Purchasing Projects Report — Courthouse Remodel, New Jail/LEC, and Solid Waste Remodel Procurement Director Schultz reported on purchasing projects. * Supervisor Splinter joined the meeting remotely at 4:00 PM. Page 3 of 10 1 RESOLUTION NO. TO: THE HONORABLE CHAIR AND MEMBERS OF THE PORTAGE COUNTY BOARD OF SUPERVISORS: RE: APPROVING AND AUTHORIZING A CONTRACT AMENDMENT WITH J.H. FINDORFF & SON INC. TO PROVIDE CONSTRUCTION MANAGER AT RISK SERVICES RELATED TO PHASE 1 OF THE PORTAGE COUNTY COURTHOUSE REMODEL PROJECT WHEREAS, Portage County has previously contracted with J.H. Findorff & Sons Inc. (Findorff) for Construction Management at Risk (CMAR) services related to the Courthouse Remodel and new Jail and Law Enforcement Center construction Capital Improvement Projects; and WHEREAS, the County is postured for the next phases of these projects, which involves Phase 1 Construction of the Courthouse Remodel Project – Family Court; and WHEREAS, the purpose of this resolution is to approve the Findorff contract amendment of the Guaranteed Maximum Price (GMP) for Phase 1 of the Portage County Courthouse remodel project related to Family Court, which project was previously approved by the Portage County Board of Supervisors; and WHEREAS, the contract cost for Findorff to provide services for Phase 1 Courthouse Remodel – Family Court is $560,333 as set forth in the attached Contract Summary Form; and WHEREAS, in order to comply with the Portage County Purchasing Ordinance 3.7.11, Contracts and Leases, all leases or contracts for services exceeding $25,000 must have governing committee approval, furthermore, any contract exceeding $100,000 must also be approved by resolution of the County Board. FISCAL NOTE: The project costs for further design development are stated in the Jail/Law Enforcement Center Facility Project (# 850-25-01) and the Courthouse Building Remodel Project (#850-25-02) as proposed to be amended in the Portage County 2026 – 2031 Capital Improvement Plan. Portage County will finance the proposed projects with the sale of general obligation notes or bonds for the public purpose of financing continued design to develop project costs and timeline for the new facility construction of the jail/law enforcement center and for repairs and remodel of the Courthouse facility. The project expenses will be reimbursed by general obligation bond or note proceeds a nd the necessary resolutions for financing will be separate from this resolution. The final amount of the project will be finalized through further design development, construction documents, and bidding by the architectural firm and construction manager at risk. There will be a subsequent budget amendment and resolution at such a time as the County moves forward with the sale of the notes or bonds. Page 4 of 10 2 NOW, THEREFORE, BE IT RESOLVED that the Portage County Board of Supervisors hereby approves the contract amendment with Findorff for CMAR services as set forth in this resolution and the attached Contract Summary Form.
