Chairperson Director Haffele called for nominations for chairperson. Randazzo nominated Wiza for chairperson, seconded by Gifford. Nominations were called two additional times. A motion was made by Bassett, seconded by Fritz, to cast a unanimous ballot for Wiza for chairperson. Motion to cast a unanimous ballot carried by voice vote, with no negative votes. 2. Vice Chairperson Wiza called for nominations for vice chair. Gifford nominated Randazzo for vice chair. Randazzo turned the nomination down. Randazzo nominated Gifford for vice chair. Nominations were called two additional times. A motion was made by Bassett, seconded by Randazzo, to cast a unanimous ballot for Gifford for vice chair. APPROVAL OF MINUTES 9. March Meeting Minutes A motion was made by Gifford, seconded by Bassett, to approve the March meeting minutes. Motion carried by voice vote, with no negative votes. DISCUSSION/POSSIBLE ACTION 10. Discussion/Possible Action: 2025 Overview 11. Discussion/Possible Action: Approve an amendment to add a fuel surcharge to the Mykisen and Sons Hauling Contract for hauling services to the landfill and MRF. A motion was made by Randazzo, seconded by Bassett, to approve adding a fuel surcharge to the Mykisen and Sons contract. Motion to approve carried by voice vote, with five ayes and one nay. 12. Discussion/Possible Action: Approving a budget amendment for a fuel surcharge and increasing tipping fees to offset the cost. A motion was made by Randazzo, seconded by Bassett, to approve the budget amendment for a fuel surcharge and to increase solid waste tipping fees by $0.50 per ton to offset the cost. Motion carried by voice vote, with no negative votes. NEXT MEETING DATE June 23 at 4:30 pm ADJOURNMENT Meeting adjourned at 05:18 PM Page 10 of 11 Memo To: Solid Waste Management Board Members From: Amanda Haffele, Solid Waste Director Date: May 21, 2026 RE: Deer Carcass Dumpster The Solid Waste Department is preparing a contingency plan in the event that federal funding for deer carcass dumpsters does not materialize for the upcoming season. Without this funding, the Wisconsin Department of Natural Resources will be unable to provide carcass dumpsters throughout the region. For reference, the average cost of a dumpster, including rental and disposal, for the 2025–2026 deer season in Central Wisconsin was $171 per ton. The dumpster placed at the Transfer Facility last season received 24.52 tons of carcasses. If federal funding is not secured, staff request that the Board prioritize the following options: 1. Do not host a dumpster. 2. Host a dumpster and implement a per-vehicle charge, with or without a minimum fee. a. Example: $200 per ton with a $5 or $10 minimum per vehicle. 3. Host a dumpster and charge per carcass or per bag of carcass waste. a. Example: $5 per carcass or bag. Staff recommend hosting a dumpster while implementing a per-ton fee with a minimum charge. This approach would allow both residents and small businesses to dispose of carcass waste appropriately. Offering a free dumpster is not recommended. It would be the only free carcass disposal site in Central Wisconsin, likely to result in excessive use, overwhelming volumes of waste, and unsustainable costs for the Department. Page 11 of 11
