Members Present: Supervisors Mike Splinter, Nancy Eggleston, and Doug Stingle Members Excused: Supervisor Janell Wehr Members Absent: Supervisor Jeanne Dodge Staff Attending: Facilities Director Neuenfeldt, County Clerk Davis, Procurement Director Schultz, Finance Director Jossie, and Executive Olson Others Attending:Mike Van Klei of TEGRA REPORTS 1. Special Meeting Attendance Reports (Portage County Ordinance 3.1.47 & 3.1.48) None. 2. Facilities Director Report - 2027 Draft Budget, Staffing, Operations, and Current & Future Projects Facilities Director Neuenfeldt reported on his department. 3. Capital Projects Report — Courthouse Remodel, New Jail/LEC, and Solid Waste Remodel — Chris Schultz, Procurement Director and Mike Van Klei, TEGRA Procurement Director Schultz and Mike Van Klei of TEGRA reported on the capital projects. *Supervisor Dodge joined the meeting in-person at 3:08 PM. PUBLIC NOTICE Members of the public who wish to address the Committee on specific agenda items must register their request at this time, with such comments subject to the public comment ordinance and the reasonable control of the Committee Chair as set forth in Robert’s Rules of Order. None. APPROVAL OF MINUTES 4. August 10, 2026 Minutes A motion was made by Supervisor Eggleston, seconded by Supervisor Stingle, to approve the minutes. Motion to approve carried by voice vote, with no negative votes. DISCUSSION/POSSIBLE ACTION Space and Properties Committee Meeting Minutes September 8, 2026 Page 2 of 2 5. Discussion/Possible Action Re: Approving and Authorizing a Contract Amendment with J.H. Findorff & Son Inc. to provide Construction Manager at Risk Services Related to Bid Package 3 — Critical Contractors for the New Jail and Law Enforcement Center Project A motion was made by Supervisor Dodge, seconded by Supervisor Eggleston, to approve the resolution.
