Woelfel stated the 39 Board had a closed session meeting on September 16th to talk about the possibility of 40 Town of Sevastopol, Board of Supervisors’ Meeting, September 21, 2026 2 health insurance for the Clerk/Treasurer to start in 2027. It was the consensus of the Board 1 to support the request and offer health insurance to the Town Clerk. 2 3 Door County Tourism Zone Redline Bylaws Approval. Motion carried 9 10 Schauer Road Update – Funding Request. Woelfel was at a meeting a few weeks ago with 11 the Wisconsin DNR, local Park Manger, a real estate group, County representatives and the 12 Door County Sherrif’s Department. The purpose was to get everyone on the same page on 13 the Schauer Road project. Once the plat is in place, the DNR will have to update the 14 master plan which requires a 30-day publication before a Public Hearing needs to be held. 15 There has been no negative feedback. We are anticipating this to start in the Spring of 16 2027. Ken Pabich has asked the Town to pick up the expense of $3,900 for a transporation 17 plat. Woelfel will get clarification on if the $3,900 is coming out of the $70,000 that we have 18 already committed or if the $3,900 is above and beyond the $70,000. We will go forward 19 and take the $3,900 out of the $70,000 and then if at the end we need to make it up, we will 20 deal with it then. 21 22 New Business 23 Camera Quote for Sevastopol Parks. Woelfel stated that as a part of the implementation 24 of Broadband, we are looking into putting cameras at different locations in our community. 25 Currently, we want to put them at the Town Park. We are hoping in the future to place them 26 at the Clark Lake Dam. The focus is to prevent vandalism and theft. We are looking to get 27 coverage throughout the Town Park, restrooms, pavilion, and pickleball courts. We will 28 have one camera just for the pickleball court and one for recording 24/7 and check out the 29 conditions on our YouTube channel. The difference between quote one and quote two is 30 only $1,600. Motion by Vogel and second by Denil to approve option 1 from Door County IT. 31 Motion carried unanimously. 32 33 Funding Request for Business Association. Woelfel stated that the Sevastopol Business 34 Association has asked the Town to fund them $2,000 to cover the start-up costs. Wait 35 provided a recap of where the Business Association is and how they got there. Seven 36 business owners, including Wait, came forward to be the incorporators and initial Board of 37 Directors. In order to receive funding, Community Business Associations must have 38 501(c)(6) IRS status. The application requires a 3-year budget plan, bylaws, and a conflict-39 of-interest policy, along with a $650 filing fee, and the process may take several months to 40 process. get the 501C6 status. Wait will abstain from the vote since she is involved with the 41 Town of Sevastopol, Board of Supervisors’ Meeting, September 21, 2026 3 Business Association and an active member of its Board. Josh Cory-Yaeggi wanted to ask 1 Destination Sturgeon Bay for possible funding, but Woelfel doesn’t agree with that. We are 2 trying to move away from Destination Sturgeon Bay, so it doesn’t make sense to ask them 3 for start-up funds. Motion by Denil and second by Vogel to approve to provide the 4 Sevastopol Business Association with start-up funds of $2,000. If 17 the bill is complete, the Door County Highway Department overestimated the cost 18 by roughly $21,000.
