CITY OF GREEN LAKE REGULAR COMMON COUNCIL MEETING – JANUARY 12, 2026 Meeting was called to order at 6:02 pm by Mayor Raymond Radis. Pledge of Allegiance was recited followed by a moment of silent meditation. Certification of Open Meeting Law: Agenda was posted January 9, 2026. Roll Call: Chris Foos, Jody Kugler, Jon McConnell, Sheila Pulice, Mark Wilton & Danielle Reysen. Also Present: City Attorney Jesse Spankowski, Police Officer Timothy Schroeder, Public Works Director Jason Carley. Agenda: Motion made by Foos, second by Wilton to approve the agenda. Motion carried. Minutes: Motion made by Foos, second by McConnell to approve the Minutes of Committee of the Whole – 12/08/2025; Regular Common Council – 12/08/2025. Motion carried. Park & Recreation Comprehensive Plan Update: Motion by McConnell, second by Foos to approve the Update to the City of Green Lake Park & Recreation Comprehensive Plan. Ayes: 6 Nays: 0 Motion carried. Ordinance Annexing 4 Vacant Lots on Forest Ave: Motion made by Foos, second by McConnell to adopt an Ordinance “Annexing Territory to City of Green Lake (Land Owned by Thomas E. Ordinance #867-2026.01 Ordinance Creating Special Event Ordinance: Motion made by Foos, second by McConnell to adopt an Ordinance “Creating Title 7, Chapter 15 of the City of Green Lake Municipal Code (Special Events)”. Ordinance #868-2026-01 2026 Capital, Special, TIF, Sewer & Water Budgets: Motion made by Foos, second by McConnell to adopt an Ordinance “Adopting the 2026 Budgets for Capital, Special, TIF, Sewer Utility & Water Utility Funds”. Ordinance #869-2026.01 Water System Revenue Bonds: Motion made by Foos, second by McConnell to approve “Resolution Authorizing the Issuance and Sale of up to $281,336 Water System Revenue Bonds, Series 2026, and Providing for Other Details and Covenants with Respect Thereto, and Approval of Related Financial Assistance Agreement”. Resolution # 1364-2026.01 Resolution Rescinding Taxes: Motion by Foos, second by McConnell to approve “Resolution Rescinding 2025 Property Tax for Tax Parcel 231-0013-0100 (Thrasher Opera House)”. Resolution #1366-2026.01 Resolution for WEDC Grant: Motion by Wilton, second by Foos to approve “Resolution Authorizing the Submission of a Wisconsin Economic Development Corporation (WEDC) Community Development Investment-Vibrant Spaces Grant Application for the Thrasher Opera House Pocket Park Project”. Resolution #1367-2026.01 Temporary Resolution City Hall Public Office Hours: Motion by Foos, second by Wilton to approve “Temporary Resolution Adjusting City Hall Office Hours”. Resolution #1368-2026.01 Utility Easement-Carol Shores LLC: Motion by Foos, second by McConnell to approve the utility easement between the City of Green Lake and Carol Shores LLC. Payment #4 & Final Egbert Excavating: Motion by Foos, second by McConnell to approve the final payment to Egbert Excavating for Park Drive Boat Launch in the amount of $19,989.86. Ayes: 6 Nays: 0 Motion carried. Agreement with MSA-Chemical Feeder: Motion by Foos, second by McConnell to approve the “Agreement between the City of Green Lake and MSA for Wells #1 & #2 Chemical Feed Engineering & Permitting in the amount of $5,800”. Ayes: 6 Nays: 0 Motion carried. Memorandum for WisVote Services: Motion by Foos, second by Wilton to approve the Memorandum of Understanding between the City of Green Lake and the County of Green Lake for the WisVote Voter Registration System with no fee being due. Ayes: 6 Nays: 0 Motion carried. Park Reservation: Motion by Foos, second by McConnell to approve the Park Reservation request from Diane/Clemens Hoehler for Deacon Mills Park on July 18, 2026, from noon to 5:00 pm for a wedding. Motion carried. Street Closure: Motion made by Foos, second by McConnell to grant the Street Closure Permit request from Town Square Community Center for Hill Street from Mill Street to the Post Office & Water Street from Mill Street to Upper Town Square Lot from 8/7/2026 at 4:00 pm to 8/9/2025 at 4:00 pm. Motion carried. Gym Reservation: Motion by Foos, second by to approve the Gym Reservation Request from Nate Mirr for Tuesday’s and Thursday’s from 3:00 pm to 5:00 pm & Sunday’s from 10:00 am to Noon from 1/13/2026 to 3/31/2026. Motion carried. Payment of Bills: Motion made by Foos, second by McConnell to pay the bills in the amount of $143,041.58. Ayes: 6 Nays: 0 Absent: 0 Motion carried.
