Town Board Meeting — Minutes

Town of Wheaton Board Meeting Minutes Wednesday September 3, 2025 The meeting has been properly posted per WI Statute 19.84 The meeting was called to order at 6PM by Chair Eugene Gutsch, the pledge of allegiance was recited along with a moment of silence. Roll call was taken and the following members were present, Eugene Gutsch, Alice Droske, Ken Books, Mary Rudd, Mark Kohls, Misty Miller. Absent was Scott Deutscher A motion was made by Ken Books, second by Mary Rudd to approve the agenda for the meeting. Motion carried, unanimous voice vote. Review/Discuss/Act; Current Ordinance 39, Fire Department Bylaws, Constitution and Proposed Ordinance 39. Chief Blaskowski was present the meeting and contributed to the review, along with Captain Vinse Morning. The Constitution and Bylaws pertaining to the Fire Department were reviewed and amended to reflect current operation and to coincide with Ordinance 39. Motion by Ken Books, second by Alice Droske to send Constitution and Bylaws as amended and updated to the Fire Department membership to review. Motion carried unanimous voice vote. Review/Discuss; Preparation work on the Fire Chiefs evaluation. Town Chair Eugene Gutsch read the motion to go into closed session pursuant to 19.85(1)(c). Motion by Alice Droske, second by Mark Kohls, the Treasurer be excluded from attendance in the closed session. Motion carried unanimous roll call vote. Motion by Ken Books, second by Mary Rudd the board move to closed session to work on the Fire Chief’s evaluation. Motion carried unanimous roll call vote. Board moved to closed session at 8:10PM. Return to open session and announcement of any decisions reached in closed session; Motion by Mary Rudd, second by Mark Kohls the meeting return to open session. Motion carried unanimous roll call vote. Returned to open session 9:51PM. Alice Droske read a statement regarding closed session discussion. “The Town Board has developed a document and a procedure to move forward with the evaluation of the Fire Chief. A meeting will be scheduled between the Town Board and Fire Chief to review his evaluation”. Adjournment; Motion by Ken Books, second by Mary Rudd the meeting move to adjournment.
