Plan Commission — Minutes

Plan Commission May 11, 2026 1. Meeting was called to order at 7:00 p.m. by Chairperson Paula Przywojski. Members present were: Paula Przywojski, Charlie Lipke, Tom Thompson and Seth Waddell. Frank Fogel arrived at 7:09 pm. Jon Zabel and Mike Wellik were absent. Mary Rinehart was also present. The Pledge of Allegiance was recited. 2. Motion by Lipke/Thompson to approve agenda with moving of item 5 (Wadell) to be discussed last passed unanimously. 3. Public Comment: None 4. Motin to approve minutes of March 9, 2026 meeting by Waddell/Lipke passed unanimously. 5. Discussion making recommendation to Town Board relating to variance request to build a 6 x4 foot front entry stoop within the minimum 50-foot setback of County Road S for Seth Wadell, W6187 County Road S tax parcel 10- 02602-000: Moved to after item 7. Seth Waddell removed himself from the table and abstained from deliberation as he is the applicant. Waddell appeared to request the variance. The property is currently in legal nonconforming status. Motion by Thompson/Fogel to recommend approval of the variance to allow for a 6 x 4 entry stoop within the setback of County Road S. Motion passed unanimously. 6. Discussion making recommendation to Town Board relating to Certified Survey Map for MA N7549 County RD W LLC, Mike Mc Vietty, N7549 County Road W, subdividing tax parcel 10-01394-000 into 2 parcels and including but not limited to review and approval of easement-driveway agreement: Steve Horton Surveyor appeared before the commission. The current owner wishes to sell the dwelling and detached accessory building and to keep the hunting land that are the original parcel. It was noted the remaining land is very sloped and may not be buildable. Motion by Wadell/Lipke to recommend to approve the Certified Survey Map for MA N7549 County RD W LLC, Mike Mc Vietty, N7549 County Road W, subdividing tax parcel 10-01394-000 into 2 parcels including the easement driveway agreement and that no additional development be allowed on the remaining portion. Motion passed unanimously. 7. Discussion making recommendation to Town Board relating to updating the Town of Onalaska Comprehensive Plan and future use maps within the plan including but not limited to request from Risberg Coulee Properties LLC, tax parcel 10-01263-001 to allow for rezoning of parcel from General Agriculture to light industrial: Steve Risberg addressed the commission regarding the parcel history. Motion to recommend to the board to open application window to receive applications for Comprehensive Plan Amendment and Future Land Use map updates for a period of 60 days then to review those applications. Plan amendments have specific requirements including public hearings. Motion passed unanimously. 8. Motion to adjourn made by Przywojski/Thompson passed unanimously at 7:40 am.
