Town Board Meeting — Minutes

TOWN OF WHEATON REGULAR BOARD MEETING MINUTES Tuesday, December 9, 2025 The meeting has been properly noticed per Wisconsin Statute 19.84 2) The meeting was called to order at 7:00pm with the Pledge of Allegiance being recited and a moment of silence being observed. 3) Roll call was taken and the following members were present: Mr. Deutscher, Ms. Miller, Mr. Gutsch, Ms. Rudd, Mr. Kohls, and Ms. Droske. Mr. Books was absent. 4) A motion was made by Rudd/Droske to approve the agenda. Motion carried on a unanimous voice vote. 5) Mr. Deutscher presented the clerk’s report and check register. A motion was made by Droske/Rudd to approve the November 11, 2025 and November 17, 2025 meeting minutes. The motion carried on a unanimous voice vote. 6) Public comments: A donation check was presented to the Town of Wheaton on behalf of the members of Wheaton Fire & Rescue for Fired Up Day fireworks in the amount of $4,300. 7) Committee Reports: A) Ms. Miller presented the treasurer’s report. B) Chief Adam Blaskowski presented the fire chief report on the budget, equipment, runs, training, and answered questions from the board. C) Ms. Droske presented the ground water report. D) The Parks Commission members were updated on the website. The April election notice, tax collection dates, and Resolution 2025-03 were posted to the website. E) A tourism report was not available. F) There was not a Corridor T report as there was not a meeting held in November. 8) Old Business A) Options for replacing the water heater at the fire station were discussed. A motion was made by Droske/Rudd to accept the bid from Kjelstad Plumbing for a 75-gallon LP gas water heater installed at a cost of $5,500. The motion carried on a unanimous roll call vote. B) The board tabled any action on the fire department constitution and bylaws to the January board meeting. C) A motion was made by Rudd/Kohls to adopt Ordinance Chapter 38 for records access as it was read at the November board meeting. The motion carried on a unanimous voice vote. D) A motion was made by Droske/Kohls to adopt Ordinance Chapter 40 Plan Commission as it was read at the November board meeting. The motion carried on a unanimous voice vote. 9) New Business A) The Erickson/Lemay CSM divide parcel 22809-2933-00020003 was discussed. A motion was made by Rudd/Droske to approve the Erickson/Lemay CSM divide parcel 22809-2933-00020003. The motion carried on a unanimous voice vote. B) The Schneider CSM divide parcel 22809-0944-00020000 was discussed. A motion was made by Rudd/Droske to approve the Schneider CSM divide parcel 22809-0944-00020000. The motion carried on a unanimous voice vote. C) The board of review certification training will be attended at a later date. D) Adjustments to the 2025 town budget were discussed. A motion was made by Gutsch/Droske to adjust the budget as recommended by the town clerk. The motion carried on a unanimous roll call vote. 10) Future Agenda Items: Town employee review and compensation review and fire department constitution and bylaws. 11) The next meeting date was set for Tuesday, January 13, 2026 at 7pm. 12) A motion by Kohls/Rudd was made to adjourn.
