CITY OF STEVENS POINT PUBLIC POLICY AND GENERAL GOVERNMENT COMMITTEE MINUTES July 13, 2026 - 6:56 PM Community Room 933 Michigan Avenue, Stevens Point, WI OR Zoom Teleconferencing Discussion and Possible Action on: 1. Roll Call. Present: Ald. Guthrie, Keymer, Donahue, Lang, Moldenhauer. 2. License List: A. Temporary “Class B” Wine: Downtown Business Improvement District, a “Component Unit” of the City of Stevens Point, 1105 Main Street, Suite A, Stevens Point for Wine Walk on August 14, 2026 (See attached). B. Temporary “Class B” Wine & Class “B” Beer License: 1. Holy Spirit Parish, 2151 Stanley Street, Stevens Point for Spirit Fest Holy Spirit Parish Picnic on July 26, 2026, to include Ministry Center and parking lot at 2151 Stanley Street, Stevens Point. 2. No concerns from law enforcement. Ald. Guthrie moved, Ald. Lang seconded, to approve agenda items 2A through 2C. Call for the vote: ayes, all; nays, none; motion carried. No concerns from law enforcement. Ald. Donahue moved, Ald. Moldenhauer seconded, to approve agenda items 2D through 2I. Call for the vote: ayes, all; nays, none; motion carried. 3. Request to Hold Event/Street Closing: A. Wine Walk on August 14, 2026 (Recurring). B. Portage County Democratic Party Picnic on August 23, 2026 (Recurring). C. P!nk Game for Charity with UWSP Athletics on September 16, 2026 (Recurring). D. Festival Food Turkey Trot on November 26, 2026 (Recurring). Ald. Lang moved, Ald. Moldenhauer seconded, to approve the events. Call for the vote: ayes, all; nays, none; motion carried. 4. Ordinance Amendment - Section 9.05(aa) and Section 9.09(4): Prohibition of campers and RVs in city permit parking lots. Ald. Lang moved, Ald. Guthrie seconded, to approve the ordinance amendment. Mayor Wiza gave a brief background on the preparation of, reasons for, sanitary concerns surrounding, and objectives of the Ordinance Amendment. Chief Orgon gave background on several complaints surrounding a camper and how the situation was mitigated. Cheyenne Witzeling, 3925 Doolittle Drive #3, spoke against the ordinance amendment. Terrance Martowski, 1608 Ellis Street, spoke against the ordinance amendment. David Dehmlow, 2324 Prais Street, spoke against the ordinance amendment. District 7 Alderperson Kneebone spoke against the ordinance amendment. Ald. Lang moved, Ald. Keymer seconded, to suspend the rules. Call for the roll call vote: Ayes: Lang, Donahue, Nays: Moldenhauer, Keymer, Guthrie. Motion fails. Ald. Guthrie called for a roll call vote on the original motion. Ald. Lang moved, Ald. Guthrie seconded, to approve the ordinance amendment. Call for the roll call vote: Ayes: None. Nays: Guthrie, Keymer, Donahue, Lang, Moldenhauer. Motion fails. 5. Ordinance Amendment - Creation of Section 24.57: Habitation in vehicles upon city streets and property prohibited. Cheyenne Witzeling, 3925 Doolittle Drive #3, spoke against the ordinance amendment. Terrance Martowski, 1608 Ellis Street, spoke against the ordinance amendment. Jen Burton, 5718 Sandpiper Drive, spoke against the ordinance amendment. Deb Knipple, 611 Soo Marie Avenue, spoke against the ordinance amendment. Kathy Budeleir, 1109 Lindbergh Avenue, spoke against the ordinance amendment. Rainn Strobach, 2700 Fifth Avenue Apartment 24, spoke against the ordinance amendment. District 11 Alderperson Morrow spoke in favor of the ordinance amendment. District 4 Alderperson Olson spoke in favor of the amendment. District 7 Alderperson Kneebone spoke against the ordinance amendment. Ald. Keymer moved, Ald. Lang seconded, to withdraw the ordinance amendment to bring back to the city attorney and the police department to give them an opportunity to rework. Call for the vote: ayes, all; nays, none; motion carried. 6. Adjournment. Adjourned at 8:03 p.m.
