Findings of Fact
1. The applicant is requesting a series of land use requests, including a
Comprehensive Plan amendment, base rezoning, planned
development overlay rezoning, a site plan review and a conditional
use permit
2. A final subdivision plat was reviewed by the Plan Commission earlier
this month. The land division would create nine developable lots,
two outlots intended to be used for stormwater management
purposes and driveway access, plus a future extension of Third
Street, Meadow Street and Academy Avenue.
3. Lots 3-8 range from 5,850 sq ft to 6,500 sq ft in size and is intended
for single-family residential development. Lot 2 is intended for a
cottage court development, Lot 1 for a planned gathering lodge to
accompany Door2Dreams, and Lot 9 for future multi-family
residential development.
4. An extension of Third Street, Meadow Street and Academy Avenue is
intended to provide access to all developable parcels. The dedication
and acceptance of land for right-of-way purposes was reviewed by
the Plan Commission earlier this month.
5. Parcel ID 281240829240047 has a base zoning of “R-4” Multi-Family I
Residential with a “PD” Planned Development Overlay designation.
This zoning designation was approved in 2020. Parcel ID
281240829240033 is zoned “R-2” Single-Family Development.
Staff Recommendation
Approve the request to amend the City of Stevens Point’s Comprehensive
Plan future land use designation for portions of land on the Sisters Meadow
Subdivision Plat (Parcel ID 281240829240033). Lot 1 is proposed to have a
‘Commercial/Office/Multi-Family’ Residential future land use designation,
Lot 2 is proposed to have a ‘Multi-Family Residential’ future land use
designation, and Lots 3-8 are proposed to have a ‘Residential’ future land
use designation.
Approve the request to rezone portions of land on the Sisters Meadow
Subdivision Plat from the “R-2” Single-Family Residence District (Parcel ID
281240829240033). Remanent Lot 1 is proposed to be rezoned to the “C”
Conservancy District, Lots 3-8 and Outlot 1 is proposed to be rezoned to the

Background
Earlier this month, the applicant requested a final subdivision plat review for a proposed subdivision off of Maria Drive.
The land division would create nine developable lots, two outlots intended to be used for stormwater management
purposes and driveway access, plus a future extension of Third Street, Meadow Street and Academy Avenue. Consistent
with the City’s Subdivision Ordinance, the subdividing of land creating five or more lots required a preliminary and final
subdivision plat to be approved by the Plan Commission and Common Council.
Access: Access to the developable lots would be off of Maria Drive and a planned extension of Third Street, Meadow
Street and Union Street. All planned street extensions would be dedicated as public right-of-way. Academy Avenue and
Third Street North would have a right-of-way width of 60 feet, while the Meadow Street North Right-of-Way would be
50 feet in width. The City’s Subdivision Ordinance requires a minimum right-of-way width of 60 feet, unless otherwise
approved by the Common Council via a special exception. The City’s Public Works Department has reviewed the
proposed street extensions and believe that street capacity is adequate to handle the expected traffic generation. Earlier
this month, the Plan Commission reviewed the dedication and acceptance of right-of-way request.
Utilities: Utility infrastructure would be installed underneath the proposed public streets, servicing the 9 developable
lots.
Zoning and Land Use: The intention is to build single-family homes on Lots 3-8, a cottage court on Lot 2, a gathering
lodge on Lot 1 and future multi-family residential development on Lot 9. The City’s Future Land Use Map identifies the
subject area for institutional and governmental uses. A Future Land Use Map amendment would be needed to support

residential development. Parcel ID 281240829240047 has a base zoning of “R-4” Multi-Family I Residential with a “PD”
Planned Development Overlay designation. This zoning designation was approved in 2020. Parcel ID 281240829240033
is zoned “R-2” Single-Family Development. A rezoning to the “R-4” Multi-Family I Residence District is needed to support
multi-family residential development and is planned for consideration on July 20th.
Standards of Review – Comprehensive Plan Amendment
1. The Internal Consistency. Amendments shall be made so as to preserve the internal consistency of the entire
Comprehensive Plan.
Analysis: The subject property is designated as ‘Institutional / Government’ on the City’s Future Land Use Map.
Findings: Lot 1 is requested to have a ‘Commercial/Office/Multi-Family Residential’ future land use designation
to assist with the planned gathering lodge development. As the gathering lodge can be rented out to private
parties in addition to being used by Door2Dreams, it is inherently a commercial operation. The
‘Commercial/Office/Multi-Family Residential’ is the only type of designation allowed for this area of the city that
would allow for commercial operations. Lot 2 is requesting a ‘Multi-Family Residential’ future land use
designation, which is necessary with multiple housing units being proposed on the parcel. Lots 3-8 are intended
for single-family development, which the ‘Residential’ future land use designation would support.
Although the Future Land Use Map is an integral component of the City’s Comprehensive Plan, other
components of the Plan need to be taken into consideration. As the subject area has transitioned away from
being owned by a religious institution, an amendment to the Future Land Use Map would be needed to reflect

ownership and use not being operated by an institutional agency. The proposed designations outlined above
would most accurately depict the proposed land uses for the respective lots.
2. Granting Special Privileges or Placing Limitations Not Permitted. No amendment to change the Future Land
Use Map shall contain special privileges or rights or any conditions, limitations, or requirements not
applicable to all other lands in the district.
Analysis: The proposed amendment would be treated like any type of Plan amendment request that is brought
before the Plan Commission for consideration. Should the amendment be approved, the proposed development
would be subject to the same land use and development regulations as allowed within the base zoning
designation of each lot.
Findings: This standard is met.
3. The amendment shall not create an adverse impact on adjacent land/land uses.
Analysis: Multi-Family uses exist to the east and west, while single-family uses exist to the south and west. The
northern half of the subject property is considerably wet and is unable for development beyond its natural state.
Findings: The proposed range of residential development would best meet the transitions in land use intensity
that exist when traveling east to west. Higher-density residential development is proposed on Lots 1-2 primarily
because it is directly adjacent to existing single-family development. Knowing that larger lot single-family
development exists to the west of the subject area (on the east side of Second Street North), the proposed
single-family development on Lots 3-8 would provide the best transition in land use intensity.
4. The amendment shall not create an adverse impact on public facilities and services.
Analysis: The proposed land use on Lot 2 would strengthen public facilities by providing IDD housing
accommodations that is needed in Stevens Point. Public safety agencies of the City have reviewed the proposed
development and conclude that such services can adequately accommodate it.
Findings: This standard is met.
Standards of Review – Rezone
1. Minimum performance standards are met with the proposed district.
Analysis: Performance standards for the “C” Conservancy District, “R-3” Single- and Two-Family Residence
District and “R-4” Multiple Family I Residence District are identified below:

Analysis: All lots proposed for rezoning meet minimum dimensional standards as outlined above. Development
standards for Lots 1-2 are met, with some provisions where deviations are being requested as part of the “PD”
Page 9 of 100

Planned Development overlay district designation. Please see that section of the staff report for a breakdown of
the requested deviations.
2. The change in zoning is consistent with the City’s Comprehensive Plan.
Analysis: Please see the above section pertaining to the request to amend the City’s Future Land Use Map.
Findings: Staff believes that this standard is met provided that the Future Land Use Map is amended to reflect
the previous Future Land Use Map amendment request. If the Future Land Use Map amendment is not
approved, this rezoning request should be rejected.
3. The change in zoning will not create adjacent incompatible uses.
Analysis: The subject parcel exists near single-family residential uses to the south and west. Multi-family
development exists to the east and west. A range of zoning designations surround the subject property – the “R-
3” District, “R-4” District and the “B-4” Commercial District.
“C” Conservancy District
This district is established to provide protection to environmentally-sensitive lands such as flood plains,
wetlands, shorelands, well fields, airport fringe lands and fringe lands remote from City services and
access. The district is also intended to be applied as a means of regulating the timing and direction of
land development in accordance with the City's Comprehensive Plan.
“R-3” Single- and Two-Family Residence District
This district is established to provide for both single family residences and two family residences intended
particularly to act as a transition district between lower intensity uses such as permitted in "C", "R-1" and
"R-2" districts and higher intensity districts, consistent with the City's Comprehensive Plan. This district is
intended to be provided for all lands where sewer and water is or will be required.
“R-4” Multiple Family I Residence District
This district is established to provide a medium density, mixed residential district intended to provide a
transition between lower density detached housing areas and more intense non-residential land usage
consistent with the City's Comprehensive Plan.
Findings: Given the intent of the above district, surrounding uses, lots and other land use features, a rezoning to
the “C” Conservancy, “R-3” Single- and Two-Family Residential and “R-4” Multi-Family I Residential does not
interfere with the existing land uses and future land use planning of the area.
4. The impact of the proposed amendment, and potential subsequent amendment requests, will likely have on
area parking, street capacity, street access, neighborhood traffic levels, pedestrian mobility and other traffic-
related issues.

Analysis: Lot 1 is proposed to have a parking lot that would serve the gathering lodge, while a parking lot in Lot 2
would serve the larger residential complex. On-street parking is proposed as part of the Union Street North,
Meadow Street North and Academy Avenue extensions to provide parking accommodations to all adjacent
developments. A multi-use path was constructed along Maria Drive to provide multi-modal accommodations to
the proposed development.
Findings: Staff believes that parking on the subject property, along with access and neighborhood traffic
circulation for all road users, will not be negatively impacted with the proposed rezoning request.
5. The impact the proposed amendment, and potential subsequent amendment requests, will likely have upon
area drainage, its impact on surrounding properties and the natural environment, and the capacity of public
systems to accommodate the drainage.
Analysis: Remanent Lot 1 is proposed to be undeveloped in large part due to the wetlands that exist. Outlot 1 is
proposed for stormwater management purposes.
Findings: Stormwater calculations for Outlot 1 have been performed relative to the proposed development pad.
This standard is met.
6. Population density changes.
Analysis: Lot 2 is proposed to create 34 housing units, while Lots 3-8 can create six housing units.
Findings: Staff believes that population density changes for this area of the city would not be severe. While 40
housing units are created, some of the units in the apartment building are expected to be occupied by one
person due to the specialized needs that residents will have. Due to this, staff believes that the increased
population will not negatively impact protective services in the area and area traffic volume.
7. School population changes.
Analysis: Please see standard #6 above.
Findings: The proposed development is not expected to generate a heavy influx of school-aged children into the
Stevens Point Area School District.
8. Costs to provide adequate sanitary and storm sewer and water to the area.
Analysis: Utility infrastructure is planned within the extended road networks to support the developments.
Findings: This standard is met.
9. Adequacy of recreational facilities serving the proposed area.
Analysis: As mentioned earlier, a multi-use path has been constructed on the north side of Maria Drive to
connect this segment of the city with nearby sidewalk and trail networks. The City also owns land at the
northwest corner of Maria Drive and Prentice Street that is intended to be a future park.
Findings: Staff believes that there are adequate recreational facilities serving the proposed area.

Standards of Review – Planned Development Overlay Rezoning
1. The proposed PD is consistent with the pertinent elements of the City of Stevens Point Comprehensive Plan
and any other adopted plans.
Analysis: Please see the section above regarding the future land use designation for the subject property.
Findings: Staff believes that this standard is met provided that the requested Comprehensive Plan amendment
is approved. The proposed multi-family residential development aligns with the Comprehensive Plan’s intention
to have high-density residential offerings along this segment of Maria Drive.
2. The proposed PD is consistent with the standards and uses of the context area within which it is located.
Analysis: Multi-Family uses exist to the east and west, while single-family uses exist to the south and west. The
northern half of the subject property is considerably wet and is unable for development beyond its natural state.
Knowing that the City’s future land use plans identifies further commercial and multi-family uses along Maria
Drive, staff believes that the proposal better aligns with the current development pattern and desired future
development pattern.
Findings: This standard is met.
3. The proposed PD meets the requirements of this zoning ordinance.
Analysis: As outlined earlier in this report, the proposed developments meet all Zoning Code requirements
except for density, quantity and spacing of driveways, building height and parking lot landscaping.
Findings: This standard is met provided that the requested deviations are granted.
4. The proposed PD will reinforce the existing or planned character of the neighborhood.
Analysis: Staff believes that the proposed development will support the existing neighborhood. Other multi-
family residential developments of greater intensity exist to the east, while a comparable scale of multi-family
development exist to the west. Various commercial uses exist nearby along the Maria Drive corridor that will
benefit from having additional residential units close by.
Findings: Careful site design considerations took place for the proposed development to harmonize with the
convent redevelopment site immediately to the east. That redevelopment site, which also has a planned
development overlay designation, was constructed in part based on the assumption that development within
the subject area would occur in the future. Staff believes that this standard is met.
5. The site is appropriate for the development allowed in the proposed PD.
Analysis: The subject property is appropriate for the proposed planned development. The requested deviations
from Zoning Code requirements better aligns with the future land use pattern and the requested Future Land
Use Map amendment. Additionally, the subject property is directly adjacent to another planned development
area – the multi-family residential complex located to the east.

Findings: This standard is met.
6. The PD demonstrates a higher quality of site design that is more sensitive to the existing context, both built
and natural, than is possible under other available zoning districts.
Analysis: The following are Zoning Code deviations that are being requested:
• Exceed maximum density restrictions of the “R-4” Multi-Family I Residence District in Lot 2 (160,000 sq
ft of lot size required, 118,976 sq ft provided).
• Allowance of 26-foot spacing between residential driveways on the same lot and on the same street
frontage (50’ required).
• Allowance of more than four driveways serving Lot 2 (maximum of four driveways are permitted).
• Allowance of a 12’ street setback for the eight single-family homes on Lot 2 (25’ required).
• Allowance of a 10’ 4’’ street setback for the apartment building on Lot 2 (25’ required).
• Allowance of a 46’ tall building on Lot 2 (maximum 45’ tall building height is allowed).
• Exemption from installing terminal or perimeter landscaping in the parking lot on Lot 1.
Findings: In asking for the above deviations, the applicant has taken a few actions to achieve a higher quality of
site design. For Lot 2, the site design was created in a way to have a cottage court development pattern where a
large courtyard is located in the middle of the City block. Cottage court developments are a relatively new
concept in the planning provision, and this development would be one of the first concepts constructed in the
city. In fact, the City’s Zoning Code unsurprisingly does not address nor apply unique development standards for
cottage court development (other communities with new zoning codes do).
Housing has an interior face toward a common green space, encouraging interaction and socialization through
planned and spontaneous activities. Layers of public (the green), to semi-private (porches), to private (windows
in homes) give residents the choice of how to interact with others. The outdoor spaces include areas for physical
activity and gathering spots for groups plus private spaces for those who need quieter spaces or prefer to
observe rather than participate. This choice is crucial; it provides a safe environment in which to increase
participation as the individual is able.
The proposed site design is also tailored to the residents expended to reside within Lot 2. Adults with IDD have
low rates of vehicle ownership and rely on transportation services. Parking is primarily for visitors and
caregivers. A safe pickup/drop off zone for transit vehicles and small buses, traffic calming, and bicycle parking
are imperative. Pickup areas and driveways are covered to give residents visibility and a comfortable space to
wait for rides. IDD can be cooccurring with physical limitations, so accessibility throughout the development will
be provided, including these covered areas for protection during the additional time some need to move in and
out of vehicles.
Based on the submitted land use plan and site design, staff believes that this standard is met.
7. Public facilities and services including but not limited to schools, roads, recreation facilities, wastewater
treatment, water supply and stormwater facilities are adequate for the development allowed in the proposed
PD.

2. Density.
Analysis: Within the “R-4” District, density requirements for multi-family development is based on the number
of residential units per building, how many units are on the ground floor versus above floor, and the number of
bedrooms provided. 8,000 sq ft in lot size is required for non-residential uses.
Findings: Lot 1 is 80,139 sq ft in size and exceeds the 8,000 sq ft lot size minimum. Lot 2 is 118,976 sq ft in size
and fails to meet the 160,000 sq ft that is needed for the proposed development. A deviation from density
restrictions is being requested as part of the planned development request.

3. Building Height.
Analysis: The “R-4” District allows buildings to be no more than 45’ in height or four stories.
Findings: The gathering lodge on Lot 1 would stand 26’ in height. The tallest building on Lot 1 – the apartment
building – is 46’ in height. A height deviation of one additional foot is being requested.
4. Access and Internal Traffic Flow.
Analysis: Two access points exist on Lot 1 to serve the gathering lodge. For Lot 2, each single-family home is
accessed by their own driveway. Three driveways serve the six-unit townhome building. The 20-unit apartment
complex is accessed by a parking lot off of Union Street North and Meadow Street North. Additionally, a bump
out is planned off of Maria Drive that is intended for private transportation of residents to the front entrance of
the building.
Findings: Staff believes that access is appropriate provided that the requested deviations are granted. No
concerns exist with the reduced driveway spacing due to the low traffic volume that is anticipated with Lot 2.
5. Parking.
Analysis: 26 parking spaces are provided for the apartment building on Lot 2. With on-street parking that is
provided adjacent to the complex, available parking exceeds the 29 spaces that are required per the City’s
Zoning Code. Each townhome unit and single-family home on Lot 2 has parking within the garage/covered
parking area and the driveway.
28 parking spaces are provided for Lot 1 and meet the minimum number needed for commercial uses in the “R-
4” District.
Findings: The amount of parking provided meets minimum parking requirements in the City’s Zoning Code.
Standards of Review – Conditional Use Permit
1. The establishment, maintenance, or operation of the use will not be detrimental to, or endanger the public
health, safety, morals, comfort, or general welfare.
Analysis: One 20-unit apartment building is proposed on Lot 2, along with a six-unit townhome and eight single-
family homes.
Findings: The City’s Zoning Code places numerous regulations designed as safeguards to protect the public.
These regulations include building setbacks, parking, stormwater management, etc. The proposed development
meets all Zoning Code requirements apart from the above deviations as part of the planned development
rezoning request. By meeting Zoning Code requirements, staff believes that the proposal will not endanger the
health, safety and general welfare of the public.

2. The use will not be injurious to the use and for the purpose already permitted, nor substantially diminish and
impair property values.
Analysis: The proposed use can accommodate a maximum unit count of 34 on Lot 2.
Findings: Multi-family residential uses are identified as a conditional use within the “R-4” Commercial District,
the zoning designation of the subject property (contingent on rezoning approval). Based on the application and
plan submittal, staff believes that the use will not be injurious to the property or surrounding neighborhood.
3. The establishment of the use will not impede the normal and orderly development and improvement of the
surrounding property for uses permitted in the district.
Analysis: The respective area is in an established and developed area of the city.
Findings: See standards one and two above.
4. The exterior architectural appeal and function plan of any proposed structure will not be variance with either
the exterior architectural appeal and function plan, and scale of the structures already constructed or in the
course of construction in the immediate neighborhood or in the character of the applicable district so as to
result in a substantial or undue adverse effect on the neighborhood.
Analysis: The 20-unit apartment building consists of a variety of exterior siding materials, including stone, metal
panels and fiber cement boards. Windows play a predominant role in the exterior appearance of the building,
with each apartment unit having their own window. Balconies for some of the apartment units are provided, as
well as a larger canopy over the main entrance of the building. Having multiple canopies adds visual and massing
contrast.
Findings: This standard is met.
5. Adequate utilities, access roads, drainage and/or facilities have been, or are being, provided.
Analysis: Each single-family home is accessed by their own driveway. Three driveways serve the six-unit
townhome building. The 20-unit apartment complex is accessed by a parking lot off of Union Street North and
Meadow Street North. Additionally, a bump out is planned off of Maria Drive that is intended for private

transportation of residents to the front entrance of the building. Utility infrastructure is planned to be installed
within the street extensions. Outlot 1 is intended to meet stormwater needs for the Lot 2 development.
Findings: This standard is met.
6. Adequate measures have been, or will be taken, to provide ingress and egress so designed to minimize traffic
congestion in the public streets.
Analysis: See standard #5 above.
Findings: Staff believes that safe access into and out of the subject property is provided with the proposed land
use.
7. The proposed use is not contrary to the objectives of any duly adopted land use plan for the City of Stevens
Point and any of its components.
Analysis: The subject property is zoned “R-4” Multi-Family I Residential (contingent on the rezoning request
listed earlier) and has a future land use designation of ‘Multi-Family Residential’ (contingent on Comprehensive
Plan amendment request listed earlier). The “R-4” District is established to “provide a medium density, mixed
residential district intended to provide a transition between lower density detached housing areas and more
intense non-residential land usage consistent with the City's Comprehensive Plan.
Findings: Staff believes that the proposed residential use aligns with the zoning and future land use designation
of the subject property provided that the previous requests are granted.
8. The use shall, in all other respects, conform to the applicable regulations of the district in which it is located,
except as such regulations may, in each instance, be modified pursuant to the recommendations of the Plan
Commission.
Analysis: The property and use meets minimum performance standards in the “R-4” District with the deviations
listed under the Planned Development rezoning request. Several Building Code requirements exist with the
proposed land use and would need to be met as a condition for receiving temporary occupancy.
Findings: This standard is met.
9. The proposal will not result in result in an over-concentration of high-density living facilities in one area so as
to result in a substantial or undue adverse effect on the neighborhood, on the school system, and the social
and protective systems of the community.
Analysis: The proposed development is in an area that is desired for higher-density residential land uses, per the
City’s Future Land Use Map. Should the planned development rezoning request be approved, staff believes that
social and emergency services in the area can support the anticipated population influx.
Findings: The proposal should not result in an over-concentration of high-density living facilities as the property
is located along a commercial corridor designated as a minor arterial street.

10. Principal: Applications for exclusive multifamily residential uses: The view from the street should maintain a
residential character. The view should be dominated by the building and not by garages, parking, mechanical

appeal and general function.
11. Principal: Access to the site shall be safe.
a) All developments shall front on a public right-of-way unless recommended by the Public Works
Director.
Analysis: Access into Lot 2 is off of Maria Drive, Meadow Street North, Union Street North and Academy
Avenue.
Finding: This standard is met.
b) The driveway to the site shall be located so as not to be a danger to the street flow of traffic.
Analysis: The proposed access point maintains minimum spacing requirements as outlined in the City’s
Zoning Code, provided that the above deviations are granted under the Planned Development rezoning
request.
Findings: This standard is met.
c) The driveway shall not be too close to neighboring intersections.
Analysis: Driveways serving multi-family residential and other non-residential land uses must be
separated at least 100 feet from a street intersection consisting of an arterial street. The proposed
driveways exceed this 100’ separation requirement.
Findings: This standard is met.
d) Alignment of the driveway shall be coordinated with adjacent access points to avoid conflict or
confusion.
Analysis: Based on the amount of street frontage provided, the City’s Zoning Code permits a maximum
of four driveways. Additional driveways are being requested as a deviation.

f) The organization of traffic flow on-site and between the site and the street shall be organized in a
clear hierarchy of flow patterns. Internal and external areas where traffic flow changes directions or
creates intersections shall be organized at clear intersections and those intersections are spaced far
enough apart so as to not cause confusion or problems and to provide for adequate spacing for
waiting vehicles.
Analysis: The traffic flow on the site to the street is anticipated to flow smoothly. Traffic will enter and
exit predominantly off of Meadow Street North and Union Street North.
Findings: This standard is met.
g) Intersections are visible and not visually screened.
Analysis: The intersections are not screened from view.
Findings: Vision obstructions should not be a concern.
h) Adequate drainage and snow storage is provided.
Analysis: Adequate drainage exists on the property, and snow storage is expected to be located towards
the center of Lot 2.

i) Minimum size requirements are maintained for safe vehicle circulation.
Analysis: The lot provides for adequate traffic aisles, as required by the City’s Zoning Code.

13. The privacy of the neighboring development and the proposed development shall be maintained as much as
practical. Guidelines:

Planned Development Application Additional Narrative
List all uses that will occur as part of the proposed Planned Development or Planned
Industrial Development below.
The uses of the Planned Development include a main block consisting of 34 residential
living units, being a combination of 8 small homes, 6 town homes and 20 units in the
apartment building. The apartment building is a combination of eight 1-bedroom units and
twelve 2-bedroom units. The main block will also incorporate outdoor gathering, plaza,
gardening and recreation spaces, and parking. A pick up/drop o* area has been designed
within the Maria Drive right of way. The northern lot will house the Gathering Lodge with
parking, pick up/drop o* loop, and outdoor plaza gathering space.
Describe proposed project and details about the uses list ed above. Include the time
schedule (if any) for development.
The development will occur in three phases. The first phase
breaking ground summer of
2026 is the Gathering Lodge, a community center for adults with IDD. It is anticipated that it
will be used by individuals from Stevens Point and a wide surrounding area as far as
Wausau, Green Bay, and beyond.
Phase 2 is planned for 2027 and will be the construction, sale, and leasing of the 8 small
homes and 6 town homes. Interest in this housing far exceeds what will be built, showing
the dire need for this population.
Phase 3 is planned for 2029 and will be the construction of the apartment building.
Expressly identify any and all requested deviations from
the zoning code.
1. A Planned Development is requested as the residential community of small homes,
to
wnhomes, and apartments will be created on one lot as opposed to individual lots
for each small home, the townhomes, and the apartment building. This results in
the side and rear yard setbacks in R-3 and R-4 districts being incalculable due to the
lack of lot lines between buildings. Having the development on one lot creates
community, provides continuous common spaces to gather, and o*ers the
residents freedom from lot maintenance. This design is unique to the needs of an
IDD community and is consistent with other IDD communities around the state.
2. The driveway separation standards in the zoning ordinance are designed for
conventional detached single-family subdivisions and do not align well with the
coordinated design of a pocket neighborhood intended for individuals with
intellectual and developmental disabilities (IDD). In typical single-family
development, driveway spacing helps manage curb cuts and tra*ic along
independent lots. In this case, however, the site is planned as an integrated

residential community with shared access, compact building relationships, and
coordinated circulation.
Along Academy Avenue, the six (6) townhomes are arranged in attached pairs and
served by three (3) shared 24-foot-wide driveways. This design reduces the total
number of curb cuts by half compared to individual driveways, improving both
safety and e*iciency. The resulting 26-foot spacing between driveways reflects the
inherent nature of attached housing and a unified site design. All driveways meet or
exceed the required 50-foot separation from street corners, maintaining adequate
sight distance and intersection safety.
On Meadow and Union Streets, the development proposes four (4) driveways per
frontage: one (1) for each of the three (3) small homes and one (1) for the apartment
building. The ordinance permits up to three (3) driveways for an apartment use on a
lot with this amount of frontage; the apartment driveway complies with the overall
intent of that standard and exceeds the required 100-foot separation from Maria
Drive. The nearest small home driveway also exceeds the 50-foot corner setback
requirement. While driveway spacing between some small homes (24 feet and 37
feet) is below the 50-foot standard, and one additional driveway per frontage is
proposed, these deviations are modest and reflect the coordinated nature of the
development rather than independent lot-by-lot access. Driveways are thoughtfully
located to maintain safe visibility, minimize conflicts, and support pedestrian
movement throughout the site.
The requested flexibility is necessary to achieve the purpose of this development:
creating a close-knit, supportive community for residents with IDD. The pocket
neighborhood model intentionally places homes closer together around a shared
green space to encourage daily interaction, socialization, and a sense of belonging.
Strict application of suburban driveway spacing standards would unnecessarily
disperse the homes and undermine these key design objectives. The proposed
driveway configuration maintains safe and functional access while better meeting
the intent of the development and the needs of its residents. The requested
modification is reasonable and consistent with sound planning principles for this
type of integrated residential community.
3. The eight (8) small homes exceed the required 25’ setback from the street for R-3.
The covered parking structures align with the Traditional Neighborhood Overlay
District setback of 12’. Locating these structures closer to the street provides more
green space behind the homes in keeping with a pocket neighborhood design.
Residents face inward to their neighbors and the large green space between the
homes, creating opportunities for more social interaction and a tight-knit,
supportive community.

Requested deviation to the perimeter landscape requirements due to having 100

of development. This project is
uniquely designed to accommodate housing for adults with intellectual and developmental

Public requirements for stormwater management surrounding and on the site help guide
the placement of structures. Because of the existing topography, water drains from north to
south on the residential site, which strongly suggests that stormwater management
facilities be placed on the southernmost portions of the residential development site and
significantly impacts the possibilities for site layout.
This community has three critical requirements: socialization, the opportunity to grow in
independent living, and a*ordable housing. The Gathering Lodge is a community center for
the housing block to the south. The form of the housing development is based on the
concept of “pocket neighborhoods”. Pocket neighborhoods have been well established and
a proven success around the country for at least the past 15 years. This format meets the
critical requirements for this community.
Housing has an interior face toward a common green space, encouraging interaction and
socialization through planned and spontaneous activities. Layers of public (the green), to
semi-private (porches), to private (windows in homes) give residents the choice of how to
interact with others. The outdoor spaces include areas for physical activity and gathering
spots for groups plus private spaces for those who need quieter spaces or prefer to
observe rather than participate. This choice is crucial; it provides a safe environment in
which to increase participation as the individual is able.

The design of the housing portion o*ers an added security layer for adults with IDD. The
close proximity of neighbors creates a community of people to support and care for each
other. A mix of cottages (small homes), town homes, and apartments o*ers di*erent levels
of a*ordability to a population that is frequently unable to work full-time or at all and is
dependent on supplemental forms of income. Smaller living spaces with private, en-suite
bedrooms are more appropriate for adults with IDD. En suite units for live-in caregivers
provide privacy for both the IDD individual and the caregiver. Living areas are simply
functional for ease of upkeep and to encourage socialization outside the home.

CUP Application Additional Narrative
How will the proposed development reinforce the existing or planned character of the
neighborhood?
The housing portion of this development is adjacent to the northern border (Maria Drive) of
the Traditional Neighborhood Development (TND) District and within an undeveloped area
between 2nd Street N and the convent west of Prentice St. N. It shares some similarities
wit
h a TND, but is not an exact fit to any of the current zoning districts due to its unique
requirements for the IDD (intellectual and developmental disabilities) population.
This development, at its core, is simply another housing development in the neighborhood
and only unique in that it serves the IDD population and is specific to their needs. It
includes familiar housing types including apartments, town homes, and cottages (small
homes) with park areas and social spaces found in many desirable neighborhoods.
The residential area of the Door2Dreams development has two components – a northern
portion that is aligned with single-family residential design typical of neighboring R3
residential districts and owner-occupied townhomes similar to the neighboring
development at The Grove, and one that is more aligned with multifamily residential
districts typical of the surrounding area – tied together with a common outdoor space.
The style of its structures considers the styles of homes and apartment buildings in the
surrounding neighborhood. Examples of both multifamily and single-family structures
within a half mile of the site were evaluated. All small homes and town homes have an
entry facing the public street nearest the structure. The town home garages are paired and
separated by covered entrances so as not to create a series of garage doors. Alternate
setbacks provided in the TND are met.
The biggest di4erence between this development and typical neighborhoods is that this
intentional community is designed to foster engagement and integration into the
community so that these adults can become more successful and greater contributors to
Stevens Point. The ultimate goal for adults visiting and living in this development is to
become more independent, have long-term, stable housing, and to integrate more fully into
their surrounding community. The proposed location is ideal as it is near public bus stops,
grocery, pharmacy, and other needs. It will be embedded in the community and, it is
hoped, supported and cherished by the community.
Outline steps that will be taken to reduce any negative
impacts on adjacent property.
Rather than having a negative impact, this development wil l have a positive impact on the
surrounding area. Integrating this housing development into the community adds

desperately needed housing options for residents of Stevens Point who have IDD and
moves toward integration and independence for those residents. This provides more
opportunities for this population to contribute to the larger community.
This project uses familiar and common components to build the neighborhood. The scale,
look, and feel of this project will mirror the surrounding area.

neighbors providing a variety of options for the residents.

Door2Dreams Project Summary
The purpose of this development is to provide housing options and community engagement
for adults with intellectual and developmental disabilities (IDD) in the Stevens Point area.
This population is in dire need of housing that fits their needs and supports both their
socialization and privacy needs while integrating them into the community. Adults with IDD
deserve to live in dignity and as independently as possible so they can contribute to their
community and live a full life.
Research shows:
• Adults with IDD who live independently or in supported community settings report
higher overall life satisfaction, more autonomy, and greater personal fulfillment than
those living with family
• Individuals in community-based housing are more socially engaged, form more peer
relationships, and participate more often in recreational and civic activities
• Adults with IDD demonstrate increased self-care, daily living, and decision-making
skills when living outside the family home
• An estimated 130,000 people in Wisconsin have IDD and over 30,000 of these live
with aging family caregivers, a number that is growing annually. These adults are at
high risk of a crisis placement and are in urgent need of a housing solution.
Key Elements of a Successful IDD Community
• Small-scale community that provides privacy, is not overwhelming to its residents,
yet provides interaction and socialization easily
o “Pocket neighborhood” with small houses, townhomes, and apartments
facing an interior green
o Open front porches facing the interior green allow residents to observe
activity from a semi-private space and interact at their choice
o Green center encourages activities such as picnics, games, gardening,
spontaneous conversations

allow safe drop-offs and pickups. Few residents will own or drive their own

o Outdoor storage at the driveway provides a space for large medical
equipment or bicycles, as the tiny homes have little storage inside
