8. Public Hearing and Related Action Items
a. Convene Meeting and Enter Public Hearing – Pickell Map Amendment
Entered Public Hearing at 8:33 a.m.
i. Michael Pickell, Map Amendment in accordance with Section 82-137 of the Calumet
County Zoning Ordinance, requesting to rezone approximately 10 acres from the Single-
Family 20,000 (SF20) district to the Small Estate (SE) district, E ¼, NE ¼, Sec. 21, T17N,
R20E, Town of New Holstein, N1249 Plymouth Trail.
Meuer explained that the applicant is requesting a rezone because a code rewrite in
2009 moved the property into SF20 which does not allow agricultural practices. The
applicant was not aware of the code rewrite and would like to continue having horses.
Meuer stated that the SE district is compatible and would be the best option for this
property as it is consistent with the Comprehensive Plan as well as the County’s Zoning
and Land Division Ordinances. Staff recommends approval to forward it to County
Board.
b. Close Public Hearing and Reconvene Regular Meeting
Closed Public Hearing at 8:39 a.m.
i. Proposed Action: Michael Pickell, Map Amendment of approximately 10 acres from the
SF20 district to the SE district
Motion by Budde and seconded by Kesler to forward this onto County Board with
recommendation for approval of the rezoning request. Motion carried unanimously.
c. Convene Meeting and Enter Public Hearing – Haese Map Amendment
Entered Public Hearing at 8:39 a.m.
i. Rodney Hease and agent Brad Buechel, Map Amendment in accordance with Section 82-
48(f)(2)A, Calumet County Zoning Ordinance, requesting to rezone approximately 4
acres from the Exclusive Agricultural (EA) district to the Agricultural Residential (A-R)
district, and 74 acres from the EA district to the Exclusive Agricultural Preservation (EA-
P) district, SE ¼, SE ¼, Sec. 13, T20N, R20E, Town of Brillion, W192 Harvestore Road
Meuer indicated that the applicant is seeking a rezone and has proposed a farm
consolidation that involves selling the agricultural land surrounding the existing
farmstead. Additionally, it was explained that the Map Amendment is consistent with
the 2045 Comprehensive Plan, Farmland Preservation Plan and Land Division
Ordinances along with County Zoning Ordinances.
d. Close Public Hearing and Reconvene Regular Meeting
Closed Public Hearing at 8:42 a.m.
i. Proposed Action: Rodney Haese and agent Brad Buechel, Map Amendment of
approximately 4 acres to the A-R and 74 acres to the EA-P district
Motion by Budde to forward this to County Board with a recommendation to approve
the rezoning as requested. Seconded by LaTour. Motion carried unanimously.
e. Convene Meeting and Enter Public Hearing - Keuler Trust Map Amendment
Entered Public Hearing at 8:43 a.m.
i. Alfred and Janice Keuler Trust and agent Brad Buechel, Map Amendment in accordance
with Section 82-137 of the Calumet County Zoning Ordinance, requesting to rezone
approximately 32.19 acres from the General Agricultural (GA) and SF20 districts to the
Heartland (HL) district, SE ¼, Sec. 25, T17N, R20E, Town of New Holstein, W204 Cty HH
Meuer explained that the subject property is in the process of being divided and the
perspective buyer of the eastern lot is looking to construct a home in the northeast
corner of the lot. Given the environmental conditions of the site, staff determined that
the Heartland Zoning is more appropriate for the land as it would limit the density of the
lot to 1 residential unit. The proposed rezone is compliant with the 2045 Comprehensive
Plan and carries a staff recommendation for approval. Discussion followed.
f. Close Public Hearing and Reconvene Regular Meeting
Closed Public Hearing at 8:49 a.m.
i. Proposed Action: Alfred and Janice Keuler Trust and agent Brad Buechel, Map
Amendment of approximately 32.19 acres from the General Agricultural (GA) and SF20
districts to the Heartland (HL) district
Budde moved, seconded by Kesler, to also forward this to County Board with a
recommendation to approve the rezoning as its requested. Motion carried unanimously.
g. Convene Meeting and Enter Public Hearing – Schuh Map Amendment
Entered Public Hearing at 8:49 a.m.
i. Andy Schuh and agent Brad Buechel, Map Amendment in accordance with Section 82-
48(f)(2)A, Calumet County Zoning Ordinance, requesting to rezone approximately 5
acres from the Exclusive Agricultural (EA) district to the A-R district, and 36.31 acres
from the EA district to the EA-P district, NE ¼, Sec. 13, T20N, R20E, Town of Brillion,
N8793 Long Lake Road
Meuer detailed the rezone as being proposed as a farm consolidation. In reviewing the
request, it was also found that the septic system was on the adjacent parcel so that was
filed with a Quit Claim Deed through the Register of Deeds on April 27
th. The proposal is
consistent with the 2045 Comprehensive Plan and the Farmland Preservation Plan. Staff
recommend it be forwarded to County Board with a recommendation for approval.
Keuler, Schmitz & Hoefler left at 8:50 a.m.
h. Close Public Hearing and Reconvene Regular Meeting
Entered Public Hearing at 8:53 a.m.
i. Proposed Action: Andy Schuh and agent Brad Buechel, Map Amendment of
approximately 5 acres to the A-R and 36.31 acres to the EA-P district

Meuer briefed the committee that this grant allowed us to get higher resolution imagery for
our orthoimagery this year. The flight did take place in April, and this grant was identified
after the original budget was set so an amendment resolution needs to take place.

Budde moved, Ott seconded, to accept this grant funding and take to County Board for
them to also accept this grant funding. Motion carried unanimously.
