Town of Dewey Town Plan Commission Dewey Town Hall 430 Dewey Drive – Stevens Point – WI 54482 Wednesday February 11, 2026, 4:30 p.m. 1) Public notice was given: Roll call was take: Present: Kathy Girolamo, Rhonda Hollfelder, Jennifer Laskowski and Sandy Meis Absent: Doug Evica 2) Meeting was called to order at 4:30 pm and Kathy led the Pledge of Allegiance 3) Discussion/Action on the minutes from the meeting of February 9, 2026 Motion: Kathy made the motion to accept meeting minutes with three minor changes, seconded by Rhonda – Motion Passed: 4-0 4) Correspondences - none 5) Discussion/Action on Recommendations on the request by Chopper Farms LLC for a 20 year extension of the Board of Adjustments Appeal No. A06-21 conditional use permit to operate a non-metallic mine. Parcel number 014-25-0701-11 is located at SW1/4, SW1/4, Section 1, T25N, R7E, Town of Dewey, portage County, Wisconsin. • There were 13 visitors in attendance. • The following changes are proposed to be made to the conditions provided by Planning and Zoning. Conditions and changes focus on the new State statute of being reasonable, measurable & enforceable, as well as trying to be consistent with the other quarry in the town. With a meeting set for February 25, these changes may be amended with further discussion: o Number 2 – This approval is good for 10 years upon issuance of the Portage County Zoning Permit. o Number 3 – Approval is for the current ~ 14-acre quarry site with a maximum quarry depth of 70’ at 1110 mean sea level (msl). To be consistent with the other quarry in the town. o Number 4 – The operator is to meet with and follow any recommendations the Portage County Highway Department may have regarding cost sharing, maintenance, acceleration/deceleration lanes. o Number 6 – The remaining land outside the established ~ 14-acre quarry must remain in natural woody vegetation including landscape screening. Management of this woody vegetation should follow best forest and wildlife management practices. o Number 7 – Machinery used onsite, especially crushing and hydraulic rock hammer equipment, is to be kept at the bottom of the pit whenever possible for noise reduction. o Number 10 – The blaster must be Wisconsin certified and license on file with the Planning and Zoning Department. Planning and Zoning Department staff, Sheriff’s Department, Town Chairperson and landowners within one mile radius of the pit, must be notified at least 24 hours prior to a blast. o Number 12 – Crushing and rock hammering operations may take place year- round except during the Wisconsin traditional nine-day gun deer Season and Saturdays. o Number 13 – No pit operations are allowed on Sundays. o Number 15 – Hours of operations shall be between 6:30 a.m. to 6:30 p.m. Monday through Friday for mining activities. Truck loading on Saturday from 6:30 a.m. to noon. Extended hours of operation can be approved by the Town Chairperson for specific projects that may have time constraints. The Town Chairperson shall provide documentation of the extended hours of operation, the reason for the extension, and the duration of the project to the Portage County Planning and Zoning Department. o Kathy motioned to continue this discussion on Wednesday February 25 at 4:30 p.m. along with Thursday February 26 at 3:30 p.m. if need be. Rhonda seconded. Motion Passed – 4-0. 6) Schedule next meeting – February 25 at 4:30 pm 7) Adjournment – Meeting adjourned at 7:27 pm Please be advised that a quorum of Town Board members may be present at this meeting.
