July 30, 2025 Town of Dewey Board Meeting Note: These are the proposed Minutes that will be approved at the next Board meeting. ___________________________________________________________________________ Minutes Wednesday, July 30, 2025 430 Dewey Drive-Stevens Point WI 54482 Verify Open Meeting Notice & Roll Call: The open meeting notice was verified. Chairman Maurice King, Supervisor LeRoy Pukrop, Supervisor Dennis Meis, Clerk Angela Lochinger, and Treasurer Lori Kolodziej were present. 2 town resident and/or visitors were present. Call to Order: The meeting was called to order by Chairman King at 6:00 pm. The Pledge of Allegiance was recited. Approval of Minutes from the meeting of July 9, 2025: Supervisor Pukrop motioned to approve the minutes of July 9, 2025, as presented. Supervisor Meis seconded. The motion passed 3-0. Citizens wishing to address the Town Board: Dennis Hintz asked about diesel being put into the DEF system of the new truck. Chairman King confirmed it was fixed and Mr. Hintz requested warranty confirmation. Supervisor Comments/Concerns: None Discussion/Action to reconsider Resolution No.2 - 2025: Chairman King explained that although the resolution was approved by the board at the July 9, 2025 meeting, the date to be presented for adoption has been updated to September 11, 2025 due to a meeting date change. Supervisor Meis motioned to reconsider Resolution No. 2 – 2025. Supervisor Pukrop seconded. The motion passed 3-0. Discussion/Action on Resolution No.2 – 2025, a resolution to authorize the presentation for final adoption of the Town of Dewey Municipal Code of Ordinances and the posting of the Notice regarding the adoption of the Town of Dewey Municipal Code of Ordinances: Supervisor Meis motioned to approve Resolution No. 2 – 2025, authorizing the presentation for final adoption of the Town of Dewey Municipal Code of Ordinances and the posting of the required notice. Supervisor Pukrop seconded. The motion passed 3-0. Discussion/Action on 2026 Bridge & Culvert Aid Project Application: The board discussed the application to replace a culvert on Park Road. Supervisor Pukrop motioned to forward the Bridge & Culvert Aid Project Application to the Portage County Highway Department. Supervisor Meis seconded. The motion passed 3-0. Discussion/Action on Authorization to Perform Professional Engineering Services Contract for the Dewey Drive reconstruction project: The board discussed the Cedar Corp engineering contract, noting survey work will likely start in late September or October. Before that, they will send a letter notifying affected landowners and hold a meeting in late September to discuss any questions or concerns. Supervisor Meis motioned to authorize the Professional Engineering Services Contract for the Dewey Drive reconstruction project. Supervisor Pukrop seconded. The motion passed 3-0. Discussion/Action on putting together bid document for pulverizing the existing pavement and furnish and installing of road base material on Willow Springs Drive from Dewey Drive south to the town line: The board discussed moving the Willow Springs Drive project up due to deteriorating pavement and cost savings from other projects. The plan is to pulverize the existing pavement, then place 4 inches of road base over the entire width (about 28 feet, with 22 feet of blacktop and 3-foot shoulders on each side). Supervisor Pukrop motioned to put together bid documents for pulverizing the existing pavement and furnishing and installing road base material on Willow Springs Drive from Dewey Drive south to the town line. Supervisor Meis seconded. The motion passed 3-0. Update on tractor repairs: The tractor was repaired for bad fuel injectors but developed the same problems again soon after. Further inspection revealed the gas tank had been vandalized—filled with dirt, leaves, and branches—causing the damage and over $10,000 in repairs. The tank was removed and cleaned, and photos were taken. An insurance claim has been filed. Discussion on putting the Sterling truck and related equipment for sale: The board discussed advertising options, including the WTA monthly magazine, Truck Paper, Wisconsin Surplus, and Jalisco Auto Sales. Pricing information is being gathered. Chairperson’s Report on town work and activities: Chairman King reported that town employees are nearly finished cutting shoulders throughout the town and are re-graniting Goldenrod Lane. The Torun Road project is mostly complete, with some driveway tapering and grass seeding remaining. The public access matter is delayed due to attorney conflicts; the town is seeking another attorney to send the necessary letter. He contacted the humane society regarding an unlicensed dog kennel. Portage County Planning and Zoning is addressing inoperable vehicles and excess solid waste at a property on County Road Y. COM2 Recycling Solutions offered electronics recycling services, but the county is satisfied with its current provider. Chairman King discussed joint municipal training opportunities with the Portage County Highway Department and other towns to reduce costs. Chairman King said he will talk with town employees about setting work hours from 6 a.m. to 2 p.m. Chief Lepper noted plans for a birthday parade for a resident turning 103. Correspondence: The board reviewed correspondence. Meeting Dates & Agendas: Upcoming Town Board meetings will be held at the Town of Dewey Town Hall on: • Wednesday, August 13, 2025 – 6:00 p.m. • Wednesday, August 27, 2025 – 6:00 p.m. – Includes discussion with landowners in the Willow Springs Drive project area. • Thursday, September 11, 2025 – 6:00 p.m. • Wednesday, September 24, 2025 – 6:00 p.m. – Includes meeting with Cedar Corp and landowners in the Dewey Drive project area to discuss the engineering contract and upcoming survey work. Approve and Pay Bills: Supervisor Pukrop motioned to approve and pay the bills as presented. Supervisor Meis seconded. The motion passed 3-0. Adjournment: Chairman King adjourned the meeting at 7:08 p.m.
