May 11, 2026
Pursuant to due call and notice thereof, a meeting of the Health & Safety C ommittee was held on

present were Dar Hintz , Maureen Otwell , and Bailey Ruona . R epresent ing staff were City
Administrat or Matt Wolf , Clerk Rashel Temmers , and Police Chief Eric Michaels. Also present
were Megan Langer and Kevin Champlin.

Committee Member Ruona motioned to approve the minutes from Februa ry 1 8 , 2026 ,
seconded by Committee Member Otwell . Motion passed unanimously by a voice vote , 3 -to-0.
3. Review of “ Class B ” at 216 Broad Street and Presentation of Business Plan by Megan Langer
City Administrator Matt Wolf presented background information at 216 Broad Street.
On October 1, 2024, Jonathan Lundquist of Big G Ventures, LLC, purchased 2 16 Broad St
N., previously known as Lucille ’s. Mr. Lundquist began interior demolition shortly after
purchasing the building and planned to remodel and reopen it as Gordy ’s Hi-Hat. Since
the date of purchase, renovations have not been completed, and the business has not
been opened . Staff has allowed Mr. Lundquist to retain the “ Class B ” Liquor License in
anticipation that the busines s would open ; h owever, the building is now listed for sale.
Mr. Lundquist has stated that there are interested parties, bu t only if the “ Class B ”
Liquor License remains available. After extensive research, the “ Class B ” Liquor License
held by Mr. Lundquist appears to be a Reserve License as it was issued after 1998.
A ccording to WI DOR, publication 309, if the property is sold, the purchaser w ould be
required to follow the new license approval process. Megan Langer expressed interest
in purchasing and renovating the property. Her proposed business model would require
that the “ Class B ” Liquor License remain associated with the property. She requested
the opportunity to present her business plan in support of allowing the l icense to
remain available for use at this location . If approved, s he would be required to pay the
full liquor license fee as a new license holder. Additionally, The Corner Italian has
expressed interest in obtaining the liquor license if it becomes available. The restaurant
previously applied for one of the City ’s two available liquor licenses , which were
ultimately granted to The Roadhouse and Point St. C roix Marina. Under Wisconsin State
Statutes, municipalities receive one additional Class B Liquor License for every increase
of 500 in population. The City ’s last increase occurred when the population reached
4,260 residents, and the next additional license will become available once the c ity
reaches a population of 4,760. According to the Wisconsin Department of
Administration ’s 2025 population estimate, the City of Prescott had a population of
4,559.
Megan Langer presented a brief overview of her busin ess plan for 2 16 Broad Street.
Committee member Ruona motioned to approve keeping the “ Class B ” Liquor License
available for use at 216 Broad Street. Committee member Otwell seconded the
motion. There was no further discussion on the motion. Motion passed unanimously
by a voice vote , 3 -to-0.
4. Review of UTV/ ATVs within the City of Prescott Municipal Limits
City Administrator Matt Wolf presented information regarding the use of UTVs/ATVs within city
limits. Under Wisconsin law, municipalities may authorize all-terra in vehicles (ATVs) and /or
utility terrain vehicles (UTVs) operation on designated roadways through the adoption of a local
ordinance pursuant to Wis. Stat. § 23.33. Since legislative changes adopted in 2017, cities,
villages, and towns may authorize ATV/UTV operation on highways with speed limits of 35 mph
or less within municipal boundaries, even if the municipality does not maintain jurisdiction over
the roadway. The City of Prescott is unique in that it is bordered by two rivers , and is only
accessible via US Highway 10 and State Highway 29/35, all of which have speed limit s greater
than 35 mph. Therefore, there is currently no legal way to access the city by ATV/UTV from
outside the community. Wolf also noted that the drawbacks of allowing ATV/UTV operation
within city limits include safety concerns related to traffic and population density, noise, and
enforcement challenges. Committee member Ruona motioned to make no changes to the
current ATV/UTV city ordinances. Committee member Otwell seconded t he motion. Motion
passed unanimously by a voice vote, 3-0.

for less than what is offered by Cintas, and the committee recommended that staff do some
price checking on the rest of the first aid kits and recommendations. Committee member
Otwell asked that, since we are doing some price checking, staff should invest igate obtaining
bio-hazard kits and what they would cost. There was no motion on this item as it was for
informational purposes only and for the committee to recommend to staff on how to move
forward with this.
6. Other Business :
a. Parking at 220 Broad Street
Committee member Hintz reported that the business at 220 Broad Street has been parking
in the “ drive-through ” area between 220 Broad Street and the Circle K Gas Station . A fence
and picnic tables have also been placed near the sidewalk, blocking the dri ve-through area .
Hintz questioned whether the drive-through was city property or privately owned . After
review, it was determined that th e drive-through is part of 220 Broad Street and employees
may park there. Staff will investigate the placement of the picnic tables and fence and bring
the issues back to the Health and Safety Committee.
b. 244 Elm Street
Discussion was held regarding the condition of 244 Elm Street , following complaints from
neighbors . S taff requested directions regarding the Committee ’s first course of action. A
sign is posted on the front door with a phone number that goes to the bank. A neighbor
contacted the bank in Pennsylvania to inquire about the upkeep of the property and was
told that there is a work order in place. The committee expressed concern regarding the
condition of the property , including but not limited to: a tarp on the roof due to the fire that
happened, the water having been shut off two years ago, the overgrown brush, unkempt
trees, the screen door on the back o f the house falling off, and broken windows. The
Committee recommended that staff send letters requiring a building inspection to verify the
condition of the home. There was no motion on this item as it was for informational
purposes only.

by Committee Member Otwell . Motion passed unanimously ( 3 -to-0); meeting adjourned at
