A RESOLUTION TO SUPPORT SUSTAINABLE STATE FUNDING FOR LOCAL PUBLIC HEALTH
DEPARTMENTS
WHEREAS, in Wisconsin, local health departments (LHDs) are legally required to provide a core set of
public health services under Wisconsin Statutes Chapter 251 a nd Wisconsin Administrative Code
Chapter DHS 140; and
WHEREAS, responsibilities ofLHDs have expanded significantly in recentyears due to emerging public
health threats, workforce shortages, and increasing community health needs; and
WHEREAS, local health departments rely heavily on a combination of limited state aids, categorical
grants, and local property tax levy to fund these mandated services; and
WHEREAS, current state funding mechanisms for public health a re largely outdated, not indexed to
inflation, and do not reflect the true cost of delivering foundational public health services; and
WHEREAS, Wisconsin currently ranks 49ih lowest in state dollars dedicated to public health per person
(https: //www. am erica sh e a It hrankings.or g/e xplore/measures/PH fu nd ing); and
WHEREAS, Public health initiatives consistently deliver high returns on investment (ROI), with recent
data showing a median R0lof14.3to1, often saving $14 in medical and societal costs for every $1 spent

investment); and
WHEREAS, relianceon short-term, restricted, or competitive grant funding creates instability and limits
long-term planning; and
WHEREAS, counties beara disproportionate share of thefinancial burden for providing foundatjonat
public health services, placing additional pressure on local propertytaxpayers; and
WHEREAS, a strong and adequately funded public health system isessentialto protect the health,
safety, and economic stability of Wisconsin residents and communities;
NOW, THEREFORE, BE IT RESOLVED that the Lafayette County Board of Supervisors supports
continuing to build and retain public health infrastructure through increased and flexible funding; and
BE IT FURTHER RESOLVED that such a funding model should:
• Provide increased General-Purpose Revenue (GPR) support for local health departments
• Include automatic inflationary adjustments
• Allow for flexible use of funds to meet local needs
• Reduce reliance on short-term, restricted, and/or competitive grants
•
BE IT FURTHER RESOLVED that the Lafayette County Board of Supervisors recognizes public health as a
core governmental function and prioritizes sustained investmentto ensure consistent service delivery
across altjurisdictions; and

BE IT FURTHER RESOLVED that Lafayette County requests that the Wisconsin Counties Association
advocates for policies that reduce the reliance on local property tax levy to fund foundationa I public
health services; and
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to the Governor of Wisconsin,
members of the Wisconsin State Legislature, the Wisconsin Department of Health Services, and alt
Wisconsin counties.

Confirmation of County Executive Reappointment
Motion by Supervisor Oehlke, second by Supervisor Eggleston to confirm the reappointment of Christian Budzinski
as a citizen member to the Housing Authority Board for a five-year term expiring September 30, 2031.
Motion carried by voice vote, with no negative votes. The reappointment was confirmed.

Approval of Executive/Operations Appointment and Reappointment
Chair Burroughs stated that if there were no objections, he would take the following appointment and reappointment
in one motion.

reappointment:
Reappointment of JR Wynne as a citizen member to the Portage County Transportation Coordinating Committee
for the remainder of a three-year term expiring April 19, 2027.
Appointment of Mary LeMere as a citizen member to the Portage County Transportation Coordinating Committee
for the remainder of a three-year term expiring April 19, 2027.

RE: TOWN OF BUENA VISTA COMPREHENSIVE PLAN AMENDMENT AND PORTAGE COUNTY ZONING ORDINANCE

NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors does enact and ordain as
follows: The Future Land Use designation of parcel 010220918:09.01, totaling 41.63 acres, is hereby changed from L1
Enterprise Agriculture to L2 Intermediate Agriculture on the Town of Buena Vista Comprehensive Plan Future Land Use
Map and is incorporated into Chapter 8 of the Portage County Comprehensive Plan 2024-2044; and the Portage County
Zoning Ordinance Map is hereby amended by changing the zoning classification from A1 Exclusive Agricultural to A3 Low
Density Agricultural.
Motion by Supervisor Matt Jacowski, second by Supervisor Barry Jacowski for the adoption.

RESOLUTION NO. 34-2026-2028
RE: TOWN OF PLOVER COMPREHENSIVE PLAN AMENDMENT AND PORTAGE COUNTY ZONING ORDINANCE MAP
AMENDMENT, PAVELSKI
NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors does enact and ordain as
follows: The Future Land Use designation of 4 acres out of 29.27 acres included in parcel 030230813-01 is hereby changed
from L3 Limited Agriculture/Mixed Use to Commercial on the Town of Plover Comprehensive Plan Future Land Use Map
and is incorporated into Chapter 8 of the Portage County Comprehensive Plan 2024-2044; and the Portage County Zoning
Ordinance Map is hereby amended by changing the zoning classification from A1 Exclusive Agricultural to C4 Highway
Commercial (4 acres) and A2 Agricultural Transition (25.27 acres).
Motion by Supervisor Raikowski, second by Supervisor Falk for the adoption.

RESOLUTION NO. 35-2026-2028
RE: APPROVING AND AUTHORIZING AN AGREEMENT WITH AXON ENTERPRISE, INC. (AXON) TO PROVIDE BODY
WORN CAMERAS (BWCS), HOSTED DIGITAL SECURE STORAGE, DIGITAL EVIDENCE MANAGEMENT SYSTEM
(DEMS), REDACTION SOFTWARE, AND OTHER SERVICES FOR THE YEARS 2027-2031
NOW, THEREFORE, BE IT RESOLVED that the Portage County Board of Supervisors hereby approves and
authorizes a five-year agreement with Axon Enterprise for the Axon BWCs, hosted digital secure storage, OEMS, redaction
software and other services, as set forth in the attached Contract Summary Form.
Motion by Supervisor Soik, second by Supervisor Oehlke for the adoption.

RESOLUTION NO. 36-2026-2028
RE: COUNTY FISH AND GAME CONSERVATION AIDS GRANT
BE IT FURTHER RESOLVED that the Portage Couty Parks commission is hereby authorized to expend the funds
hereby appropriated and funds to be received from the State of Wisconsin, for the improvement of fish and wildlife habitat,
and to operate and maintain or to cause be operated and maintained the project for its intended purpose.
Motion by Supervisor Barry Jacowski, second by Supervisor Stingle for the adoption.
Motion carried by voice vote, with no negative votes. The resolution was adopted.
RESOLUTION NO. 37-2026-2028
RE: APPROVING AND AUTHORIZING ANTHEM BLUE CROSS BLUE SHIELD AS PORTAGE COUNTY'S HEALTH PLAN
ADMINISTRATOR FOR 2027
NOW, THEREFORE, BE IT RESOLVED, the Portage County Board of Supervisors approves and authorizes to
renew the agreement with Anthem, as Portage County’s health plan administrator, effective January 1, 2027, based on the
rates provided.
Motion by Supervisor Matt Jacowski, second by Supervisor Wehr for the adoption.

NOW, THEREFORE, BE IT RESOLVED that the Portage County Board of Supervisors hereby approves and
authorizes the new staff position request of a 1.0 FTE Economic Support Specialist-Quality Assurance-Lead as set forth
herein.

RESOLUTION NO. 39-2026-2028
RE: REVISING AND UPDATING PORTAGE COUNTY ORDINANCE 2.13.1 ESTABLISHMENT OF SPEED ZONES FOR
CTH DB IN THE TOWN OF DEWEY, CTH Y IN THE TOWN OF HULL AND TOWN OF SHARON, AND CTH KK IN THE
TOWN AND VILLAGE OF AMHERST
NOW, THEREFORE, BE IT RESOLVED, by the Portage County Board of Supervisors that the following speed zones are
established for the following County Trunk Highways:
-County Trunk Highway Y, Towns of Hull and Sharon. Forty-five miles per hour from the junction of STH 66 northerly a
distance of 1.35 miles to a point 1,200 feet north of Sharonwood Lane
-County Trunk Highway DB, Town of Dewey. Forty-five miles per hour from the junction of Interstate 39 northbound ramps
northwesterly a distance of 1.3 miles to the Marathon County Line.
- County Trunk Highway KK, Town and Village of Amherst. Forty-five miles per hour from a point 480 feet north of
Timberline Court southeasterly to a point 575’ north of CTH B/Western Way/Wilson Street intersection.
-County Trunk Highway KK, Town and Village of Amherst. Thirty-five miles per hour from a point 575’ north CTH B/Western
Way/Wilson Street intersection southeasterly to a point 1,020 feet south of the intersection with CTH B /Western Way /

BE IT FURTHER RESOLVED, the Portage County Board of Supervisors hereby approves, adopts, and enacts the
attached amendment to the Portage County Code of Ordinances 2.13.1 Establishment of Speed Zones; and
BE IT FURTHER RESOLVED, that the foregoing revisions to the Portage County Code of Ordinances be posted to
the world wide web from the County’s website, along with written paper format to remain available in the County Clerk’s
office.
Motion by Supervisor Ladick, second by Supervisor Eggleston for the adoption.

RESOLUTION NO. 40-2026-2028
RE: APPROVING AND AUTHORIZING A CONTRACT AMENDMENT WITH J.H. FINDORFF & SON INC. TO PROVIDE
CONSTRUCTION MANAGER AT RISK SERVICES RELATED TO BID PACKAGE 3 - CRITICAL CONTRACTORS FOR
THE NEW JAIL AND LAW ENFORCEMENT CENTER PROJECT
NOW, THEREFORE, BE IT RESOLVED that the Portage County Board of Supervisors hereby approves the
contract amendment with Findorff for CMAR services as set forth in this resolution and the attached Contract Summary
Form.
BE IT FURTHER RESOLVED that appropriate County officials, including the County Executive, are authorized to
enter into and execute said contracts and other documents to effectuate this resolution.

RESOLUTION NO. 41-2026-2028
RE: AUTHORIZING 2026 BUDGET AMENDMENTS AND TRANSFERS
NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors authorizes the attached
2026 budget adjustments as recommended by the Finance Committee.

RESOLUTION NO.
TO: THE HONORABLE CHAIR AND MEMBERS OF THE PORTAGE COUNTY BOARD OF
SUPERVISORS:
RE: TRANSFERRING JUSTICE PROGRAMS AND ITS STAFF INTO THE HEALTH AND HUMAN
SERVICES DEPARTMENT AND REVISING THE CORRESPONDING CODE OF
ORDINANCES SECTIONS
WHEREAS, the stated mission of the Justice Programs Department is to achieve justice for the
community, victims, and offenders through effective and appropriate responses to crime and its
prevention; and
WHEREAS, the Justice Programs Director position became vacant on September 13, 2026; and
WHEREAS, Justice Programs was formed as a stand-alone Department by County Board resolution
in 2006; and
WHEREAS, after thoughtful and diligent consideration among the County Executive and the
Circuit Court Judges, in consultation with departments that work with the Justice Programs, the consensus
was to move Justice Programs away from a stand-alone department and transfer the program into the
Health and Human Services Department; and
WHEREAS, the new Justice Programs section will be in the Division of Community Programs and
will have a Justice Programs Supervisor and the staff as set forth in the attached organizational chart; and
WHEREAS, corresponding to the organizational transfer in this resolution, the legislative oversight
of Justice Programs will move from the Judicial / General Government Committee to the Health and
Human Services Board as set for in the attached Code of Ordinances revisions to sections 3.1.16 and
3.1.11; and
WHEREAS, transferring Justice Programs in this resolution does not modify the nature of the work
that staff carry out and will have minimal impacts on day-to-day operations. The Justice Programs staff
will continue to work with the Courts to effectuate its mission of achieving justice for the community,
victims, and offenders through effective and appropriate responses to crime and its prevention. This move
to Health and Human Services will assist both the Courts and Health and Human Services to provide
greater collaboration in decision-making based on objective data and the goal to further reduce recidivism
through treatment-based outcomes as well as improve stewardship of county resources.
FISCAL NOTE: This resolution transfers the Justice Programs budget from the General Fund to
the Health & Human Services Fund beginning in fiscal year 2027. There will be no changes to the
2026 budget for the remainder of the fiscal year as a result of adopting this resolution. This is not a
budget adjustment resolution as the changes will be incorporated as part of the County’s budget
process.
Due to the timing of this resolution coinciding with the County’s 2027 budget document in process,
Finance staff recommended the necessary changes be proactively incorporated into the 2027
proposed budget to avoid additional future changes to the budget document and a potential budget

amendment. If this resolution fails adoption, Finance staff will immediately prepare the necessary
budget amendment to restore the budget in the General Fund prior to the adoption of the 2027
budget. The timing of any adjustment to the budget shall not impact the timing of the organizational
transfer.
NOW, THEREFORE BE IT RESOLVED that the Portage County Board of Supervisors hereby
orders, directs and authorizes the transfer of Justice Programs into the Health and Human Services
Department and the position changes as set forth in this resolution, and hereby approves, enacts, and
ordains the attached revisions to Code of Ordinances Sections 3.1.16 and 3.1.11.
BE IT FURTHER RESOLVED that appropriate County officials, including the County
Executive, as well as staff are authorized to sign any documents and take all actions to effectuate this
resolution.

3.1.16 Judicial/General Government Committee.
(1) Five members.
(2) All members shall be appointed by the Executive/Operations Committee as specified in section
3.1(3)(a).
(3) Term of two years coinciding with the term of the County Board of Supervisors.
(4) Members to be County Supervisors.
(5) To set policy and provide guidance and legislative oversight for county-related activities of the offices
of Clerk of Court, Register of Deeds, Family Court Commissioner, Veterans Service, and Portage County
Circuit Court Offices., and Department of Justice Programs.
(6) Per Diem: County Supervisors shall be entitled to per diems and mileage.

3.1.11 Health and Human Services Board (Wis. Stats. §§ 251.03 and 46.23(4)).
(1) Nine members. Six members to be County Supervisors and three citizen members. At least one
member appointed to a county human services board shall be an individual who receives or has
received human services or shall be a family member of such an individual. The remainder of the
county human services board members shall be consumers of services, or citizens-at-large. Portage
County will make a good faith effort to appoint a registered nurse and a physician to the Board, in
compliance with Wis. Stats. § 251.03. No public or private provider of services may be appointed to the
county human services board.
(2) A three-year term for citizen members and three-year term for County Board members. Each year on
the Monday before the third Tuesday in April, the terms of one citizen member and two County Board
members will end to provide for the staggered terms. A County Board member may be removed for
failure of re-election as provided by law. All terms to end on the Monday in April before the third
Tuesday and shall begin on the third Tuesday in April.
(3) All members shall be appointed by the County Executive as specified in section 3.1(3)(b).
(4) To set policy and provide policy guidance and legislative oversight for the activities of the consolidated
departments of Health, Social Services and the 51.42 Board, and Wis. Stats. § 46.23, including the
Division of Health Services, the Division of Community Programs (including Justice Programs), and the
Division of Children and Family Services (including the Child Support Enforcement section).
(5) Per Diem: County Supervisors and Citizen members shall be entitled to per diems and mileage.
