November 12, 2025 Town of Dewey Board Meeting Note: These are the proposed Minutes that will be approved at the next Board meeting. ___________________________________________________________________________ Minutes Wednesday, November 12, 2025 430 Dewey Drive-Stevens Point WI 54482 Verify Open Meeting Notice & Roll Call: The open meeting notice was verified. Chairman Maurice King, Supervisor LeRoy Pukrop, Supervisor Dennis Meis, and Clerk Angela Lochinger were present. Treasurer Lori Kolodziej was excused. 10 town resident and/or visitors were present. Call to Order: The meeting was called to order by Chairman King at 6:00 pm. The Pledge of Allegiance was recited. Discussion/Action on the sale of the 2002 Sterling truck: Chairman King reported that the Sterling truck and equipment were listed on WisconsinSurplus.com with a $20,000 minimum bid for two weeks, then relisted at $15,000 for another two weeks. The highest offer received was $8,300. The board discussed relisting the truck at $10,000. Supervisor Pukrop motioned to relist the Sterling truck and equipment on WisconsinSurplus.com for $10,000 and to accept any offers over $8,000. Supervisor Meis seconded. The motion passed 3–0. Discussion on the status of Pioneer Road north of Dewey Drive: Chairman King reported that records show inconsistent mileage for this section and no clear evidence that the town formally discontinued the portion beyond the maintained 0.76 mile. That section has not been maintained for decades and has been gated for over 30 years, raising questions about whether it may be considered discontinued. The town attorney noted that past access and changes in land-locking laws could affect its status. Property owner Jennifer Laskowski, who owns land on both sides, recently had it surveyed due to boundary concerns. She said she does not intend to landlock anyone and is fine with the road remaining a town road, but wants clear property lines for future sales. She suggested a possible licensing agreement to manage access and use, noting that re-establishing the road could be an expense for the town or another party. The board will wait for guidance from the town attorney. Discussion/Action on the purchase of a truck and other equipment from the Village of Plover: Chief Lepper reported that fire department leadership inspected and wishes to purchase a used 1994 Welch HME Custom Pumper from the Village of Plover, originally listed at $75,000 OBO. The package includes the truck, ten used SCBA air packs, and twenty used bottles. The truck would replace the department’s rescue vehicle and one of the department’s military brush trucks. Fire department officers proposed an offer of $27,000, and the fire department voted to approve the purchase pending board approval. Chief Lepper requested board approval to use fire department reserve funds—consisting of prior fundraising, donations, and unused budget from previous years—for the purchase, without needing additional town funding. Supervisor Pukrop motioned to proceed with the purchase of the fire truck and other equipment from the Village of Plover for $27,000. Supervisor Meis seconded. The motion passed 3-0. Adjournment: Chairman King adjourned the meeting at 6:55 p.m.
