July 15, 2026 Town of Dewey Board Meeting Note: These are the proposed Minutes that will be approved at the next Board meeting. ___________________________________________________________________________ Minutes Wednesday, July 15, 2026 430 Dewey Drive-Stevens Point WI 54482 Verify Open Meeting Notice & Roll Call: The open meeting notice was verified. Chairman Maurice King, Supervisor LeRoy Pukrop, Supervisor Dennis Meis, Clerk Angela Lochinger, and Treasurer Lori Kolodziej were present. 6 town residents and/or visitors were present. Call to Order: The meeting was called to order by Chairman King at 6:08 p.m., immediately following the meeting to adjourn the Board of Review. The Pledge of Allegiance was recited. Approval of Minutes from the meetings of June 18, 2026and June 24, 2026: Supervisor Pukrop motioned to approve the June 18, 2026 minutes as presented. Supervisor Meis seconded. The motion passed 3-0. Supervisor Meis motioned to approve the June 24, 2026 minutes as presented. Supervisor Pukrop seconded. The motion passed 3-0. Citizens wishing to address the Town Board: Doug Evica inquired about planned construction on property near the town dump site. Chairman King stated that building permits and required setbacks are regulated by Portage County. Supervisor Comments/Concerns: Supervisor Pukrop reported receiving a phone call that a new dock had reportedly been installed at the public access property on Bay View Drive, where a previous dock had been removed. Chairman King stated that he would inspect the property. Supervisor Meis stated that the road looked good but suggested the new road & maintenance employee be offered additional training with an experienced grader operator, as had been provided to past employees. He also suggested employees call ahead to confirm parts availability before traveling. Update on construction of a sand/salt storage containment: Supervisor Meis reported that the estimated cost is approximately $8,000-$9,000, depending on the equipment needed to unload the concrete blocks. Chairman King stated that the containment would be placed approximately 20 feet from the rear property line and 25 feet from the east property line. A permit must be obtained before construction begins. Supervisor Meis motioned to move forward with construction of the sand/salt storage containment. Supervisor Pukrop seconded. The motion passed 3-0. Review legal opinion on Pioneer Road north of Dewey Drive: Chairman King reported that the town attorney reviewed the additional questions raised at the previous meeting. Based on available records, the attorney’s opinion is that the portion beyond the recognized 0.76-mile road length appears to have been discontinued under Wis. Stat. § 82.19 and was not subject to the notice procedures under Wis. Stat. § 66.1003. Regarding the town’s use of the turnaround beyond the recognized road length, Chairman King noted that the town has used similar turnarounds in other locations and that the attorney saw no issue with the practice. A resolution adopting the legal opinion will be considered at the August meeting. Discussion/Action on updates to the Town of Dewey Fee Schedule: The board reviewed updates removing information for a former road & maintenance employee and adding the applicable information for the town’s current employee. Supervisor Pukrop motioned to approve the updated Town of Dewey Fee Schedule. Supervisor Meis seconded. The motion passed 3-0. Discussion/Action on purchase of road groom equipment: Chairman King reported that the approximately $27,000 purchase could not be justified. Town employees instead plan to modify used disc equipment for the town’s mower during the fall or winter. Supervisor Pukdrop motioned not to proceed with the purchase of the road groom equipment at this time. Supervisor Meis seconded. The motion passed 3-0. Discussion/Action on updates to the Town of Dewey Local Emergency Response Plan: Chairman King reported that Portage County Emergency Management issued a new format for the plan. The existing information will be transferred into the new format, and the item was placed on hold until the update is completed. Discussion on option of vasectomy versus neutering for dog licensing: Rhonda Hollfelder requested that vasectomy be recognized as an alternative to neutering for dog licensing, explaining that both procedures prevent reproduction while vasectomy allows the dog to retain its natural hormones. The board discussed whether the town has the authority to make this change within the Portage County dog licensing program. Chairman King will contact the Humane Society for clarification. Discussion/Action on sale of dead tree at the town’s brush site: Chairman King reported that an individual asked to purchase a dead tree at the brush site for woodworking. Town employees would cut down the tree and assist with loading it. Supervisor Pukrop motioned to authorize Chairman King to negotiate a price and sell the tree to the interested buyer. Supervisor Meis seconded. The motion passed 3-0. Clerk/Treasurer Reports for June: The board reviewed the Clerk and Treasurer reports for June, noting that the reports balanced. Supervisor Pukrop motioned to accept the Clerk and Treasurer reports as presented. Supervisor Meis seconded. The motion passed 3-0. Chairperson’s Report on town work and activities: Chairman King reported that Rural Mutual had confirmed it does not offer the type of personal vehicle coverage previously discussed for Fire/EMS personnel. The town’s new road and maintenance employee is completing the requirements to enroll in Northcentral Technical College’s CDL program. The course will cost approximately $1,700, and a three- year agreement was prepared outlining the expenses and reimbursement terms if the employee leaves town employment. The board also discussed employee health insurance options and will seek additional information. Town employees have been working on brush cutting, patching, grading, shoulder cutting, equipment repairs, and finishing up on driveway entrances on Willow Springs Drive. Repairs to the grader’s air- conditioning are also planned. Portage County conducted a speed study on County Highway Y and is updating its shoreland zoning ordinance. Correspondence: The board reviewed correspondence. Meeting Dates & Agendas: Upcoming Town meetings will be held at the Town of Dewey Town Hall on: • Wednesday, August 19, 2026 – 6:00 p.m. – Town Board Meeting • Tuesday, September 8, 2026 – 9:00 a.m.– 3:00 p.m. – Open Book • Tuesday, September 15, 2026 – 5:00 p.m. – 7:00 p.m. – Board of Review Approve and Pay Bills: Supervisor Pukrop motioned to approve and pay the bills as presented. Supervisor Meis seconded. The motion passed 3-0. Adjournment: Chairman King adjourned the meeting at 7:22 p.m.
