April 15, 2026 Town of Dewey Board Meeting Note: These are the proposed Minutes that will be approved at the next Board meeting. ___________________________________________________________________________ Minutes Wednesday, April 15, 2026 430 Dewey Drive-Stevens Point WI 54482 Verify Open Meeting Notice & Roll Call: The open meeting notice was verified. Chairman Maurice King, Supervisor LeRoy Pukrop, Supervisor Dennis Meis, Clerk Angela Lochinger, and Treasurer Lori Kolodziej were present. 6 town residents and/or visitors were present. Call to Order: The meeting was called to order by Chairman King at 6:00 pm. The Pledge of Allegiance was recited. Discussion/Action to reconsider the February 16, 2026 meeting minutes: Chairman King explained that after reviewing the recording of the February 16, 2026 meeting, the correction previously made to the minutes wasn’t accurate. Supervisor Pukrop motioned to reconsider the February 16, 2026 minutes. Supervisor Meis seconded. The motion passed 3-0. Discussion/Action to revise the minutes of the February 16, 2026: The board discussed the wording under “Supervisor Comments/Concerns” regarding the sand/salt stockpile and use of sand on roads. The board agreed the minutes should reflect that Supervisor Meis expressed concerns regarding the size of the sand/salt stockpile and the use of sand on roads this time of year. Supervisor Pukrop motioned to revise the February 16, 2026 minutes as discussed. Supervisor Meis seconded. The motion passed 3-0. Approval of Minutes from the meetings of March 18, 2026 and March 24, 2026: Supervisor Meis motioned to approve the March 18, 2026 minutes as presented. Supervisor Pukrop seconded. The motion passed 3-0. Supervisor Pukrop motioned to approve the March 24, 2026 minutes as presented. Supervisor Meis seconded. The motion passed 3-0. Citizens wishing to address the Town Board: Irv Wachowiak discussed flooding concerns on his property related to drainage on neighboring private property. He asked the town board to look into possible options. Chairman King stated the town would review what authority, if any, it has regarding the issue. Supervisor Comments/Concerns: Supervisor Meis asked about reviewing the sand/salt storage containment area previously discussed with Irv Wachowiak. Chairman King suggested Supervisor Meis coordinate with Mr. Wachowiak and town employees to review the possible location, size, feasibility, and storage needs for the area. Review price quotes for granite, road base material, dust control and road work equipment: The board reviewed price quotes for granite, road base material, dust control, and road work equipment. The quotes will be kept on file and reviewed when planning upcoming road work. Discussion/Action on appointments to the Town Plan Commission: Chairman King stated the updated ordinance provides for staggered Plan Commission terms beginning May 1, 2026. The names were drawn to determine the term lengths. Chairman King motioned to appoint Kathy Girolamo and Sandy Meis to three-year terms, Rhonda Hollfelder and Jennifer Laskowski to two-year terms, and Douglas Evica to a one-year term on the Town Plan Commission, and to reappoint Kathy Girolamo as Plan Commission Chair. Supervisor Pukrop seconded. Supervisor Meis abstained. The motion passed 2-0, with one abstention. Review proposed Town of Dewey Safety & Health Plan: The board reviewed the proposed Safety & Health Plan. Chairman King explained the plan had been started last year and was recently needed for the town’s insurance review. He reported that Rural Mutual Insurance has training videos available, and that training sign-off sheets will be created to document employee training. The board discussed coordinating some training with the Fire Department and noted that load capacity information for the garage lofts is still being looked into. The plan will be brought back for approval at a future meeting. Discussion/Action on updated Town of Dewey Financial Administration Policy: Following review of the updated policy, Supervisor Meis motioned to approve the Town of Dewey Financial Administration Policy as presented. Supervisor Pukrop seconded. The motion passed 3-0. Discussion/Action on updated Town of Dewey Yard Waste/Brush Disposal Policy: Following review of the updated policy, the board discussed keeping the gate open unless problems occur, and noted the site is for Town of Dewey residents and yard waste/brush only. Supervisor Pukrop motioned to approve the Town of Dewey Yard Waste/Brush Disposal Policy as presented. Supervisor Meis seconded. The motion passed 3-0. Discussion/Action on updated Town of Dewey Driveway Policy: Following review of the updated policy, Chairman King noted a typo was corrected regarding the 12-foot minimum overhead clearance requirement. The board discussed the importance of driveway access for emergency vehicles. Supervisor Meis motioned to approve the Town of Dewey Driveway Policy as presented. Supervisor Pukrop seconded. The motion passed 3-0. Discussion/Action on updated Town of Dewey Spending Authorization/Expense Reimbursement Policy: Following review of the updated policy, the board discussed spending authorization for supervisors and credit card use. Supervisor Pukrop motioned to approve the Town of Dewey Spending Authorization/Expense Reimbursement Policy as presented. Supervisor Meis seconded. The motion passed 3-0. Discussion/Action on request from the Stevens Point School District regarding insert in tax bill mailing: The board discussed a request from the Stevens Point School District to include an insert with the town’s tax bill mailing, explaining the school tax portion of the property tax bill. Supervisor Meis motioned to allow the insert with the town’s tax bill mailing, provided it is one page only, received by the required deadline, and the School District pays any additional cost. Supervisor Pukrop seconded. The motion passed 3-0. Discussion/Action on Operator license: Following review of the application, Supervisor Pukrop motioned to approve an operator license for Heather Hubert. Supervisor Meis seconded. The motion passed 3-0. Clerk/Treasurer Reports for March: The board reviewed the Clerk and Treasurer reports for March, noting that the reports balanced. Supervisor Pukrop motioned to accept the Clerk and Treasurer reports as presented. Supervisor Meis seconded. The motion passed 3-0. Chairperson’s Report on town work and activities: Chairman King reported that bridges were closed due to high water and bridge inspection requirements and will remain closed until the water level goes down and they can be reinspected. He also reported that the town employees have been working on ice storm cleanup, including branches along roads, and some grading has been done on main roads. Chairman King stated culvert prices are expected to increase, so he will review what culverts may be needed and look at ordering them before the price increase. He also reported that sign reflectivity work has been completed, and some signs have been replaced or ordered. Correspondence: The board reviewed correspondence. Meeting Dates & Agendas: Upcoming Town meetings will be held at the Town of Dewey Town Hall on: • Tuesday, April 21, 2026 – 6:30 p.m. – Annual Town Meeting • Tuesday, April 28, 2026 – 8:00 a.m. – Road Inspection Meeting • Wednesday, May 20, 2026 – 4:45 p.m. – Joint Meeting with the Town of Guenther • Wednesday, May 20, 2026 – 6:00 p.m. – Meeting to adjourn Board of Review to a later date, with the Town Board meeting to follow Approve and Pay Bills: Supervisor Pukrop motioned to approve and pay the bills as presented. Supervisor Meis seconded. The motion passed 3-0. Adjournment: Chairman King adjourned the meeting at 7:26 p.m.
