Adjournment subject to call of the chair VILLAGE OF PLOVER PARKS DEVELOPMENT COMMITTEE April 15, 2026 5:00 p.m. Members Present: Steve Fritz, Robin Falk, Darcy Grabski, Mike Helmrick, Adam Raabe, Kevin Reimer, Larry Schweitz Others Present: Steve Kunst, Gary Wolf, Julia Mann, Adam DeKleyn, Karmen Anderson, Scott Klemm, Jake Hainzlsperger, Jasmine Barclift, Ross Ballard, Tim Durigan. 1. Mr. Fritz called the meeting to order at 5:30pm. 2. Mr. Raabe made a motion, seconded by Mr. Helmrick, to approve the minutes of the Parks Development Committee meeting of December 17, 2025, as printed. Motion carried. 3. Persons wishing to address the Committee: Bill and Nancy Wood, 1500 Airline Rd, spoke to say, “thank you. ” They have watched the development of Lake Pacawa Park over the years, and “it is amazing. ” They admire the fact that there is no charge for the splash pad, and they are also pleased that dogs are allowed to be walked in the park, and they see many residents benefit from that. They came to express their appreciation to the Village. Discussion with possible action on the following: 4. Dan R. Mahoney Conservancy – Driveway Improvements and New Parking Area Mr. Klemm advised that funding from an easement granted to WPS will be used to pay for gravel and paving, to install an access point to and small parking area in the conservancy land. In the future they are contemplating installing a picnic table or shelter. ***RECOMMENDATION TO VILLAGE BOARD*** Mr. Raabe motioned, seconded by Mr. Helmrick, to recommend approval of Dan R. Mahoney Conservancy – Driveway Improvements and New Parking Area. The motion carried. 5. Proposed Updated Village Park Signage Mr. Hainzlsperger and Mr. Klemm went over the proposed update for park signage. There was discussion regarding the signs’ potential appearance, color, and material. There was some discussion regarding lighting being installed on the signs. The committee instructed Public Works to investigate costs and solar lighting options and bring their findings back to the committee for a decision. Staff will also send out an online survey so the committee members can narrow down the potential sign options. 6. Potential Christmas Walk at Lake Pacawa Park Mr. Klemm advised the Village has been contemplating having a Christmas Walk at Lake Pacawa Park. He advised that since the Village doesn’t have the manpower to run it themselves, they could allow sponsorships. They anticipate allowing sponsors to decorate sections of the walking path, to include a light pole containing an electrical outlet that can be used for lighting. The Village will put out a notice to look for members to volunteer to be on a planning committee. 7. Update on Shelter and Food Truck Rentals Mr. Hainzlsperger went over his report to highlight the popularity of the new small shelter rentals, and the quantity of shelter rentals that have already been booked for the season. As far as Food Truck space rentals, there are currently 8 days booked, but he is hoping for more use as the season progresses. Mr. Klemm spoke up to say that the parks, shelters, and pickleball courts may open early next week instead of the preplanned opening later in the week. 8. Arbor Day 2026 Events Ms. Anderson advised the committee that there will be 2 tree planting events happening in April; a sponsored tree planting April 20th at the Little Plover River Park, and a Village Staff event on Earth Day, April 22nd. 9. Other Parks Updates Mr. Hainzlsperger advised the committee of several miscellaneous updates from the Parks Department, including a new adult changing table to be installed in the family bathroom at Lake Pacawa Park, the new throwable lifelines installed at the lake, and the future installation of an ADA compliant porta potty near the Korean War Memorial Island, as well as a new playground that will be installed at the Little Plover River Park. 10. Mr. Raabe moved to adjourn at 5:59pm, with a second by Ms. Falk. Motion carried. Village of Plover Staff Report Parks Committee Submitted by: Scott Klemm, Public Works Manager Date: June 26th, 2026 Subject: Daniel Mahoney Conservancy Update Background: Thanks to funds from the removal of trees on the Olive Garden site and WPS gas easement, the Village of Plover has planted 62 Black Hills Spruce trees on the north and south borders of the proposed parking area. Public Works has also currently installed a driveway access to County Highway R and a small parking area for approximately 8 vehicles. American Asphalt is slated to pave the entire area later this summer with no specific date set currently. Special thanks to Jim Hopp with Best excavating for the use of his dozer at no charge. Updates DATE: June 24th 2026 2027 Parks Signs - Sign designs were updated with addresses - Approximate pricing was also included - These signs come double sided and structurally ready to install. Public works will be doing the installation - Price is good for any color - Haven’t received pricing on solar option yet. Public works recommends not doing lights. - We will be looking to install between 18 and 22 signs. This number depends on a few parks if we determine they need multiple signs or not Daniel C. Would like to extend a special thank you to Jim Hopp and Best Excavating for the use of his dozer at no cost for install of the driveway at the Daniel Mahoney Conservancy 2. Crews have planted 62 Black Hills Spruce trees and installed the driveway and parking lot at the Dan Mahoney Conservancy. Paving to follow later this summer. 3. Added landscape rock border and boulders to the south side of Lake Pacawa east of the Pickleball courts to replace the old wood posts that were starting to rot and fall over. Boulders were acquired from Portage County road projects at no cost. 4. Freedom Fest 2026 is scheduled at the Bandshell at Lake Pacawa for Friday July 3rd. Will include DJ’s, light show, etc. 5. Boulders have been hauled from Portage County Highway Department road projects to be used at Pacawa berms for a security perimeter. This is a big cost savings to the Village thanks to the cooperation of Portage County Highway Department. 6. Will be pouring the pads and installing two Exo Fit exercise equipment in early July near the new play system at Little Plover River Park. 7. Working with Steve Schaut on IT and wireless upgrades for cameras at Lake Pacawa 8. Will be forming and pouring tee boxes on the disc golf course at Little Plover River Park in early or mid-July along with designing and installing more permanent hole signage. Parks Department did receive a $1000 grant for costs associated with the disc golf course. 9. Parks Department has been busy with numerous baseball games and tournaments, Worzella and Bandshell rentals and small shelter rentals, grass cutting, trash collection, weed removal, and general park maintenance and cleaning. 10. Preparations are underway for Celebrate Plover 2026. 11. Installed additional bushes and trees at Springville Pond and started to extend a granite walking path along the waters edge. 12. Working with the Lake Pacawa 5K run/walk group for future fitness system at Lake Pacawa. 13. DAR group hosted a History Walk at the Plover Cemetery on June 27th, which included a brief onsite parade, various information booths and a bake sale.
