barr’s review, Consolidated Water Power Company (CWPCo) does not object
to the City’s desire to construct and maintain a pedestrian trail along the shoreline within the Mead Park.
As noted in Barr letter and discussed in person, the main element of the design maintains the existing
elevation of 1090.0 feet (NAVD88) which is equivalent to 1090.06 feet NGVD29. This design element,
along with other recommendations are important to CWPCo. Unless there are significant changes to the
design plan which affects shoreline elevations CWPCo does not require additional consultation before
you proceed with construction. We ask that the Contractor takes care to prevent any large woody debris
from entering the river during construction and appropriate restoration of any disturbed areas are
protected from erosion.
