MINUTES PLAN COMMISSION THURSDAY, JULY 16, 2026 – 3:30 P.M. COUNCIL CHAMBERS, MUNICIPAL BUILDING Members Present: Presiding Officer Katie Berman, Alderperson Robert Warren, Doug VanWinkle, Karen Pluff, John Berendt, and Jamie Bayer. Members Excused: Public Works Director Matt Decur. Others Attending: Clerk-Treasurer Tammy Kasal and Carl Malke. Presiding Officer Katie Berman called the meeting to order and took roll call at 3:30 p.m. Motion by Warren and seconded by Berendt to approve the agenda as presented. Motion carried 6/0. Minutes: Motion by Berendt and seconded by Pluff to approve the minutes of the May 14, 2026 meeting as presented. Motion carried 6/0. Certified Survey Map for Don C. and Mary Lou Richter for property located at 611 Dishaw Ave., described as Lot 4 of CSM No. 3388, and part of Outlot 13A in Assessor’s Plat #2 being part of Government Lot 6 in Section 18, Township 30 North, Range 23 East, Parcel No. 271-01006.017: Discussion and consideration were given on the request from Don and Mary Lou Richter to split property 611 Dishaw Ave., as described above. The proposed map was reviewed. It was noted a septic system was shown on the map but not a well. Currently there are living quarters above the garage at this location, and discussion was held on where water is currently being obtained from. The Public Works Director and the Building Inspector will review to ensure water lines are not running across city property and/or the street right-of-way. Motion by Pluff and seconded by Warren recommending Council approve the Certified Survey Map for Don C. and Mary Lou Richter for property located at 611 Dishaw Ave., described as Lot 4 of CSM No. 3388, and part of Outlot 13A in Assessor’s Plat #2 being part of Government Lot 6 in Section 18, Township 30 North, Range 23 East, Parcel No. 271-01006.017 as presented.
