Town Board Meeting — Minutes

Town of Wheaton Board Meeting Minutes July 31, 2025 The meeting has been properly posted per WI Statute 19.84 The meeting was called to order at 6PM by Chair Eugene Gutsch, the pledge of allegiance was recited along with a moment of silence. Roll call was taken and the following members were present, Eugene Gutsch, Alice Droske, Ken Books, Mary Rudd, Mark Kohls, Misty Miller. Absent was Scott Deutscher A motion was made by Ken Books, second by Alice Droske to approve the agenda for the meeting. Motion carried, unanimous voice vote. Review/Discuss/Act; Current Ordinance 39, Fire Department Bylaws, Constitution and Proposed Ordinance 39. Chief Blaskowski was present the meeting and contributed to the review, along with Captain Vinse Morning. Areas of the proposed Ordinance that referred to the Fire Commission were reviewed and discussed. The language, verbiage was updated to reflect the changes and processes now administered by the Town Board. No formal action was taken to move to adopt as more work needs to be done in respect to the Bylaws and Constitution. Review/Discuss/Act; Fire Chiefs job description. The Board reviewed and updated the Fire Chief’s job description to reflect the current language in regard to who the Fire Chief reports to. The majority of the language remained unchanged with respect to the Duties and Responsibilities of the position. Motion by Alice Droske, second by Mary Rudd to approve the Job description of the Fire Chief with the changes noted. Motion carried, unanimous voice vote. Review/Discuss; Preparation work on the Fire Chiefs evaluation. A member of the public wished to be recognized and allowed to speak in regard to this agenda item. Jessi Jones gave a brief overview of concern for the matter about to be discussed. Town Chair Eugene Gutsch read the motion to go into closed session pursuant to 19.85(1)(c). Motion by Alice Droske, second by Mary Rudd, the Treasurer be excluded from attendance in the closed session. Motion carried unanimous roll call vote. Motion by Ken Books, second by Mary Rudd the board move to closed session to work on the Fire Chief’s evaluation. Motion carried unanimous roll call vote. Board moved to closed session at 8:41PM. Return to open session and announcement of any decisions reached in closed session; Motion by Mary Rudd, second by Mark Kohls the meeting return to open session. Motion carried unanimous roll call vote. Returned to open session 10:18PM. Chair Eugene Gutsch announced that more work is needed on compiling the Fire Chiefs evaluation. The next closed session date / time will be determined after the August Town Board meeting. Adjournment; Motion by Mary Rudd, second by Ken Books the meeting move to adjournment.
