CITY OF GREEN LAKE SPECIAL COMMON COUNCIL MEETING – AUGUST 27, 2025 Meeting was called to order at 5:00 pm by Mayor Raymond Radis. Pledge of Allegiance was recited followed by a moment of silent meditation. Certification of Open Meeting Law: Agenda was posted August 25, 2025. Roll Call: Sheila Pulice, Jody Kugler, Christopher Foos, Danielle Reysen, Mark Wilton, Jon McConnell. Also Present: City Attorney Jesse Spankowski (via Zoom), Financial Advisor Adam Ruechel (via Zoom), Police Chief Jason Reysen, Public Works Director Jason Carley. Agenda: Motion made by Foos, second by McConnell to approve the agenda. Motion carried. Closed Session: Motion made by Foos, second by McConnell to go into Closed Session pursuant to Wisconsin State Statutes Section 19.85(1)(e) deliberating or negotiating the purchasing of public properties, the investing of public funds or conducting other specified public business, whenever competitive or bargaining reasons require a closed session as it relates to Developer’s Agreement between the City of Green Lake and Green Lake Partners, LLC. Ayes: 6 Nays: 0 Motion carried. (5:01 pm) Open Session: Motion by Kugler, second by McConnell to go into Open Session pursuant to Wisconsin State Statutes Section 19.85(2). Ayes: 6 Nays:0 Motion carried. (5:14 pm) Action: Motion by Kugler, second by McConnel to direct the city attorney to amend the agreement with the developer as discussed in closed session.
