June 18, 2026 Town of Dewey Board Meeting Note: These are the proposed Minutes that will be approved at the next Board meeting. ___________________________________________________________________________ Minutes Thursday, June 18, 2026 430 Dewey Drive-Stevens Point WI 54482 Verify Open Meeting Notice & Roll Call: The open meeting notice was verified. Chairman Maurice King, Supervisor LeRoy Pukrop, Supervisor Dennis Meis, Clerk Angela Lochinger, and Treasurer Lori Kolodziej were present. 8 town residents and/or visitors were present. Call to Order: The meeting was called to order by Chairman King at 6:04 p.m., immediately following the Special Town Meeting of the Electors. The Pledge of Allegiance was recited. Approval of Minutes from the meetings of May 20, 2026, May 27, 2026 and June 9, 2026: Supervisor Pukrop motioned to approve the May 20, 2026 minutes as presented. Supervisor Meis seconded. The motion passed 3-0. Supervisor Meis motioned to approve the May 27, 2026 minutes as presented. Supervisor Pukrop seconded. The motion passed 3-0. Supervisor Pukrop motioned to approve the June 9, 2026 minutes as presented. Supervisor Meis seconded. The motion passed 3-0. Citizens wishing to address the Town Board: None Supervisor Comments/Concerns: Supervisor Meis asked for an update on granite-related concerns regarding the joint section of Birch Drive with the Town of Guenther. Chairman King stated that no response had been received. Supervisor Meis also relayed thanks from Irv Wachowiak regarding a drainage issue that appears to be resolving. Update on construction of a sand/salt storage containment: Supervisor Meis reported the estimated project cost is approximately $8,000 - $8,500. Chairman King reported he had staked the proposed location and reviewed the required setbacks. This will be placed on the next agenda for possible action. Review legal opinion on Pioneer Road north of Dewey Drive: Chairman King summarized the town attorney’s opinion that the disputed portion beyond the recognized 0.76-mile road length is deemed discontinued and that the town has no claim to that portion. He reviewed available town records indicating that the last map found showing a one-mile road was from approximately 1969 and that highway aids have not been paid beyond the 0.76-mile point. The attorney concluded that any remaining ownership or property interests involving the discontinued portion are matters between the private parties. Peggy Kontney asked the following questions and requested that they be included in the minutes: 1. “When you requested a letter from the attorney, was there any request as to the procedure to vacate a road? Or do you know the procedure necessary to vacate a road?” 2. “How was that vacation processed? What records does the Town of Dewey have that provide us proof that that road was vacated?” 3. “What was sent to the property owners to let them know that the road was vacated?” 4. “Seeing that we know now where the gas tax map ends, I believe the Town of Dewey has been maintaining up into the turnaround that goes past the gas tax map. Will the town acknowledge that?” Chairman King responded that available town records indicate highway aids were no longer paid beyond the 0.76-mile point, no record was found showing the town contested the mileage designation, and no records regarding notice to property owners were located. He noted that he was not serving on the town board in 1969 and could not say what notice, if any, was provided at that time. Regarding maintenance beyond the 0.76-mile point, Jennifer Laskowski stated that she had maintained that area and allowed the town to use the turnaround. Chairman King stated that the town has plowed to the turnaround, approximately 50 feet beyond the 0.76-mile point, because town equipment needs a place to turn around. He stated that he would follow up with the town attorney regarding the questions raised. Jennifer Laskowski stated that she had letters from six town residents and affidavits from property owners that she could provide to the board. She stated that her purpose was to obtain a clear determination as to whether the disputed area is a town road. The parties also expressed differing positions regarding the history and placement of the gate. Chairman King reported that granite improvements up to the 0.76-mile point are planned for this summer. Jennifer Laskowski offered to contribute toward the cost and requested that the town’s final determination regarding the road be recorded with the Portage County Register of Deeds. Discussion/Action on liquor, beer, operator, tobacco and vaping licenses: The board reviewed the Class “B” beer and “Class B” liquor license renewal applications for Tiki Beach Bar & Grill, Bullheads Bar & Grill, Sunset Bay Grill, and Funny Farm 2.0. The board also discussed requesting updated premises sketches with future renewal applications. Supervisor Pukrop motioned to approve the Class B Combination beer and liquor license renewals as presented. Supervisor Meis seconded. The motion passed 3-0. The board reviewed an over-the-counter cigarette and tobacco products retail license application for Tiki Beach Bar & Grill and an over-the-counter electronic vaping devices retail license application for Funny Farm 2.0. Supervisor Meis motioned to approve the cigarette, tobacco and electronic vaping device retail licenses as presented. Supervisor Pukrop seconded. The motion passed 3-0. The board reviewed the operator license applications, related court complaints and the town attorney’s guidance. Two Sunset Bay Grill applicants had not submitted their responsible beverage server training certificates. Chairman King motioned to approve the operator license applications as presented, with the condition that the two Sunset Bay Grill licenses will not be issued until the required certificates are submitted. Supervisor Pukrop seconded. The motion passed 3-0. Discussion/Action on updates to the Town of Dewey Fee Schedule: Following discussion, Supervisor Meis motioned to update the Town of Dewey Fee Schedule for elected town officers performing work as town employees by increasing the hourly wage from $19.00 to $22.00 for those holding a CDL and from $16.00 to $20.00 for those without a CDL, as approved at the Special Town Meeting of the Electors. Supervisor Pukrop seconded. The motion passed 3-0. Discussion on purchase of road groom equipment: The board discussed the recently demonstrated road groomer and determined that the approximately $27,000 cost could not be justified. Town employees will explore modifying a used disc for the town’s older mower at an estimated cost of approximately $1,000. The matter will return on a future agenda. Work on updates to the Town of Dewey Local Emergency Response Plan: The board reviewed updates to emergency contacts, available resources, high-risk locations and possible alternative access routes. Additional contractors, quarries and neighboring municipalities may be added as emergency resources. The board also discussed emergency access near Pinewood Drive and Interstate 39, along with concerns about identifying medically vulnerable residents. Chairman King will gather additional information and update the plan for possible approval at the next meeting. Report on the 2% Dues Audit: Fire Chief Lepper reported that the fire department was found to be in substantial compliance in all areas except commercial fire inspections, resulting in an overall failed audit. Corrective procedures have been put in place, including an updated inspection policy and additional oversight of inspections. The state will conduct another full audit in January 2027. Chief Lepper stated that no additional resources are needed at this time and that the department expects to pass the next audit. Update on MOE Report: Chairman King reported that Chief Lepper completed the MOE Report and Clerk Lochinger filed it with the Department of Revenue. Clerk/Treasurer Reports for May: The board reviewed the Clerk and Treasurer reports for May, noting that the reports balanced. Supervisor Pukrop motioned to accept the Clerk and Treasurer reports as presented. Supervisor Meis seconded. The motion passed 3-0. Chairperson’s Report on town work and activities: Chairman King reported that town employees have been working on brush cleanup, patching, grading, shoulder cutting, equipment maintenance and other road work. Crack sealing was delayed due to problems with the rented equipment and will be completed later. Work was also completed on the Rocky Ridge Road culvert, along with dust control on town roads. Correspondence: The board reviewed correspondence. Meeting Dates & Agendas: Upcoming Town meetings will be held at the Town of Dewey Town Hall on: • Wednesday, June 24, 2026 – 4:15 p.m. – Town Board Meeting regarding hiring and compensation for the road and maintenance employee position • Wednesday, July 15, 2026 – 6:00 p.m. – Meeting to adjourn Board of Review to a later date, with the Town Board meeting to follow Approve and Pay Bills: Supervisor Meis motioned to approve and pay the bills as presented. Supervisor Pukrop seconded. The motion passed 3-0. Adjournment: Chairman King adjourned the meeting at 7:49 p.m.
