CITY OF GREEN LAKE REGULAR COMMON COUNCIL MEETING – APRIL 13, 2026 Meeting was called to order at 6:00 pm by Mayor Raymond Radis. Pledge of Allegiance was recited followed by a moment of silent meditation. Certification of Open Meeting Law: Agenda was posted on April 10, 2026. Roll Call: Mark Wilton, Chris Foos, Jody Kugler, Sheila Pulice & Jon McConnell. Absent: Danielle Reysen. Also Present: City Attorney Jesse Spankowski, Police Chief Jessica Schroeder & Public Works Director Jason Carley. Agenda: Motion made by Foos, second by McConnell to approve the agenda. Motion carried. Minutes: Motion made by Foos, second by McConnell to approve the Minutes of Committee of the Whole and Regular Common Council Meetings of March 9, 2026. Motion carried. Ordinance Amending Zoning District: Motion made by Foos, second by McConnell to adopt “An Ordinance Amending Zoning District for 528 & 532 Lake Street”. Adjust Hauled Waste Charges: Motion made by Foos, second by McConnell to approve “Resolution Amending Resolution Number 1187-2019.6 to Adjust Charges for Holding Tank and Septic Waste at Wastewater Treatment Plant”. Resolution # 1376- 2026.04 MOU for Deacon Mills Bathrooms Mural: Motion made by Foos, second by McConnell to approve the Memorandum of Understanding between the City of Green Lake and JoEllen Madden for the Deacon Mills Restroom Mural. Motion carried. Insurance Contract Renewal: Motion made by Foos second by McConnell to approve the contract between the City of Green Lake & League of Wisconsin Municipalities & Baer Insurance. Ayes: 5 Nays: 0 Absent: 1. Motion carried. Mulcahy Shaw Contract: Motion made by Foos, second by McConnell to approve the service contract with Mulcahy Shaw not to exceed $2,347.00. Ayes: 5 Nays: 0 Absent: 1. Motion carried. WWTP Flow Meter Replacement: Motion made by Foos, second by McConnell to approve the replacement of the WWTP Flow Meter not to exceed $12,851.11. Ayes: 5 Nays: 0 Absent: 1. Motion carried. WWTP Moyno Pump: Motion made by Foos, second by McConnell to approve the repair of the WWTP Moyno Pump not to exceed $33,205.58. Ayes: 5 Nays: 0 Absent: 1. Motion carried. Angler, Youth Angler: Motion made by Foos, second by Wilton to approve the request to waive boat launch fees for the Angler, Youth Angler fishing tournament on 6/20/2026. Motion carried. Gym Reservations: Motion made by Wilton, second by Foos to approve gym reservations with fee waiver requests to: • Green Lake Youth Basketball for Monday & Wednesday from 3:00 pm to 5:00 pm from 04/2/26 to 5/27/26 • Green Lake County Special Olympics for Fridays from 1:30 pm to 2:30 pm from 4/17/26 to 5/29/26 • Boys & Girls Club of the Tri-County Area for Mondays from 1:00 pm – 3:00 pm, from 6/16/26 to 8/4/26 • Boys & Girls Club of the Tri-County Area for Mondays from 1:00 pm – 3:00 pm, from 6/16/26 to 8/4/26-Tennis Courts Motion carried.
