CITY OF GREEN LAKE REGULAR COMMON COUNCIL MEETING – AUGUST 11, 2025 Meeting was called to order at 6:00 pm by Mayor Raymond Radis. Pledge of Allegiance was recited followed by a moment of silent meditation. Certification of Open Meeting Law: Agenda was posted August 8, 2025. Roll Call: Jon McConnell, Sheila Pulice, Jody Kugler, Christopher Foos, Danielle Reysen. Absent: Mark Wilton. Also Present: City Attorney Jesse Spankowski, Police Chief Jason Reysen, Public Works Director Jason Carley. Agenda: Motion made by Foos, second by McConnell to approve the agenda. Motion carried. Minutes: Motion made by Foos, second by McConnell to approve the Minutes of Committee of the Whole – 7/14/2025; and Regular Common Council – 7/14/2025. Motion carried. Green Lake County Hazard Mitigation Plan: Motion made by Foos, second by McConnell to adopt a Resolution “Adopting the Green Lake County Hazard Mitigation Plan”. Ayes: 5 Nays: 0 Absent: 1 Motion carried. Resolution #1348-2025.8 Certified Survey Map: Motion made by Foos, second by McConnell to adopt a “Resolution for Approval of a Certified Survey Map for Rory’s Powersports, LLC, W806 State Road 23/49, Green Lake, Wisconsin”. Ayes: 5 Nays: 0 Absent: 1 Motion carried. Resolution #1349-2025.8 Public Fire Protection: Motion made by Foos, second by McConnell to adopt “A Resolution Authorizing to Direct Charge Public Fire Protection”. Ayes: 5 Nays: 0 Absent: 1 Motion carried. Resolution #1350-2025.8 WPPA Labor Agreement: Motion made by Foos, second by McConnell to approve the Labor Agreement between the City of Green Lake and City of Green Lake Professional Police Association WPPA/LEER Local for 2026 through 2028. Ayes: 5 Nays: 0 Absent: 1 Motion carried. Electrical Underground Easement Regarding Mill Street Bridge Replacement Project: Motion made by Foos, second by McConnell to approve the “Easement Underground Electric, Natural Gas and Communication”. Ayes: 5 Nays: 0 Absent: 1 Motion carried. Pre-Development Agreement with Deer Crossing GL LLC: Motion made by Foos, second by McConnell to approve the Pre-Development Agreement between City of Green Lake and Deer Crossing GL LLC. Ayes: 5 Nays: 0 Absent: 1 Motion carried. Park Reservation Permits: Motion made by Foos, second by McConnell to grant Park Reservation Permits to Nick Carriere for Class Party on August 14th, 2025 in Playground Park and August 19th in Highknocker Park; and for Stephanie Hagwood for Celebration of Life in Highknocker Park on September 20, 2025. Motion carried. Payment of Bills: Motion made by Foos, second by McConnell to pay the bills in the amount of $84,558.60. Ayes: 5 Nays: 0 Absent: 1 Motion carried.
