Adam Hartfiel, as the Regional Livestock Extension Educator, works in Adams, Green Lake, Portage,
and Waushara Counties. Hartfiel works closely with livestock producers to identify their needs and
help deliver research-based solutions to assist them in meeting their goals. His efforts focus on
building relationships with both farmers and stakeholders to support all aspects of livestock
production to improve both economic and
educational development involving various
livestock species. He can provide support and
information to producers who have questions
about their operation.

Karen Bender began her role as the Regional Crops & Soils Educator for Adams, Green Lake, Portage
and Waushara Counties on April 20th, 2026. Karen works to promote sustainability and profitability
in cropping systems across the region. She brings research-based information to farmers, agribusiness,
and conservation professionals.
Karen’s background includes secondary agriscience education, breeding research and development
for root and bulb vegetable crops, applied flower bulb research in a greenhouse setting, and
conservation agriculture. Her home base office is in Green Lake county. Karen lives outside of Omro,
WI with her husband and daughters. When she’s not working she spends a lot of her time growing,
arranging and breeding cut flowers.
Focus areas of Karen’s work will include

• Commercial vegetable systems
• On-farm research
• Soil Health
Finding out what the community needs
As a new Regional Educator, Karen is spending some time
conducting a community needs assessment. By gathering information about the top
concerns of the local crops and soils community, extension educators can tailor
their programming to meet those specific needs.

Portage County Community Development by the Numbers
• 200 entrepreneurship conference participants
• 386 grant writing workshop participants (includes participants from across the state)
• 20+ housing collaborators engaged in coalition development
• 48 organizational leaders engaged in strategic planning initiatives
• Funding secured for regional housing rehabilitation support and enhancement
• Ongoing support for affordable housing, entrepreneurship, transportation safety, renewable
energy education, and organizational development
Entrepreneurship and Economic Development
Connecting Entrepreneurial Communities (CEC) Conference
Extension Portage and Wood Counties collaborated with
statewide and local organizations to host the 2025 Connecting
Entrepreneurial Communities Conference in Wisconsin Rapids.
The conference brought together entrepreneurs, economic
development professionals, and government leaders to share
strategies for strengthening rural economies through
entrepreneurship.
Impact:
• Hosted approximately 200 participants representing 47
Wisconsin counties and three states.
• Increased networking, collaboration, and knowledge-
sharing among rural leaders and business support
organizations.
• Received overwhelmingly positive participant feedback
regarding conference quality and value.

Housing and Community Development
Housing Rehabilitation Partnership
Extension partnered with CAP Services and the UW Center for Community and Nonprofit Studies to
secure a 3-year Wisconsin Partnership Program Community Impact Grant, to enhance CAP’s Housing
Repairs Program. The initiative will expand housing rehabilitation services across a five-county region
and improve service delivery for low- and moderate-income households.
Impact:
• Funding secured for a three-year initiative.
• Supports rehabilitation of at least 20 homes
annually.
• Expands access to safe, healthy, and affordable
housing while advancing health equity.
Portage County Affordable Housing Coalition
Extension convened housing providers, nonprofits,
government agencies, and community collaborators to
improve coordination around affordable housing efforts.
Impact:
• Facilitated collaboration among approximately 20 housing service providers.
• Supported development of the Portage County Affordable Housing Coalition.
• Increased coordination, resource awareness, and identification of service gaps.
Central Wisconsin Community Land Trust
Extension provided organizational development,
governance, partnership-building, and capacity support to
advance permanently affordable homeownership
opportunities for low- and moderate-income households
in Central Wisconsin.
Organizational and Strategic Planning
Extension helped local organizations create strategic
plans and action frameworks that strengthen
organizational effectiveness and community impact.
Stevens Point Fire Department
Facilitated a year-long strategic planning process resulting
in a new five-year strategic plan, updated mission, and organizational priorities. Reach: 14 planning
committee members.

Midwest Renewable Energy Association (MREA)
Facilitated a board and staff action-planning session to
align organizational goals and establish one-year

Build the Basin
Collaborated with UW-Stevens Point to guide strategic
planning for a regional entrepreneurship and placemaking
initiative serving Marathon, Portage, and Wood Counties.
The effort established a shared vision, mission, and
strategic priorities. Reach: 12 planning committee
members.
Community Education and Local Government Support
Renewable Energy Education
In collaboration with UWSP’s Center for Land Use
Education, Extension delivered educational programming
for local town officials regarding large-scale solar
development, regulations, and local decision-making
roles. Reach: 9 town officials.
Safe Streets and Roads for All (SS4A)
Extension served on the Portage County SS4A project
team, supporting community engagement activities and development of a countywide transportation
safety action plan focused on reducing roadway fatalities and serious injuries.
Grant Writing Education
Extension offered virtual grant writing workshops for nonprofit organizations, businesses, and local
government representatives. Almost 400 participants gained skills to
identify funding opportunities and develop competitive grant
proposals. Reach: 386 participants (includes participants from throughout
the state.)

Alicia Utke, Human Development & Relationships Educator
Community Scoping Session
The Human Development & Relationships Educator position in Portage County is designed to
respond directly to local needs and strengthen support for families. Prior scoping work identified key
community priorities, including increased access to parent education, stronger connections to
services, and additional support for family serving
professionals.
In response, this role is centered within the Family
Engagement and Relationships (FER) program area. The
focus is on providing practical, research-based education
that helps families support child development, build strong
relationships, and navigate life transitions.
Efforts in Portage County emphasize collaboration with
schools, early care providers, and community organizations
to improve access to resources and strengthen systems

programming, this position incorporates experience in
aging-friendly community efforts, expanding
opportunities to support older adults and caregivers.

connection, independence, and access to resources that
support healthy aging within Portage County.

Introducing the Educator
Alicia Utke serves as the new Human Development &
Relationships Educator for Portage County and has been with
UW Madison Division of Extension for the past three years.
During that time, she worked in Waupaca County, focusing on
aging-friendly community initiatives, collaborations, and
expanding resources for older adults and caregivers.
Alicia also brings more than 20 years of experience as an early
childhood educator at the University of Wisconsin Stevens
Point, with expertise in child development and family
engagement. This combined experience supports a strong focus
on families while also expanding opportunities to connect
programming across generations.
Alicia is committed to building relationships, collaborating, and
delivering programming that reflects the needs of Portage
County while connecting residents to trusted Extension
resources.

When youth in Portage County join 4-H, they become part of something bigger than themselves, a
supportive community where they can learn, lead, and grow. 4-H empowers young people to learn by
doing, working alongside caring adult volunteers to explore their interests and build confidence. The
four H’s—head, heart, hands, and health—reflect a
commitment to helping youth develop important life
skills like leadership, decision making, and caring for
others.
In Portage County, 4-H brings this mission to life
through local clubs, hands-on projects, and
community involvement. Youth discover their
“sparks,” build meaningful relationships, and gain real
-world skills in areas like science, healthy living, and
civic engagement. These experiences prepare them
to be beyond ready equipped with the confidence, resilience, and skills they need to succeed in

4-H by the Numbers
Portage County 4-H continues to make a meaningful impact by connecting youth with opportunities
to learn, lead, and grow:
• 264 Youth Members actively exploring their interests and building life skills
• 68 Adult Volunteers serving as mentors, leaders, and role models
• 11 Local Clubs creating a sense of belonging and community across the county
• Together, these numbers represent a strong and supportive network where young people
are learning by doing, forming lasting
relationships, and becoming confident,
capable leaders.
2025 4-H Highlights
In 2025, Portage County 4-H continued to grow and
innovate while staying focused on meeting the needs
of local youth and families. A countywide needs
assessment gathered feedback from members, families,
and volunteers to better understand participation,
challenges, and opportunities—helping guide future
programming and strengthen the overall 4-H
experience. At the same time, volunteers and staff worked together to redesign project record book
pages, making them more accessible and youth friendly to encourage participation and reflection
throughout the year.

Efforts to prepare youth for the future were also a key focus. Planning began for the national 4-H
“Beyond Ready” initiative, with materials and activities designed to highlight career readiness,
leadership, and community engagement. Locally, youth had opportunities to build these skills through
programs such as Winter Leadership Camp, 4-H
Summer Camp, and a Style Revue workshop that
strengthened public speaking and confidence. A 4-H
AmeriCorps member also expanded summer
programming to reach more youth across the county.
Portage County 4-H continued to grow its reach
through new and innovative programs. Two new clubs
were launched—one at Tomorrow River Community
Virtual School and another youth-led club at Central
Sands High School—creating new access points for
participation. A countywide family orientation helped
both new and returning families feel connected and informed, while updated enrollment and
recruitment materials made it easier to share the 4-H story with the community. Younger members
explored science through hands-on activities like Cloverbud STEM workshops, and a new incentive
program encouraged youth to get involved, try new experiences, and stay engaged.
4-H Staffing Updates
In 2025–2026, Portage County 4-H experienced several staffing transitions that reflect both growth
within our local program and strong connections to statewide leadership. Lisa Henriksen transitioned
into the role of Associate 4-H Educator after seven years serving as 4-H support staff. During that
time, she built meaningful relationships with youth, families, and
volunteers while supporting the behind-the-scenes work that
helped keep the program running strong. In 2026, Lisa
concluded her service with Extension after many years of
supporting Portage County 4-H. Recruitment is underway for a
new 4-H Associate Educator who will continue supporting
youth development and advancing programming opportunities
for Portage County 4-H members and volunteers.
At the same time, Amy Boelk transitioned from her role as
Portage County 4-H Educator into a statewide leadership
position as Wisconsin 4-H’s Career and College Readiness (CCR) Program Manager. While her focus
will now be on developing and supporting CCR programming across Wisconsin, Amy will continue to
be based in the Portage County Extension office. This continued local connection creates exciting
opportunities to pilot innovative career and college readiness programs right here in Portage County.

With Amy’s transition, we are pleased to welcome Emma Bouressa as
the new Portage County 4-H Educator, beginning June 2026. Emma
joins UW Extension as the Portage County 4-H Educator with a
background in environmental science and education. She has worked in
both the non-profit and public sectors focusing on creating inclusive,
hands-on learning experiences that help young people build confidence,
leadership skills and a sense of belonging.
Emma holds a Master of Science from the University of Wisconsin
Madison in Conservation Biology and Sustainable Development, where
she focused her research on grassland ecosystem management.
Prior to joining Extension, Emma spent several years as a special
education teacher, supporting students with diverse learning needs
while collaborating closely with families to foster student success.
Originally from Minnesota, Emma spent many summers exploring
remote wilderness areas, experiences that deepened her appreciation
for stewardship, lifelong learning, and working toward shared goals.
Those experiences continue to shape her commitment to helping young
people develop their own unique strengths and connections to their
communities.
Outside of work, she enjoys spending time with her husband and three
children and is currently logging countless hours in basketball gyms and
at football games, cheering on her kids and embracing the busy seasons
of family life.
Moving Forward
Looking ahead to 2026, Portage County 4-H is focused on continued
growth and expanding opportunities for youth across the county. By
strengthening relationships, collaborating, and building new
connections within the community, the program aims to increase
membership and bring more 4-H programming to additional locations and audiences. These efforts
will support a strong and thriving program that gives more young people the
chance to build skills, explore their interests, and grow into confident leaders
prepared for the future.

4-H – Positive Youth Development
Emma Bouressa, 4-H Youth Development Educator
• A workshop for youth members enrolled in the Food Decorating project for 2025-2026 4-H year
where attendees learned various decorating techniques from a professional guest baker to
improve their skills, learn from experts and be able to apply these skills in their upcoming projects.
Total Reach: 21 youth participants. (Amy Boelk, Emma Bouressa, Lisa Henriksen)
• Portage County 4 -H youth members and volunteers participated in the annual Amherst Fair in
July. Families, youth, and community members engaged in interactive educational activities,
including showmanship events, speaking and demonstrations, crafts, and a scavenger hunt.
Through these experiences, participants explored agricultural and community -focused topics
while developing teamwork, communication, leadership, and social skills.
• Portage County 4-H partnered with the Stevens Point Area School District to deliver a summer
school series focused on ecology and outdoor education. Youth participated in hands-on learning
activities exploring animal interactions and the relationships betw een living organisms and their
environments. Through these experiences, participants strengthened their understanding of
science concepts while building teamwork, active listening, communication, and positive peer
interaction skills. Total Reach: 15 youth participants. (Juniper Rydberg, Emma Bouressa, Lisa

• Portage County 4 -H continues to partner with the Boys & Girls Club through the ongoing
Adventureland Series, led by our AmeriCorps member. The program emphasizes STEAM -based,
hands-on educational experiences. Participants actively engaged in activities suc h as
Bubblemania, Kaleidoscopes, and Rocket Racers, building skills in science, creativity, and
problem-solving. Total Reach: 40 youth participants. (Juniper Rydberg, Emma Bouressa)
• Portage County 4-H continues to partner with Emy J's The Vault to host community coffee nights
featuring hands-on educational experiences for youth and families. Sessions covered a variety of
topics, including plant care, decorating flower pots, the import ance of pollinators, creating
wildflower seed bombs, food science exploration, and developing personalized recipe books.
These activities encouraged learning, creativity, and community engagement.
We teach, learn, lead and serve, connecting people with the University of
Wisconsin, and engaging with them in transforming lives and communities.

Adam Hartfiel, Livestock Educator

• An event that included in -person demonstrations and interactive tabletop discussions during
Farm Technology Days for beef producers – 6 sessions. These activities aimed to help
participants gain awareness of management practices that influence the economic viability of
their farms, including better understanding the impact of meat quality and yield grade on final
saleable product. Other topics included animal health product handling and biosecurity. Total
Reach: Interactions with over 250+ Farm Technology Days Attendees at the UW Extension Beef
team display area and presentations.
• A field day for diversified vegetable farmers where they learned about soil health, in field soil
health observations, and practices to improve soil health to increase the adoption of soil health
practices including reduced tillage and cover crops. Total Reach: 12 farmers and technical service
providers (Emilee Gaulke, Gaonou Thao, Rue Genger, Steffen Mirsky)
• An educational article for beef producers where the audience will learn about assessing hay
storage losses to determine proper storage for dry hay. Total Reach: Circulation of The
Wisconsin Agriculturist Magazine is 24,000 print subscribers. The Beef Colu mns also appear on
the website and garner between 1,000 and 4,000 page views (it is different for every column)
• Planning for a Community Resilience workshop for local government staff and officials in
collaboration with Wisconsin's Green Fire. The goal is to engage participants in a collaborative,
cross-disciplinary workshop, where they will learn about nature -based solutions and green
infrastructure in an effort to reduce weather -related risks and costs and deliver multiple
community benefits. (Katie Livernash, Amy Ebert, Janell Wehr, Kayla Rombalski)
• A series of phone calls and farm visits in Adams, Green Lake, Waushara and Portage counties to
address concerns brought up by livestock producers. This effort is designed to assist livestock
producers in providing research based information for their use t o help improve and maintain
economic viability for their operation. Total Reach: Calls to the office and farm visits totaled 15+
producers through phone calls, email, and on-farm visits
• Developing an enterprise budget spreadsheet for beef producers to project a cost of production
to finish beef animals over multiple production phases. The goal is for farmers to determine their
cost of production to make informed management decisions for finishing cattle.
• Deployment of Community Needs Assessment Survey: The survey Karen has
developed to assess the needs of the community related to crops & soils
programming is being dispersed throughout the programming area. There are
both digital and print versions in use. Results will be collected over the next
couple of months, and then analyzed to inform future programming needs. A

Community & Economic Development
Katie Livernash, Community Development Educator
• Planning for a Community Resilience workshop for local government staff and officials in
collaboration with Wisconsin's Green Fire. The goal is to engage participants in a collaborative,

• Extension is serving on the Zoning Ordinance Subcommittee to support Portage County as they
undertake a comprehensive rewrite of their Zoning Ordinance. The goal of the rewritten code is
that it will better reflect current land use practices, community values, and future growth

• Facilitating the Portage County Affordable Housing Coalition, a newly forming coalition for
housing service providers in Portage County. Through increasing communication between and
understanding of the various organizations across the county, as well as collaborating on various
efforts through topic -based workgroups, the overall goal is to improve housing access and
affordability in the Portage County area. Total Reach: about 25 participants per meeting
• Partnering on a Wisconsin Partnership Program - Community Impact Grant (2025 -2027) with
CAP Services, Inc. and the UW Center for Community and Non -Profit Studies to grow and
improve CAP Services' housing repairs programming. A goal of this project is to im prove the
accessibility and timeliness of their services in order to improve housing conditions for low to
moderate income individuals and improve health equity in housing.
• Increasing community capacity to address housing by developing a new non -profit organization
(Central Wisconsin Community Land Trust) that will implement programming to address housing
inequality so that residents of the Central Wisconsin Area will have in creased opportunities to
access safe, stable and affordable housing. Total Reach: 7 board members, over 40 educational
presentation attendees
Human Development and Relationships
Alicia Utke, HDR Educator
• Educator Alicia Utke met with children and family serving community collaborators throughout
Portage County. These collaborators included the Family Court Commissioner, CAP Services,
WIC, Public Health, Aspirus, the Housing Authority, Boys & Girls Club, Y oungStar, University
Child Learning and Care Center, Noble Community Clinic, and Portage County Public Library.
These conversations strengthened connections between Extension and community
organizations, increased understanding of local strengths, service gaps, and emerging family
needs, and identified opportunities for collaboration to support parenting education, child
development, and family well-being throughout the county.

• Educator Alicia met with community collaborators focused on healthy aging and community well-
being, including the Aging & Disability Resource Center (ADRC), Public Health, Aspirus, Noble
Community Clinics, CAP Services, the Healthy Eating and Active Living (HEAL) Coalition, the
Rural Community Connections Task Force, and the Age- Friendly Communities Commission.
Through these conversations, Extension gained a deeper understanding of community strengths,
barriers to healthy aging, the needs of caregivers and older adults, and opportunities for
collaboration that support lifelong health, social connection, and independent living for Portage
County residents.
• A two-hour virtual COMET ™ (Changing Our Mental and Emotional Trajectory) mental wellness
program was co -facilitated for agricultural service professionals, farmers, and rural community
members. Participants learned active listening skills and strategies for having caring
conversations with individuals who may be experiencing stress or other challenges before
reaching a mental health crisis. The program encourages members of farming and rural
communities to strengthen their noticing skills, support one anoth er through caring
conversations, and foster stronger community connections.
• A six-hour Early Childhood Education workshop was delivered at Fox Valley Technical College in
Waupaca, with Portage County child care providers participating. The workshop was the
culmination of a year -long curriculum development and planning effort to pr ovide research -
based professional development for early childhood educators. Forty -five participants earned
Wisconsin Registry credit for completing the training. This work was supported by a $150,000
Baldwin Wisconsin Idea Endowment grant. Planning is already underway to host the second year
of training in Portage County on April 3, 2027. The workshop topic will be "Managing Challenging
Behaviors." These workshops are offered in multiple locations across Wisconsin, and the
curriculum will remain available to local early childhood educators through future continuing
education opportunities.
• Educator Alicia traveled to Shawano County to facilitate a workshop and maintain Care U
certification. Although delivered in Shawano County, a CARE U workshop on aging and vision
enabled Educator Alicia Utke to renew her facilitator certification during the transition to Portage
County. Maintaining this certification allows Extension to offer CARE U workshops for local
caregivers, direct care staff, and skilled care facilities. Available CARE U topics include aging and
vision, dementia care, mobility, nutri tion and swallowing, person -centered care, pain
management, and emergency preparedness.
• A three-hour virtual Parents Forever program was offered to parents and caregivers experiencing
separation, divorce, or changes in custody arrangements. Participants learned strategies to
strengthen the parent -child relationship and improve communication w ith their co -parent.
