May 14th Regular Board Meeting

Town Board Minutes – May 14, 2024 At 7:00 p.m., Supervisor Gayle Ashbery called to order the regular monthly meeting of the Town Board of the Town of Carlton. Present were: Councilman Charles Ricci, Councilman Brian McCue, Councilman Jeffrey Gifaldi, Councilman Dana Woolston, and Supervisor Gayle Ashberry. Following roll call and the Pledge of Allegiance, the minutes from April 9, 2024 were approved by Councilman Brian McCue, and approved by Councilman Jeffrey Gifaldi. Councilman Gifaldi moved to adopt Resolution to Oppose the Establishment of Orleans District Court was seconded by Councilman McCue and unanimously approved. Supervisor Reports for months of March and April 2024 as follows: ➢ March 2024 - Approved by Councilman Woolston, seconded by Councilman Gifaldi. ➢ April 2024 - Approved by Councilman McCue, seconded by Councilman Ricci. Town Clerk Report presented by Debbie Yockel was approved by Councilman Gifaldi and seconded by Councilman Ricci. A motion by Councilman McCue was made to approve Code/Zoning report, seconded by Councilman Gifaldi. A motion by Councilman Ricci was made to approve Town Justice report and was seconded by Councilman McCue. Highway Superintendent Kurt VanWycke reported that mowing is one for ½ of Town. A motion by Councilman McCue to approve the April vouchers to be paid, seconded by Councilman Woolston. Fire Dept. Report – 19 calls and 64 man hours for month of April. Two new members were inducted. There are plans to purchase a new engine in 2026. Report from Legislator John Fitzak – Updating LWRP; Rock Ledge; waiting on engineering from NYS for the pond. Notices will be posted in the Batavia Daily News for the following resolutions: • New Local Law #1 – 6-month moratorium on wind energy; Public Hearing to be held June 11, 2024 at 7:00 p.m. Approved by Councilman Ricci, seconded by Councilman McCue • New Local Law #2 – 6-month moratorium on installation of free-standing, ground-mounted solar panels; Public Hearing to be held June 11, 2024 at 7:05 p.m. Approved by Councilman Ricci, seconded by Councilman McCue • New Local Law #3 – 6-month moratorium on battery storage of wind and solar energy; Public Hearing to be held June 11, 2024 at 7:10 p.m. Approved by Councilman Ricci, seconded by Councilman Woolston. Motion to allocate $3000.00 to purchase security system for the Highway Department, approved by Councilman Woolston and seconded by Councilman Gifaldi.
